Payroll Analyst Auditor’s Office Page 1 of 2 KLICKITAT COUNTY, WASHINGTON POSITION DESCRIPTION POSITION TITLE: Payroll Analyst EFFECTIVE DATE: May 15, 2018 REPORTS TO: Chief Deputy Auditor PAY GRADE: 39 DEPARTMENT/DIVISION: Auditor’s Office FLSA STATUS: BLOODBORNE PATHOGEN JOB HAZARD LEVEL: Non-Exempt Good Samaritan– HBV Optional LOCATION: Goldendale POSITION STATUS: Full-time BASIC JOB PURPOSE/FUNCTION: Performs complex payroll accounting activities which result in the timely preparation and maintenance of Klickitat County payroll, payroll records, management reports, and payroll record files; verifies compliance with County Personnel Policy, federal and state regulations and Bargaining Unit contracts in matters relating to employee pay issues and practices. ESSENTIAL JOB DUTIES: 1. Knowledge of “CORE” Document Retention Policies. 2. Remains current on legal, regulatory, contract and County policies affecting payroll operations. 3. Responsible for creation and maintenance of a full set of payroll records including employee files, and files related to benefits, garnishments, tax and retirement reporting records. 4. Compiles, coordinates and oversees data entry, auditing, processing, payment and distribution of all payroll and payroll related accounts payable vouchers for all County departments. Oversees audit procedures to assure compliance with accounting standards and all Federal, State, County and union policies and regulations. Prepares and distributes payroll warrants and related reports. 5. Audit, reconciliation and filing of payroll time sheets. 6. Verification and maintenance of employee time bank accruals. 7. Preparation and filing of quarterly and annual federal and state earnings, withholding and retirement reports. 8. Submits payroll vouchers to the County Board of Commissioners for approval. 9. Processes federal, state liens, garnishments of wages. 10. Preparation of W-2 Forms. 11. Provides support to other accounting personnel within the Auditor's Office. 12. Interfaces with benefits providers and departments in resolving payment, reporting issues and discrepancies. 13. Member of Financial System Support Team. 14. Assists supervisors, county departments in preparing special reports or projects requiring research, interpretation and/or auditing of financial and statistical data. 15. Initiates necessary correspondence/action to meet deadlines and assure timely processing. 16. Audits Employee Status Forms for accuracy and completeness. 17. Reconciles medical, life insurance and retirement components for internal and external reporting. ADDITIONAL JOB DUTIES: ---PAGE BREAK--- Payroll Analyst Auditor’s Office Page 2 of 2 1. Perform other duties as assigned. REQUIREMENTS/MINIMUM QUALIFICATIONS:  Knowledge of principles, practices, and techniques and related tools/equipment to accomplish the basic function of this position, including any safety and/or legal requirements. This may, but not necessarily, include specialized skills.  Any equivalent combination of education and experience that provides the applicant with the required knowledge, skills, and abilities to perform this job. A typical way to obtain the knowledge and abilities would be Six years of progressively responsible payroll accounting experience, course work in accounting field, or, any equivalent combination which would provide the knowledge, skills, and abilities required to perform the job. Experience in BARS Accounting (Washington State Budgeting, Accounting and Reporting System) preferred. Licenses, Certificates, and Other Requirements Valid state driver's license in state of residence WORKING CONDITIONS:  This position requires the ability to perform those activities to complete the essential functions of the job, either with or without reasonable accommodation.
