NOTICE OF AMENDED EOZ PERMIT APPLICATION AND NOTICE OF AVAILABILITY OF THE DRAFT ENVIRONMENTAL IMPACT STATEMENT (DEIS) FOR JUNIPER CANYON WIND PROJECT DATE OF ISSUANCE: September 21, 2009 PURPOSE OF THIS NOTICE: The purpose of this notice is to inform the public that the Draft Environmental Impact Statement (DEIS) for the Juniper Canyon Wind Project (Project) is being released for public review and comment. A thirty (30) day comment period will begin on September 21, 2009 and end on October 26, 2009. All comments received during the comment period will be reviewed and considered in preparation of the Final EIS. PROPONENTS: Pacific Wind Development, a wholly-owned subsidiary of Iberdrola Renewables, Inc. (formerly PPM Energy). PURPOSE OF THE EIS: The purpose of the DEIS is to evaluate the Project’s probable, significant adverse environmental impacts. PROJECT DESCRIPTION: • The Project would consist of up to 167 wind turbines, each generating between 1.5 and 3.0 megawatts (MW) of electricity, for a total proposed generating capacity of up to 250 megawatts (MW). The final number of turbines (not to exceed 167 wind turbines) would depend on the availability of different turbine types and other factors. • The project would be constructed in two phases: − Phase 1 would consist of up to 100 turbines laid along approximately 20 miles of turbine strings in 9 segments (9 turbine strings), generating a maximum output of 150 MW; and 21 miles of new roads. Two project substations would be constructed to increase voltage from 34.5 kilovolts (kV) to 230kV. A 34.5kV collector cable system would be constructed linking each turbine to the next and to the project substations. This collector would consist of 10 miles of overhead cables and 21 miles underground cables. An estimated of 19.7 miles of 230kV overhead power lines would be constructed, from one project substation to the Bonneville Power Administration’s (BPA’s) Rock Creek Substation. An operations and maintenance (O&M) facility would be constructed near the center of the project site on approximately 10 acres of land. − Phase 2 would consist of up to 67 turbines placed along 27 miles of turbine strings in 15 segments, though 129 potential wind turbine locations have been evaluated. A second substation would be constructed and the transmission line will route south to existing BPA transmission lines. Up to 15 miles of overhead collector lines and 29 miles of underground lines will be constructed. • A 34.5kV collector cable system linking each turbine to the next and to the project substations. The collector cable system would be underground as much as possible but would be overhead where necessary to avoid wetland areas and to cause less ground disturbance when spanning canyons. Homerun collector cables would be placed overhead. Overhead sections would be installed on wooden pole structures; underground sections would be buried at least three feet below grade. • Unpaved internal access roads running along each of the turbine strings and serving the proposed project substation and O&M facility. Some county roads on the site would be temporarily widened and improved to assist with construction activities. LOCATION OF PROPOSAL: The Project area is located immediately south of Bickleton, Washington, and north of the town of Roosevelt, Washington. The turbine layout has been revised to account for the new project boundary. The new project boundary will not change the maximum number of turbines, 167, or the maximum electrical generation capacity of the Project (250 MW). The revised parcels and layout are described in an amended EOZ Permit application on file at the Klickitat County Planning Department, and are included in the DEIS. AVAILABILITY OF DEIS COPIES: Copies of the DEIS can be reviewed or obtained at the Klickitat County Planning Department at the address below. A limited number of copies have been printed for free public distribution. Additional printed and electronic copies of the Draft EIS are available from the Klickitat County Planning Department at cost.
