Bridge to Bridge/River to Railroad Task Force Meeting – November 5, 2009 Attendees: Task Force Members: Thomas Moak – Mayor, City of Kennewick Bob Spaulding – Planning Commission Absent Members: Tim Arntzen – Port of Kennewick Steve Young ‐ Councilman, City of Kennewick Ken Williamson ‐ Historic Downtown District Hank Sauer – Parks & Recreation Commission Other Attendees Russ Burtner – Special Projects Coordinator, City of Kennewick Peter Beaudry – Municipal Services Executive Director, City of Kennewick Ferdouse Oneza –Planning Manager, City of Kennewick Anthony Muai – Assistant Planner, City of Kennewick Craig Littrell – Police Captain, City of Kennewick Tim Dalton – Historic Downtown Kennewick Partnership Spencer Montgomery – JUB Engineering Ginger Vetrano – League of Women Voters Consultant ‐ Beckwith Consulting Group Tom Beckwith, FAICP Steve Price Discussion Tom Beckwith gave a brief overview of comments received regarding the Environmental Impact Statement (EIS) scoping notice. So far there have been no objections to the proposed scope of the EIS. Steve Price gave an overview of the stakeholder’s interview. A common question that has arisen is how will these improvements be paid for? It has been stated that a clear and concise plan for financing improvements will be needed. Interviewees have also expressed the need for a timeline that will show the sequence of events/improvements to take place in the area. Also stated was that an extensive public information program needs to be developed and pushed hard at the implementation stages. Tom briefly discussed some of the results of the workshops that had been held thus far. He then gave a brief overview of the online survey and the results received thus far.
