Information Technology Manager Information Technology Division Page 1 of 2 KLICKITAT COUNTY, WASHINGTON POSITION DESCRIPTION POSITION TITLE: Information Technology Manager EFFECTIVE DATE: May 16, 2017 REPORTS TO: Director of Information Technology and Budget PAY GRADE: Grade 70 DEPARTMENT/DIVISION: Information Technology Division FLSA STATUS: Exempt LOCATION: Goldendale POSITION STATUS: Full-time BASIC JOB PURPOSE/FUNCTION: Plans, organizes, and conducts a variety of information systems research and development projects; manages day-to-day operations of all county computers. Responsibilities include project development and management; data collection and analysis; project coordination with system users; development of information processing models, procedures, and applications; consultant selection and management of work efforts; development of strategies and policies to guide information systems; and review and monitoring of division purchases. Provide leadership and direction to Information Technology staff; supervise and evaluates the performance of assigned personnel. ESSENTIAL JOB DUTIES: 1. Coordinate definition of user requirements for information systems projects; translate user requirements into system specifications. 2. Analyze costs and benefits of alternative solutions and development strategies. 3. Coordinate the evaluation of alternative hardware and software strategies and platforms. 4. Manage the implementation of new systems and information systems projects, including: development of detailed implementation schedule; identification of resource requirements; coordination of data conversion activities; coordination of initial user training; identification of policy/procedure changes required and related documentation; development of system and user identification; and negotiates and monitors vendor contracts. 5. Promote the development and use of standardized, integrated systems to reduce overall systems costs by reducing duplication of efforts; reducing technical support time; increasing the user’s ability to learn new systems; and minimizing the efforts to exchange data between systems. 6. Perform ongoing monitoring and evaluation of systems effectiveness. 7. Supervise and evaluates assigned staff; establishes work rules and performance standards; performs performance evaluations and implements disciplinary action as warranted; provides for the training and motivation of subordinates to make full use of individual capabilities. 8. Ensure continued and increased efficiency of County information systems by maintaining an awareness of the latest technological advances through ongoing training and reading online media and trade journals, books and magazines and working with revised versions of software. Continuously reviews software to increase knowledge of programs and maintain the ability to troubleshoot problems 9. Performs other related duties as assigned. REQUIREMENTS/MINIMUM QUALIFICATIONS: Knowledge of principles, practices, and techniques and related tools/equipment to accomplish the basic function of this position, including any safety and/or legal requirements. This may, but not necessarily, include specialized skills. Any equivalent combination of education and experience that provides the applicant with the required knowledge, skills, and abilities to perform this job. A typical way to obtain the knowledge and abilities would be Bachelor's degree in business or public administration, information systems, computer science, or related field. Master Degree desirable. Four years’ experience in information systems implementation and administration and providing excellent customer service and three years supervisory experience.
