Foreman Public Works Department Page 1 of 2 KLICKITAT COUNTY, WASHINGTON POSITION DESCRIPTION POSITION TITLE: Foreman EFFECTIVE DATE: January 1, 2012 (Revised by Union 2003) REPORTS TO: Supervisor PAY GRADE: Set by Agreement with Union (U Code 20) DEPARTMENT/DIVISION: Public Works/Road Department FLSA STATUS: Non-Exempt LOCATION: Goldendale POSITION STATUS: Full-time BASIC JOB PURPOSE/FUNCTION: Plans, organizes, assigns and oversees the work of maintenance crews engaged in the maintenance, repair, construction or operations of county roads, bridges, right of-ways, and drainage systems to assure areas are well-maintained and safe. ESSENTIAL JOB DUTIES: 1. Coordinates, schedules and oversees all activities in area of assignment to assure that work is performed efficiently and according to appropriate guidelines, procedures and regulations. Work may include: blading, repair and patching of roads, snow and ice removal, drainage structure repair, bridge repair, weed and brush control, grading, surfacing, paving and right-of-way work on construction projects. Prioritizes and coordinates work with other departments, staff, and contractors to ensure timely completion of work projects. 2. Assigns and oversees the work of assigned staff; advises, assists and trains employees as necessary; initiates and implements disciplinary actions; participates in the selection of new employees and makes recommendations regarding the transfer and termination of employees. 3. Assures effective and safe functioning of assigned activities and compliance with departmental standards and legal requirements; recommends revisions to division policies and procedures as appropriate; assists in the development and administration of a safety program for division activities. 4. Performs various administrative duties such as certifying time cards, preparing shift time sheets, assisting in the ordering of supplies, and arranging for repairs of vehicles and/or equipment as necessary. 5. Inspects work in progress and upon completion to assure high quality of work and that standards of safety are being met; makes corrections or adjustments as appropriate. 6. Conducts regular inspections of county roads, bridges, and drainage areas in area of assignment to identify deficiencies and safety hazards; recommends projects and repairs to remedy situation. 7. Responds to inquiries, complaints, emergencies, and requests for information regarding area of assignment from other departments and the general public, providing information within scope of knowledge and authority, or refers to appropriate individual. ---PAGE BREAK--- Foreman Public Works Department Page 2 of 2 ADDITIONAL JOB DUTIES: 1. Performs any duties of subordinates as required. 2. Performs other related duties as assigned. REQUIREMENTS/MINIMUM QUALIFICATIONS:  Knowledge of practices, materials, methods, techniques, tools and equipment applicable to road, bridge, and storm drainage installation and maintenance. State road specifications and survey markers applicable to work assignments. Road systems, conditions, signs, and signals. Hazards and safety precautions of road maintenance and ability to identify and remedy hazards. Basic principles and practices of civil engineering and road construction. Ability to operate equipment and tools used in area of assignment. Prioritize, schedule, organize and oversee assigned operations to assure timely and cost-effective completion. Plan, organize, motivate, and oversee the work of assigned staff. Read and interpret blue prints applicable to road and bridge construction, applying information to area of assignment. Accurately perform mathematical functions. Establish and maintain accurate records of assigned activities and operations. Respond to public inquiries, complaints, emergencies in an accurate, responsive manner. Establish and maintain effective working relationships with other employees, suppliers, contractors, and the general public. Communicate effectively, both orally and in writing. Physically perform the essential functions of the job.  Any equivalent combination of education and experience that provides the applicant with the required knowledge, skills, and abilities to perform this job. A typical way to obtain the knowledge and abilities would be High school diploma, or G.E.D., five years of progressively responsible experience in road maintenance or construction, including lead responsibilities. Licenses, Certificates and Other Requirements Valid Washington State Driver's License with combination endorsement. WORKING CONDITIONS:  Work is performed primarily in the field with exposure to varying weather conditions. May be exposed to chemical fumes and the hazards of operating and working around heavy equipment. Lifting in excess of 50 lbs. is required. Subject to 24-hour call back for emergency repairs.
