Public Education & Outreach The City began the process of forming a storm water utility. Public input is encouraged through the comment section of the utility billings. Public comment will also be sought at a series of public informational meetings to be scheduled in early 2009. A telephone number for public comments concerning the utility and the SWMP are encouraged on the City web site. S5.B.2. Public Involvement & Participation The City is partnering with adjacent agencies to conduct informational meetings for the public about the storm water permits and how they affect the communities. The City is utilizing its existing venues for public input, including, the comment section of the utility bill and the City Web page to create opportunities for the public to provide input. The City’s program for public input is an effective and adaptable program. S5.B.3. Illicit Discharge Detection & Elimination The City is continuing its program for illicit discharge detection and elimination. A new camera has been purchased for the purpose of TV’ing all storm water pipe. The City’s Environmental/Solid Waste/Storm Water web page has a link for the reporting spills and illicit discharges. S5.B.4. Construction Site Storm Water Runoff Control Information concerning the construction storm water general permit and a link to CESCL training are posted on the City’s Environmental/Solid Waste/Storm Water web page. S5.B.5. Post Construction Storm Water Management for New Development and Redevelopment Developers are required to retain and dispose of a 10-year 24-hour storm on-site. No private connections to our MS4 are allowed. The current City of Kennewick Comprehensive Storm Water Management Plan is posted on the City’s Environmental/Solid Waste/Storm Water web page. S5.B.6.
