REPORTING AND RECORDKEEPING For REPORTING PERIOD 1/1/09 to 12/31/09 S5.B.1. Public Education & Outreach The City has formed a storm water utility. Public input is encouraged through the comment section of the utility billings. Public comment was sought at a series of public informational meetings held in early 2009. The City maintains a web site that has a link for spills and illicit discharges, a links to other related web sites including Department of Ecology, a link to CESCL training, and a storm water information link. The City partnered with neighboring communities to distribute storm water informational brochures. The City partnered with neighboring communities to set-up and maintain an informational booth for storm water management at our local County Fair. S5.B.2. Public Involvement & Participation The City continues to partner with adjacent agencies to conduct informational meetings for the public and other stakeholders about the storm water permits and how they affect the communities. The City, in conjunction with our neighboring communities of West Richland, Richland, and Pasco, along with the Department of Ecology and the Tri-Cities Home Builders Association held a second annual stakeholder meeting to inform local contractors, developers and engineers about permit requirements, storm water management techniques and BMP’s. The City is utilizing its existing venues for public input, including, the comment section of the utility bill and the City Web page to create opportunities for the public to provide input. The City’s program for public input is an effective and adaptable program. S5.B.3. Illicit Discharge Detection & Elimination At their August 18, 2009 City Council meeting, Council adopted ordinance 5272 regarding illicit discharge detection and elimination. The City is continuing its program of TV’ing all storm water pipe. The City’s Environmental/Solid Waste/Storm Water web page has a link for the reporting spills and illicit discharges. A one-day IDDE training course for all City storm drainage maintenance personnel was held in May 2009 and made available to other local jurisdictions as well. S5.B.4. Construction Site Storm Water Runoff Control Information concerning the construction storm water general permit and a link to CESCL training are posted on the City’s Environmental/Solid Waste/Storm Water web page. A handout with information on training for erosion and sediment control installation and maintenance is available at the Municipal Services Department front counter. Draft proposals for construction site storm water runoff control regulatory mechanisms were begun. S5.B.5. Post Construction Storm Water Management for New Development and Redevelopment Developers are required, by the City Standard Specifications, to retain and dispose of a 10-year 24- hour storm on-site. No private connections to our MS4 are allowed. Drafts proposals for a regulatory mechanism concerning pos- construction storm water management for new development and redevelopment were begun. S5.B.6. Pollution Prevention & Good Housekeeping for Municipal Operations Planning stages S9. Reporting and Recordkeeping S9.E.2.a: see above. S9.E.2.b: The City continues to make timely progress in meeting the minimum performance standards established for each minimum control measure. S9.E.2.c: no inspections have been required, no enforcement actions have been required, public education and involvement as noted above, no illicit discharges have been detected. S9.E.2.d: The City is on schedule to meet all permit deadlines. S9.E.2.e: Summary of SWMP evaluation: Section S5.A.4.a.i – The City has an effective inspection program, no enforcement actions were required, effective public education activities were conducted. Section S5.A.4.a.ii – The City has begun tracking costs for development and implementation of SWMP components. Section S5.A.4.b – All SWMP components implemented during this reporting period have been appropriate and effective at achieving permit compliance.
