Program Expenditures Program Notes 15 new Police Officer positions as follows: *7 Police Officer positions effective 4/1/15 *4 Police Officer positions effective 1/1/16 *4 Police Officer positions effective 1/1/17 16,860,887 $ As of January 1, 2017, 15 Police Officer positions are authorized and funded through the public safety sales tax. Expenditures include radios and other new equipment required for new officers in addition to personnel costs. Police Department Overtime 558,090 For the 2015/2016 biennium only, Police Department overtime was funded through the public safety sales tax while the City worked towards hiring new Police Officers funded from this source and attaining full staffing levels. Police Cadet Program 305,517 Beginning in 2017, 6 Cadet positions are authorized and funded through the public safety sales tax. The program is intended to hire 6 individuals that are ages 18‐20 with the intent to prepare them to be full‐time police officers when eligible at age 21. Addition of 7 new vehicles to the Police Department's fleet as follows: *1 Commander vehicle (2015) *1 Crime Stoppers program vehicle (2016) *2 patrol vehicles (2015) *2 patrol vehicles (2016) *1 patrol vehicle (2017) 1,335,883 A Commander vehicle, 5 patrol vehicles, and a Crim Stoppers program vehicle were purchased with public safety sales tax. Expenditures include ongoing maintenance and operations and replacement charges for these vehicles. Taser Replacement/Less Lethal Launchers 130,508 Taser replacement program & less lethal launchers. Radio Purchases ‐ Cadet Program 31,384 Purchase new radios for cadet program. Cold Case Resolution 153,224 A consultant was hired to pursue cold cases within the Police Department d i f d d i h bli f l Community Resource Center Improvements 35,782 Public safety sales tax was authorized to pay for improvements to the Community Resource Center located at the Columbia Center Mall. Police Department Technology Improvements 280,646 Purchased Smart Force Software and redundant ISP for the Police Department. Physical Security Upgrades to Police Station 298,948 Enhance and replace outdated physical security systems for the Kennewick Police Station. Upgrades to KPD Interview Room 12,225 New furniture and workstations for the KPD interview room. Audio/Visual Technology Improvements at the KPD 126,164 One‐time use of public safety sales tax to make improvements to the AV system at the Kennewick Police Station. Flock Safety System ‐ As of January 1, 2023, ongoing funding of the Flock Safety camera system (automated license plate reader) will be provided through public safety sales tax. Dedicated KPD Traffic Signal Camera System 210,940 One‐time funding from public safety sales tax during the 2023/2024 biennium for a dedicated camera system at key intersections to attain greater efficiency in providing video of traffic accidents. 2.5 new Police Support Specialist positions as follows: *1 Police Support Specialist effective 4/1/15 *1 Police Support Specialist effective 1/1/16 *0.5 Public Records Officer effective 1/1/19 1,808,085 As of January 1, 2016, 2 Police Support Specialist positions are authorized and funded through the public safety sales tax. As of January 1, 2019, an additional 0.5 FTE was authorized to assist with public records requests for the Police Department. Workstations for new Police Support Specialists 7,505 Workstations for two new full‐time employees were purchased. 1.0 new Evidence Technician position effective 1/1/23 54,516 As of January 1, 2023, 1 new Evidence Technician position is authorized and funded through the public safety sales tax. 1 new Assistant City Attorney position effective 1/1/16 930,156 1 full‐time Assistant City Attorney was authorized to be funded through the public safety sales tax beginning in 2016. Fund City Attorney Technology Improvements 23,002 Purchased new case management software for the City Attorney's Office. Public Disclosure Request Support 12,405 Provide for consulting support on public disclosure requests of an unusual or complex nature. Includes software costs associated with capturing social media records.
