NOTICE OF AVAILABILITY OF THE DRAFT ENVIRONMENTAL IMPACT STATEMENT (DEIS) FOR LUND HILL WIND PROJECT DATE OF ISSUANCE: April 14, 2011 PURPOSE OF THIS NOTICE: The purpose of this notice is to inform the public that the Draft Environmental Impact Statement (DEIS) for the Lund Hill Wind Project (Project) is being released for public review and comment. A thirty (30) day comment period will begin on April 14, 2011, and end on May 16, 2011. All comments received during the comment period will be reviewed and considered in preparation of the Final EIS. PROPONENTS: Pacific Wind Development, LLC (Applicant), a wholly owned subsidiary of Iberdrola Renewables, Inc. PURPOSE OF THE EIS: The purpose of the DEIS is to evaluate the Project’s probable, significant adverse environmental impacts. PROJECT DESCRIPTION: • The Project would consist of up to 30 wind turbines, each generating between 1.5 and 3.0 megawatts (MW) of electricity, for a total proposed generating capacity of up to 60 megawatts (MW). The final number of turbines (not to exceed 30 wind turbines) would depend on the availability of different turbine types and other factors. • The project would be constructed in a single phase along approximately 7 miles of turbine strings in six segments, connected by 8 miles of new roads. A 34.5-kilovolt (kV) collector cable system would be constructed linking each turbine to the next. This collector system would consist of approximately 5 miles of overhead cables and 9 miles of underground cables. • Power from the project site would be transferred at 34.5 kV to a substation located approximately 3.5 miles southeast of the project boundary. This substation, permitted as part of the Juniper Canyon Phase 2 Wind Project, would increase the voltage from 34.5 kV to 230 kV. Power would then be transmitted using the Juniper Canyon Phase 2 transmission lines approximately 7.5 miles south-southeast to the Bonneville Power Administration’s planned Wood Creek Substation. • Near the intersection of Gadeberg Road and Dot Road, an operations and maintenance (O&M) facility would be constructed on approximately 5 acres of land. LOCATION OF PROPOSAL: The Project area is located approximately 6.5 miles southwest of Bickleton, Washington, in eastern Klickitat County. The Project is located north of the operating White Creek Wind Project and west of the operating Big Horn Wind project. A list of legal description of properties proposed for use in the Project is on file with Klickitat County Planning Department. AVAILABILITY OF DEIS COPIES: Copies of the DEIS can be reviewed or obtained at the Klickitat County Planning Department at the address below. RESPONSIBLE OFFICIAL: Comments on the DEIS must be in writing and must be received by May 16, 2011. Comments on the DEIS should be addressed to the SEPA responsible official, whose name and contact information are identified below.
