The Deputy Chief/Fire Marshal shall be the Fire Chief’s designated representative responsible for the enforcement, interpretation and administration of City fire prevention ordinances and standards. TITLE 8 KENNEWICK ADMINISTRATIVE FIRE DEPARTMENT 8-1 CODE ---PAGE BREAK--- 8-07 AMBULANCE SECTION: 8-07-010: Emergency Treatment - Determination 8-07-020: Non-Emergency Service 8-07-030: Pasco and Richland Residents 8-07-040: Third Party Billing 8-07-050: Ambulance Collection Procedures 8-07-060: Extended Credit Agreement - Form 8-07-010: Emergency Treatment - Determination: Fire Department personnel responding to the scene of a medical emergency and providing ambulance transportation will determine whether the patient requires emergency or non-emergency treatment and transportation. 8-07-020: Non-Emergency Service: Non-emergency service should be scheduled with a private ambulance provider. If a private ambulance provider is unavailable, service can be scheduled with the Fire Department. Non-emergency ambulance service shall be available to residents of the City of Kennewick only, and when private providers are unavailable. 8-07-030: Pasco and Richland Residents: Residents of the cities of Pasco and Richland are charged non-resident rates except when the call was dispatched via an automatic aid agreement. Terms of the automatic aid agreement shall apply in those situations. 8-07-040: Third Party Billing: Transportation shall be charged for the level of service provided depending upon the patient’s primary residence. Rates are established by City Council. Requests for payment on behalf of patients are sent to all known insurance companies. Patients are responsible for providing insurance information to ambulance billing. The patient is responsible for any balance not paid by insurance. Billing practices are established in compliance with effective Medicare and Medicaid rules. Uncollected amounts are sent to a collection agency when all other methods of reimbursement have been denied or the patient has provided inaccurate and incomplete information preventing the City’s receipt of payment from the insurance company. For transports originating at the scene of an auto accident, auto insurance will be considered primary insurance unless notified by the patient. Medical insurance is billed after auto insurance resources are exhausted. Pending litigation does not relieve the patient’s responsibility to pay outstanding ambulance charges. TITLE 8 KENNEWICK ADMINISTRATIVE FIRE DEPARTMENT 8-2 CODE ---PAGE BREAK--- 8-07-050: Ambulance Collection Procedures: All invoices for ambulance service are due in full and payable within 30 days of the billing date. Unpaid ambulance accounts shall become delinquent after 30 days and will be re-billed with a warning that the account may be turned over to the collection agency if it remains unpaid. The account will be billed a third and final time giving the date that it will be turned over to collection. Ambulance bills that are not paid in full, or only partially paid within the 90- day billing period will be turned over to collection. If the customer pursues a payment plan, an “Extended Credit Agreement” must be signed by the customer. This agreement will allow the customer to pay not less than $50.00 per month until the account is paid in full. According to this agreement, if the minimum $50.00 payment is not received, the account will be turned over to the collection agency without further notice. Exceptions to this procedure must be approved by the Accounting Supervisor. 8-07-060: Extended Credit Agreement – Form: Patient Name Patient Number Call Number Date of Call Total Charges I agree to pay a minimum of $50.00 per month until the referenced ambulance call is paid in full. Payment contract is not in effect until this form is signed and returned to the City of Kennewick with the first month’s payment. Please read the terms of this agreement carefully: I understand that my ambulance account may be turned over to the collection agency without further notification if my payment is not received by the City of Kennewick on or before the last day of each month. If I fail to abide by these conditions, I understand that I will not be eligible for an Extended Credit Agreement in the future. I have read and understand the terms of this agreement. Signature of Applicant Date Ambulance Billing (509)585-4497 or (509)585-4557 TITLE 8 KENNEWICK ADMINISTRATIVE FIRE DEPARTMENT 8-3 CODE ---PAGE BREAK--- 8-13 FIRE HYDRANTS & WATER MAINS SECTION: 8-13-020: General Installation and Maintenance 8-13-025: Water Mains 8-13-030: Placement of Fire Hydrants 8-13-050: Hydrant Accessibility 8-13-060: Privately Owned Hydrants - Testing and Maintenance 8-13-020: General Installation and Maintenance: Fire hydrants shall be installed in accordance with the International Fire Code, Appendix C, and the following standards: When determined necessary in the opinion of the fire code official, hydrants shall be adequately protected from vehicular damage in accordance with the International Fire Code, Sections 312 and 507. Hydrants shall only be installed at approved locations. Hydrants shall be installed and in service prior to combustible building materials arriving on the construction sites or as otherwise required. Hydrants shall be supplied in accordance the most recent edition of the City of Kennewick Engineering Standard Specifications and Details. Hydrants shall face the street. Hydrants equipped with steamer ports shall have such ports facing the street. In parking lots or where streets cannot be determined, the installer shall contact the Fire Marshal’s Office for approved placement. Hydrants shall be required on each side of major arterial streets, or as otherwise approved. Hydrants shall be marked in an approved manner if not operable. The Fire Department shall be notified of hydrants placed out-of- service. Hydrants shall be painted High Gloss Safety Yellow in accordance with City standards. 