Code Compliance Officer I and II Building Inspection Department Page 1 of 2 KLICKITAT COUNTY, WASHINGTON POSITION DESCRIPTION POSITION TITLE: Code Compliance Officer I EFFECTIVE DATE: January 1, 2010 REPORTS TO: Building & Compliance Director PAY GRADE: 39 DEPARTMENT/DIVISION: Building Inspection FLSA STATUS: Non-Exempt LOCATION: Goldendale POSITION STATUS: Full-time BASIC JOB PURPOSE/FUNCTION: Under general supervision of the Building and Compliance Director, performs varied and responsible field inspections to determine general code compliance by locating and resolving cases that involve enforcement of County codes. Achieve compliance through communications with the complainant, analyzing and interpreting the applicable code, coordinating investigations with the appropriate field person, determining appropriate enforcement action and pursuing legal remedies through obtaining evidence, photos, information in knowledgeable manner so as to be presented in court if required. Code Compliance Officer II is distinguished from Code Compliance Officer I by the requirement of ICC certification as Zoning Inspector and ICC certification as a Property Maintenance and Housing Inspector. ESSENTIAL JOB DUTIES: 1. Receives and investigates complaints of alleged violations of County codes and ordinances using discretion in method of enforcement. 2. Performs and conducts on-site field investigations to gather evidence for written reports, coordinate other field staff for follow-up inspections to assure compliance of violation notices and stop work orders. 3. Collect, select, classify, and compile data from several sources and prepare summary report as required. Research includes permit records, title documents, tax assessor records, and other information. 4. Prepare and maintain detailed records and statistics related to enforcement activities in anticipation of possible legal action. 5. Recommends and coordinates appropriate actions to be taken on a case-by-case basis, establishing time frame for compliance and/or legal action. 6. Issues stop work orders when necessary, monitors compliance, and writes letters to individuals when necessary regarding pending legal action, remedies, and potential citations. 7. Provides assistance to the Prosecuting Attorney as required and if called on, appears as a witness for the County in any legal actions taken to gain code compliance. Develops and maintains case files, including gathering evidence and photos in a knowledgeable manner so as to be presented in court if necessary. 8. Provides input in the code amendment process regarding specific County codes or regulations, which relate to the petition, which would enhance the County’ enforcement capabilities. Participates in the review and development of amendments to County codes. 9. Assist the public in presenting completed application to appropriate department personnel to enter into the regular permitting system. Acts as mediator in disputes between all parties where required. 10. Courteously assists the public by phone, in writing, and in the office with code compliance questions, application forms, and general understanding of requirements. ---PAGE BREAK--- Code Compliance Officer I and II Building Inspection Department Page 2 of 2 ADDITIONAL JOB DUTIES: 1. Provides back up to other staff as needed including field inspection. 2. Performs other related duties as assigned. REQUIREMENTS/MINIMUM QUALIFICATIONS:  Knowledge of principles, practices, and techniques and related tools/equipment to accomplish the basic function of this position, including any safety and/or legal requirements. This may, but not necessarily, include specialized skills.  Any equivalent combination of education and experience that provides the applicant with the required knowledge, skills, and abilities to perform this job. A typical way to obtain the knowledge and abilities would be One year of related field experience in planning, zoning, environmental health or building code enforcement, including experience involving direct contact with the public in inspection or enforcement areas. Bachelor’s Degree in planning or related field and Two years experience in code enforcement, building, planning, or environmental sanitation, paralegal, Criminal Justice or other related field. Four years experience resolving disputes and conflicts in dealing with the general public or any equivalent combination of education, experience and training which provide the desired skills, knowledge and ability required to perform the work as described may be substituted for any of the above. Licenses, Certificates, and Other Requirements Valid state driver's license in state of residence ICC Certification as a Zoning Inspector is preferred for Code Compliance Officer I. ICC Certification as a Zoning Inspector and Property Maintenance and Housing Inspector are required at time of appointment for Code Compliance Officer II. Related licensure, certification, or education may be considered in lieu of above requirements. WORKING CONDITIONS:  This position requires the ability to perform those activities to complete the essential functions of the job, either with or without reasonable accommodation.
