Supervisor Public Works Department Page 1 of 2 KLICKITAT COUNTY, WASHINGTON POSITION DESCRIPTION POSITION TITLE: Supervisor EFFECTIVE DATE: January 1, 2017 REPORTS TO: Assistant County Engineer PAY GRADE: Set by Agreement with Union (U Code 12) DEPARTMENT/DIVISION: Public Works/Facilities FLSA STATUS: Exempt LOCATION: Goldendale POSITION STATUS: Full-time BASIC JOB PURPOSE/FUNCTION: Plans, organizes, schedules, supervises and monitors the work of maintenance crews engaged in the maintenance, repair, construction or operations of Courthouse, Jail, Annex Buildings, Pioneer Center, fairgrounds, parks, and other facilities located throughout the County to assure areas are well-maintained and safe. ESSENTIAL JOB DUTIES: 1. Coordinates, schedules and supervises all activities in area of assignment to assure that work is performed efficiently and according to appropriate guidelines, procedures and regulations. Work may include: Ventilation repair, major appliance calibration and repair of pneumatic control systems, painting, carpentry work, plumbing, electrical, mechanical problems, welding, brazing, operations of electronic doors, central control panels, security cameras, and intercom systems. 2. Prioritizes and coordinates work with other departments, staff, and contractors to ensure timely completion of work projects. 3. Assigns, supervises and evaluates the work of assigned staff; advises, assists and trains subordinates as necessary; initiates and implements disciplinary actions; conducts performance appraisal of subordinates; participates in the selection of new employees and makes recommendations regarding the transfer and termination of subordinate employees. 4. Participates in the development and implementation of approved policies and procedures to assure effective and safe functioning of assigned activities and compliance with departmental standards and legal requirements; recommends revisions to division policies and procedures as appropriate; assists in the development and administration of a safety program for division activities. 5. Performs various administrative duties such as certifying timesheets, preparing shift timesheets, assisting in the ordering of supplies, and arranging for repairs of vehicles and/or equipment as necessary. 6. Calculates materials, supplies and equipment needs for assigned operations and prepares corresponding purchase orders. Includes orders for materials, such as cleaning supplies, repair parts, construction materials, and other general parts needed to maintain inventory. 7. Inspects work in progress and upon completion to assure high quality of work and that standards of safety are being met; makes corrections or adjustments as appropriate. 8. Conducts regular inspections of County building security systems, panic alarm system, and all facilities areas including parks and fairgrounds to identify deficiencies and safety hazards; recommends projects and repairs to remedy situation. 9. Supervises the preparation of, or prepares, daily, and annual summary reports and maintains records of assigned operations. ---PAGE BREAK--- Supervisor Public Works Department Page 2 of 2 10. Responds to, or supervises the resolution of, inquiries, complaints, emergencies, and requests for information regarding area of assignment from other departments and the general public, providing information within scope of knowledge and authority, or refers to appropriate individual. ADDITIONAL JOB DUTIES: 1. Performs any duties of subordinates as required. 2. Performs other related duties as assigned. REQUIREMENTS/MINIMUM QUALIFICATIONS:  Knowledge of practices, materials, methods, techniques, tools and equipment applicable to general building maintenance, lawn care, and irrigation installation and maintenance. Electrical specifications and plumbing applicable to work assignments. Panic alarm systems, HVAC systems, asbestos, and chemical applications. Hazards and safety precautions of building maintenance and ability to identify and remedy hazards. Basic principles and practices of mechanical engineering and building construction. Supervisory principles and practices. Ability to operate equipment and tools used in area of assignment. Prioritize, schedule, organize and supervise assigned operations to assure timely and cost-effective completion. Plan, organize, motivate, supervise, and evaluate the work of assigned staff. Read and interpret blue prints applicable to building and grounds construction, applying information to area of assignment. Accurately assess building conditions and identify and prioritize needed repairs. Accurately perform mathematical functions. Establish and maintain accurate records of assigned activities and operations. Respond to public and interdepartmental inquiries, complaints, emergencies in an accurate, responsive manner. Establish and maintain effective working relationships with other employees, suppliers, contractors, and the general public. Communicate effectively, both orally and in writing. Physically perform the essential functions of the job.  Any equivalent combination of education and experience that provides the applicant with the required knowledge, skills, and abilities to perform this job. A typical way to obtain the knowledge and abilities would be High school diploma, or G.E.D., six years of progressively responsible experience in building maintenance or construction, including lead or supervisory responsibilities. Licenses, Certificates and Other Requirements Valid Washington State Driver's License with combination endorsement. WORKING CONDITIONS:  Work is performed both in the office and in the field with exposure to varying weather conditions when working outside. May be exposed to chemical fumes; occasional lifting of items in excess of 50 lbs. Subject to 24-hour call back for emergency repairs.
