02/19 INSTRUCTIONS FOR PLAT ALTERATION Plat vacations alterations must be done in accord with Chapter 58.12 RCW, and KMC Chapter 17.10. The following information must be submitted:  Completed application (attached).  The signatures of a majority of the owners of the lots, tracts, parcels, sites or divisions in the division or portion to be altered and include a list of all owners within the division.  If the division is subject to restrictive covenants, which were filed at the time of the approval of the division and the alteration would result in the violation of a covenant, the application must be signed by all parties subject to the covenants.  A title report submitted electronically in Microsoft Excel format, with columns as shown below, listing names and addresses of all owners within the subdivision, and within 300’ of all property boundaries as shown on the tax rolls of Benton County. If application is made on-line no paper copies are required.  Copy of recorded covenants.  A completed Environmental SEPA Checklist, and ESA Supplement (separate application and fee required) as required by Chapter 43.21C RCW, and affidavit of posting (At least 15 days prior to the first public hearing, or within a time frame specified on the applicable requested action, the Planner handling your file will contact you a minimum of five days prior to the date of posting with additional instructions.)  A filing fee (see Fee Schedule).  Site plan showing any existing structures with dimensions to property lines. Upon receipt of a completed application, the Plat Administrator will give notice as provided in KMC 17.10.040 and 17.10.050, and the Hearing Examiner will conduct a public hearing.