8-13-025: Water Mains: Water mains supplying the fire hydrants shall be capable of supplying fire flow as determined by the International Fire Code, Appendix B. Water mains shall be in a looped or a grid design unless otherwise approved by the Fire Marshal and City Engineer. Water mains shall be installed in accordance with the most recent edition of the City of Kennewick Engineering Standard Specifications and Details. 8-13-030: Placement of Fire Hydrants: The lateral spacing and installation locations of fire hydrants shall be in accordance with the International Fire Code, Appendix C, and installed along streets or designated fire lanes, and at street intersections. TITLE 8 KENNEWICK ADMINISTRATIVE FIRE DEPARTMENT 8-4 CODE ---PAGE BREAK--- Cul-de-sacs that are greater than 200 feet in length shall have a hydrant placed at the entrance, and just before the curb return entering the turn-around area. The number of hydrants required to be installed may be increased to provide the minimum required fire-flow quantities for a structure or area as determined by the International Fire Code, Section B103 and Appendix C. 8-13-050: Hydrant Accessibility: Not only shall buildings or areas under construction be maintained accessible, but also so shall its hydrants. Hydrants shall not be obstructed by natural vegetation, any structure, fence, vehicle or object; or have the hydrant visibility impaired within a distance of 50 feet in any direction of vehicular approach to the hydrant. Hydrants shall be maintained so that the hydrant has not less than a radius of 36 inches of clear space at all times. It shall be the responsibility of the property owner and/or occupant to maintain the 36-inch clear space at all times. 8-13-060: Privately Owned Hydrants - Testing and Maintenance: Privately owned fire hydrants and water main systems shall be inspected and tested at least annually, and shall be maintained in operational condition at all times. It shall be the responsibility of the property owner to assure testing, maintenance, and repairs are being performed as may be necessary to insure hydrants are in proper working order. Annual testing of private hydrants shall be conducted in accordance with the National Fire Protection Association (NFPA) Standard 24 - “Private Fire Service Mains and Their Appurtenances” (latest edition). Upon completion of maintenance and testing of private hydrants, an inspection, testing and maintenance report shall be completed and forwarded to the Fire Marshal’s office. Certain buildings, such as hotels and motels, jails, institutions, etc., that are staffed 24 hours per day may be exempt from this requirement based upon approval from the Fire Marshal. 8-21-020: Key Boxes - Existing Construction: Existing non-conforming structures shall be upgraded to current emergency key box requirements when a fire detection or suppression system is installed or modified, the building is renovated or has a change of occupancy use, or other conditions exist that are deemed necessary to require rapid entry for firefighting or life safety purposes. 8-21-030: Key Boxes - Where Required: All necessary building and/or restricted access area keys (to include fire lane gate access keys) shall be provided for emergency boxes when installed. Keys shall provide access for exterior entry doors and interior doors leading to rooms and areas equipped with automatic fire detection and suppression systems, hazardous materials storage rooms, or other areas deemed necessary for firefighting or life safety purposes. Secured buildings with construction features or other conditions that restrict normal access for firefighting or emergency life safety purposes shall also be equipped with an approved emergency key box. Any fire lane or required emergency access way that is secured with a locked gate or other device restricting normal emergency access to buildings or areas shall also be equipped with an approved emergency key box or pad-lock. 8-21-040: Key Boxes - Installation Locations: Emergency key boxes shall be installed at locations approved by the Fire Marshal. General installation guidelines are areas near the main structure access entry, exterior doors leading to fire alarm panels or fire sprinkler system control valves, or other areas as may be designated by the Fire Marshal. TITLE 8 KENNEWICK ADMINISTRATIVE FIRE DEPARTMENT 8-6 CODE ---PAGE BREAK--- 8-21-050: Approved Emergency Key Boxes: Approved emergency key boxes shall be those boxes manufactured by the KNOX Company and shall be U.L. (Underwriters Laboratories) listed and approved for such use U.L. 1037). The Fire Marshal shall select the model appropriate for each application. 