Board of Health Meeting Minutes December 19, 2OL7 Meeting was called to order at 2:35pm Board members present were Sue Pennington, Dave Sauter, Jim Sizemore and Rex Johnston. Health Department employees present were Lori Koch, Megan Winn and Kelly Sizemore. The first order of business was to approve the meeting minutes from the 03/30/2017 and 08/03/2077 meetings. Dave Sauter moved to adopt to minutes. Rex Johnston seconded. Vote was unanimous. Motion Carried. The second order of business was the announcement of the Health Department's health officer, Dr. Christopher Spitters' Resignation. He stated that he plans to resign on or about Jan 2018. There was a discussion on how to go about finding a replacement. Lori Koch informed the Board that Clark and Skamania County's Health Officer, Dr. Allan Melnick, has stated that he would be interested in the position. Vern Harpole commented that he would like to see a local doctor become the Health Officer. The Board liked that idea but needed to look into it with more details. The Board was also going to look into the differences in contracting with a Health Officer or hiring as a regular employee. There will be a follow up meeting to discuss more in this issue. The third order of business was a discussion on the Title X grant and a review of revenue and expenses for the Family Planning program. Lori Koch informed the Board that the she has been in contact with the State about the Title X grant and is still waiting for any updates. She also talked about how client numbers are down as people start to find their medical homes. The Board asked if more data could be collected regardingthe County's Family Planning program so that they can make more informed decisions for the program. Sue Pennington would like to find out what local providers think are the needs of our population. lt was discussed that the Board would like to apply for the Title X grant but will decide later if it is needed. lt is difficult now to assess what revenue and expenses are at this time because of the gap between losing the Nurse Practitioner and hiring a replacement. Expenses are down and revenue will be easier to assess as payments begin to come in. For the fourth order of business Megan Winn updated the Board on the Community Health Assessment that was done last year. 340 surveys were completed in Klickitat County. There was a brief discussion of the results. Food and housing security, access to dental care and transportation seem to be major issues for residents of this county. Megan discussed with the Board that the Health Department's roll in the County could be changing with the needs of the population and talked about social determinants of health. ---PAGE BREAK--- a The fifth order of business was an update of the hiring of a Health Department Director. A Director has been hired and she should be here in the beginning of January coming from Colorado. The meeting was opened for public comment. Sandy Montag commented that she was glad to hear that the Board would consider a local Health Officer and stated that the community values the Family Planning Program. Vern Harpole thanked Megan for her work on the survey and discussed that Klickitat County is last in the State of Washington for access to dental care. There was a brief discussion on fluoridating water systems in Klickitat county. Jim Sizemore adjourned the meeting.
