PUBLIC HEARING A. Substantial Development Permit (SDP 14-01/PLN-2014-01669). The site is east of the Cable Bridge at 901 E. Columbia Drive. The proposal requests the replacement of a grain barge loading dock and the installation of approximately 23,200 square feet of asphalt. The applicant is Arny Berry of CHS Inc. (901 E.
