Deputy Prosecuting Attorney III Prosecuting Attorney’s Office Page 1 of 2 KLICKITAT COUNTY, WASHINGTON POSITION DESCRIPTION POSITION TITLE: Deputy Prosecuting Attorney III EFFECTIVE DATE: June 1, 2016 REPORTS TO: Prosecuting Attorney PAY GRADE: 72 DEPARTMENT/DIVISION: Prosecuting Attorney’s Office FLSA STATUS: Exempt LOCATION: Goldendale POSITION STATUS: Full-time BASIC JOB PURPOSE/FUNCTION: Provides wide range of professional legal services for the County, primarily in the areas of handling civil law, including legal opinions, analysis of legal issues, perform legal research, prosecution or defense of civil cases, pursue civil and administrative remedies on behalf of the County. Prepares legal documentation and other services as required by the Prosecuting Attorney. ESSENTIAL JOB DUTIES: 1. Prepares issues, evidence, research, and arguments for court hearings and trials in civil matters. Determines strategy, organization, timing and order of evidence presentation, appearance of witnesses, jury instructions, and related matters, as well as arbitrations and claims. 2. Provides legal assistance, advice and representation to Prosecuting Attorney and other County departments and elected officials as assigned by the Prosecuting Attorney in civil and administrative cases. 3. Performs Deputy Coroner duties as assigned, and provides 24-hour on-call coroner services on a rotational basis. Gathers decedent information; contacts decedent's medical provider; arranges autopsies; coordinates with family, funeral home and pathologist as needed; completes death certificate. 4. Serves as Public Records Officer for the Prosecuting Attorney’s Office and advises other departments on public record requests’ obligations and responses to particular requests. 5. Provide legal assistance to prevent and minimize legal exposure to the County departments and elected officials. Provide information to County’s underwriters on claims made against the County. 6. Perform legal research and prepare written and oral opinions on various legal problems or issues. 7. Respond to citizen inquiries and resolve difficult and sensitive complaints; provide information and education to County departments, elected officials and/or the citizens on legal issues and topics of interest. 8. Prepares and handles civil forfeitures in connection with criminal matter. 9. Review and process requests for County records, drafts of contracts and resolutions, requests for payment, and draft county codes. 10. Represent interests of State in certain child support and paternity cases. 11. Represents interests of County in state and federal administrative hearings and claims. 12. REQUIREMENTS/MINIMUM QUALIFICATIONS:  Knowledge of principles, practices, and techniques and related tools/equipment to accomplish the basic function of this position, including any safety and/or legal requirements. This may, but not necessarily, include specialized skills.  Any equivalent combination of education and experience that provides the applicant with the required knowledge, skills, and abilities to perform this job. A typical way to obtain the knowledge and abilities would be Juris Doctor or equivalent degree. Minimum three years’ experience in civil law area, with preference for municipal and/or government field, specifically land use regulations and public records law. Licenses, Certificates and Other Requirements Valid state driver's license in state of residence Member in good standing of the State Bar of Washington WORKING CONDITIONS:  This position requires the ability to perform those activities to complete the essential functions of the job, either with or without reasonable accommodation.
