14.11 - 1 CHAPTER 14.11 ADMINISTRATION SECTION: 14.11.010: Duties of the Director 14.11.020: Supervision of Systems 14.11.030: Service and Reports 14.11.040: Work on Private Property 14.11.050: Notice of Violation 14.11.060: Plans 14.11.010: Duties of the Director: The Director shall perform the duties, tasks and work specified in this Title and any other assignments designated by the City Council or specified herein. (Ord. 2481 Sec. 2 (part), 1980) 14.11.020: Supervision of Systems: The Director shall, under the direction of the City Manager, have supervision over all of the water system as it now exists or hereafter may be constructed in the City, or which may be constructed and installed by its authority, and shall have charge of all alterations and repairs of same, and all matters in connection with the construction, operation, and extension of the water system. (Ord. 2481 Sec. 2 (part), 1980) 14.11.030: Service and Reports: It shall be the duty of the Director to have available a maintenance crew for the purpose of servicing any defective water component when necessary, to approve connect orders for connections to the water system, to make regular reports through the City Manager to the City Council, and to approve for the City Council's action all Water Department expenditures and purchases in accordance with the laws of the State and the Ordinances of the City. (Ord. 2481 Sec. 2 (part), 1980) 14.11.040: Work on Private Property: While performing necessary work on private properties, the Director or duly authorized employees of the City shall observe all safety rules applicable to the premises established by the user or owner. (Ord. 2481 Sec. 2 (part), 1980) 14.11.050: Notice of Violation: The Director is authorized to post notice on private property at or abutting the scene of any violation of this Title, calling for compliance herewith and requiring work to cease if necessary. (Ord. 2481 Sec. 2 (part), 1980) 14.11.060: Plans: The Director shall, under the direction of the City Manager, have primary responsibility for updating the master plan as provided in WAC 246-290-100 or other applicable laws and regulations; documenting new water construction and water modifications; reviewing and updating the water area, connection and user charges. The Director shall have full responsibility and all authority necessary to protect the water supply quality of ground water sources used for drinking, including delineating wellhead areas, updating source inventories, preparing contingency plans, and coordinating with other agencies in accord with the Federal Safe Drinking Water Act, P.L. 93-523 and ---PAGE BREAK--- 14.11 - 2 amendments thereto, P.L. 99-339.