8-21-070: Marking Fire Apparatus Access Roads: When required to prohibit the obstruction thereof, fire lanes, access roads and turn-arounds shall be marked with Fire-Lane No-Parking signs in accordance with the City of Kennewick Standards and Specification manual. Curb painting with safety yellow color is required when deemed necessary in the opinion of the Fire Marshal. Signs shall be posted at a maximum distance of 75 feet between signs, and may be on alternating sides of the street or lane when specially approved. Signs and painted curbs shall be maintained as often as necessary to retain their original condition. 8-21-080: Turn-Arounds: Dead-end roads and fire access lanes in excess of 150 feet in length shall have turn-arounds installed providing the minimum turning radiuses required as detailed in Figure 1 - Fire Apparatus Turning Specifications to successfully negotiate turn- arounds. Hammerhead or similar style emergency vehicle turn-arounds shall be clearly marked with Fire-Lane No-Parking signs in accordance with the City of Kennewick Standards and Specifications Manual (and painted curbs if deemed necessary) at each side of the entry, and in the middle of the turn-around end to prevent obstruction by vehicles, equipment, or other objects. 8-21-090: Private Drives: Private drives that also serve as emergency fire apparatus access roads for not more than two Group R, Division 3, or Group U Occupancies shall comply with the following listed items: Private drives shall extend to within 150 feet of any portion of the 1st story of structures. Private drives exceeding 600 feet in length shall have an approved turn-around provided for emergency fire apparatus in accordance with Section 8-21-080. Private drives shall have an unobstructed width of not less than 12 feet and an unobstructed vertical clearance of not less than 13' Private drives shall have an approved all-weather surface. The surface shall be constructed of a minimum of four inches of gravel or crushed rock, or other material approved by the Fire Marshal. EXCEPTION: Existing private drives shall be considered as complying with this section unless additional structures are constructed, or the drive is determined to not provide a reasonable degree of emergency vehicle access. When determined substandard, the drive shall be upgraded as required by the Fire Marshal. TITLE 8 KENNEWICK ADMINISTRATIVE FIRE DEPARTMENT 8-7 CODE ---PAGE BREAK--- 8-25 FIRE SPRINKLER SYSTEMS SECTION: 8-25-010: Scope 8-25-015: Installation Permits 8-25-020: Installation 8-25-030: Maintenance 8-25-010: Scope: These rules and regulations shall apply to the installation, maintenance and testing of required automatic fire sprinkler systems by the Kennewick Municipal Code or International Fire Code. These standards shall apply to newly installed automatic fire sprinkler systems. Existing systems shall be considered exempt from these requirements provided the system was installed in accordance with the original new construction requirements; and in the opinion of the Fire Marshal, do not compromise minimum fire and life safety standards for the structure or occupants. Existing systems shall be inspected, maintained and tested at least annually in accordance with this chapter. Buildings undergoing major renovations or change of occupancy classification shall be required to bring existing systems into compliance with the current minimum standards of this section. 8-25-015: Installation Permits: Construction plans and documents for fire sprinkler systems shall be of sufficient clarity to indicate the location, nature and extent of the work proposed and show in detail that it will conform to the provisions of the International Fire and Building Codes, applicable NFPA 13 standard (13, 13D or 13R), and this section. Two complete sets shall be submitted for review, approval and a permit prior to installation. Construction plans and documents for fire sprinkler systems shall be submitted for review, approval and a permit prior to installation. Construction plans shall be approved and stamped by a registered Fire Protection Engineer, and stamped by a certified sprinkler designer or installer in compliance with WAC 212-80 (Washington Administrative Code) prior to submittal to the Fire Department. 8-25-020: Installation: Automatic fire sprinkler systems shall not be altered, extended or installed without prior approval of the Fire Marshal. Automatic fire sprinkler systems shall be designed and installed in accordance with the National Fire Protection Association (NFPA) - Standard 13, “Installation of Sprinkler Systems” and the International Building and Fire Codes and WAC 212-80 (Washington Administrative Code) as applicable. Fire sprinkler plans shall be reviewed, approved and stamped by a registered Fire Protection Engineer verifying compliance with NFPA-13, 13D or 13R as applicable, and TITLE 8 KENNEWICK ADMINISTRATIVE FIRE DEPARTMENT 8-8 CODE ---PAGE BREAK--- the International Building Code. Two complete sets of sprinkler plans and hydraulic calculations shall be submitted to the Fire Marshal for review, approval and a permit prior to installation. Fire sprinkler systems shall have the following features: An exterior wall or remote post indicator shut-off valve (PIV) installed at an approved location. The fire department connection (FDC) shall be installed within a maximum travel distance of 90 feet from a fire hydrant. All shut-off valves (to include PIV), pressure and water-flow switches shall be electronically supervised by a fire alarm