Steady Red Arrow Stop. Drivers turning left must stop and wait. Steady Yellow Arrow Prepare to Stop. Drivers are warned that the left-turn signal is about to turn red; they should prepare to stop or complete their left turn if they are within the intersection. Flashing Yellow Arrow Proceed with left turn after yielding to oncoming traffic and pedestrians. Oncoming traffic has a green light, so drivers must determine if there is adequate time to turn. Flashing yellow arrow left-turn signal lights have been installed at several Kennewick intersections. The new flashing yellow arrow directs motorists to turn left after yielding to oncoming traffic. The green arrow provides a protected left turn from oncoming traffic while the flashing yellow arrow indicates left-turning traffic must first yield to oncoming traffic and pedestrians before turning. The steady yellow arrow and steady red arrow work the same as they always have. The first flashing yellow arrow was installed at 27th Ave. & Quillan St. in 2004. As of 2008, Kennewick has 33 signals out of 59 total that utilize the flashing yellow arrow on at least one or more approach.
