Klickitat County Determination of Non-Significance and Adoption of Existing Environmental Document Notice is hereby given that Klickitat County issued a Determination of Non-significance (DNS) and Adoption of Existing Environmental Document on November 2, 2017, under SEPA Rules (Chapter 197-11 WAC) and the Klickitat County Environmental Ordinance Number 121084, as amended, for the following proposal: SEPA 2017-0030: Applicant – Klickitat County Public Works. The proposal is to repair the existing bridge on Horseshoe Bend Road that crosses the Klickitat River, immediately south of Highway 142. The river is impacting the bridge abutments requiring work to protect the structural integrity of the bridge. In addition, the pavement surface on the bridge has deteriorated to the point that it cannot be sustained without maintenance. The proposed project involves patching the existing travel surface along the bridge. To improve the structural integrity of the bridge, drilled piers, approximately six-feet in diameter will be installed on either end of the bridge, behind each abutment. This approach avoids the need to conduct in-water work as well as avoid placing any material in the waterway that would affect maritime traffic (rafters). In addition, replacement of guardrail along the bridge and bridge approaches to improve and modernize vehicle safety. Horseshoe Bend Road is fairly narrow and will require minor fill along roadside edges to allow for guardrail installation. The proposed project is located within Section 19, T4N, R14E, W.M., Klickitat County, Wahkiacus vicinity on tax parcel 04141900000400. After review of the completed environmental checklist and other information on file the Klickitat County Responsible Official has determined that this proposal will not have probable significant adverse impacts on the environment. Comments on the above environmental review will be accepted until 5:00 pm November 27, 2017. There is no opportunity for appeal at this time. Copies of the DNS and the adopted existing NEPA document are available at the Klickitat County Planning Department during normal business hours.