panel in accordance with NFPA Standards 13 and 72. Buildings with fire sprinkler systems shall also have interior emergency evacuation audibility installed (similar to fire alarm systems) utilizing ADA approved horn/strobes installed at locations in accordance with the International Fire Code and Washington State ADA standards. EXCEPTION: Existing automatic fire sprinkler systems shall be exempt from interior audibility requirements unless mandated as part of a building renovation or addition project. Sprinkler systems shall be supervised by an approved fire alarm control panel in accordance with the National Fire Protection Association (NFPA) Standard 72 “National Fire Alarm Code.” All signals from the system shall be transmitted directly to an approved central monitoring station. Buildings with fire sprinkler systems shall also have an approved emergency key box in accordance with Section 8-21-050. 8-25-030: Maintenance: Fire Sprinkler systems shall be maintained in an operative condition at all times, and shall be replaced and repaired where defective. All repair, maintenance and testing of the fire sprinkler systems shall be performed by a Washington State licensed sprinkler contractor in accordance with WAC 212- 80. Fire sprinkler systems shall be inspected and tested at least annually. Inspection and testing shall be conducted in accordance with the National Fire Protection Association Standard 25 “Inspection, Testing, and Maintenance of Water-Based Fire- Protection Systems.” A copy of the inspection and testing report shall be kept on the premises and made available upon request of inspection personnel, and one copy shall be forwarded to the Fire Marshal’s Office. Two complete sets shall be submitted for review, and approval and a permit prior to installation. 8-29-020: System Design: Fire alarm systems shall be designed in accordance with the International Fire and Building Codes, and this section. 8-29-030: Installation Requirements: Automatic fire alarm systems shall not be altered, extended or installed without prior approval of the Fire Marshal. The requirements of this section shall apply in addition to any specific occupancy requirements in accordance with the International Fire Code. TITLE 8 KENNEWICK ADMINISTRATIVE FIRE DEPARTMENT 8-10 CODE ---PAGE BREAK--- Automatic Fire Alarm Systems shall have a remote annunciator panel and zone map installed at a location approved by the Fire Marshal. Fire alarm control panel zones shall be pre-approved. Buildings with fire alarm systems shall also have approved emergency key boxes (KNOX brand) installed. 8-29-040: Monitoring: Fire alarm and detection systems (manual and automatic) shall be electronically supervised by an approved central monitoring station unless otherwise approved by the Fire Marshal. Renovation of the building requiring expansion or modification of the system shall require upgrading and electronic monitoring in accordance with this section. 8-29-050: Maintenance and Testing: Fire alarm systems shall be maintained operable at all times, and repaired or replaced when necessary. Fire alarm systems shall be inspected and tested at the frequencies as specified in the International Fire Code and National Fire Protection Association (NFPA) – 72 “National Fire Alarm Code” (latest editions) as applicable. A copy of the inspection and testing report shall be kept on the premises and made available upon request of inspection personnel, and one copy shall be forwarded to the Fire Marshal’s Office. Signs shall read “FIRE SPRINKLER CONTROL VALVE.” Letters shall be a minimum of one inch in size. Signs on exterior locations shall be made of all-weather materials. 8-33-020: Marking Sprinkler Systems - Fire Department Connections: Fire sprinkler systems fire department connections (FDC) shall be marked with approved building identifier numbers/letters and painted red in color for emergency identification purposes. 8-33-030: Marking Standpipe Systems - Fire Department Connections: Standpipe system fire department connections (FDC) shall be marked with approved building identifier numbers/letters and painted safety yellow in color for emergency identification purposes. 8-33-040: Marking Fire Alarm Control Panel Rooms: Rooms containing fire alarm control panels shall be labeled with approved signs that are red in color with white letters. Signs shall read “FIRE ALARM CONTROL PANEL.” Letters shall be a minimum of one inch in size. Signs on exterior locations shall be made of all-weather materials. Permit fees include the original cost of required inspections and testing. A $55.00 re-inspection fee will be charged for conditions requiring an additional inspection due to system deficiencies, incompletion, etc. The fee must be paid in advance of scheduling an additional inspection. In accordance with KMC 15.30.065(2), this fire permit fee schedule shall be indexed annually by the City Manager to reflect one hundred percent (100%) of any change from the Consumer Price Index (U.S. Cities – Urban Wage Earners and Clerical Workers – CPI-W) for October, or other comparable index if not published. The City Manager shall adjust the permit fees and publish them each December to take effect the beginning of each year. In no event shall the cumulative change in rates or charges be less than zero percent nor more than four percent per year. Unit prices shall be to the nearest cent.
