Yard Sales – Permits are no longer required but sales must adhere to the following:  A yard sale cannot exceed 5 consecutive days and only two sales in a calendar year are authorized for one location.  An individual may not participate in more than two sales, whether acting alone or as a group, in a calendar year.  Yard/garage sales are authorized for selling used or secondhand items owned by the seller for at least six months. The selling of new merchandise or conducting business as a second-hand dealer for the resale of used merchandise at a yard sale is strictly prohibited.  Sales conducted from other than residential property will require submission of written permission of the property owner and a site plan of where the sale will be conducted.  Sales are prohibited from storage rental units. Rummage Sales – Permit is required for Rummage Sales - $5 Fee  Non-Profit organizations may conduct rummage sales. The permit will be issued when the application is submitted by an authorized member of the organization. The application shall show the name and type of organization, intended use of the proceeds for the sale, type of material to be sold, the location and date of the sale. A site drawing of where the sale will be held on the property with parking and entrance exit information may also be required. The sale shall be conducted for a continuous period of not more than five calendar days. The permit shall be displayed at the sale site. Signs  Signs are not allowed on public property or buildings, sidewalks, public roads, utility poles or any public facilities. Illegal signs MAY be confiscated.  SIGNS MUST BE PICKED UP AFTER THE SALE. Violators can be charged with a gross misdemeanor for violating the Kennewick Municipal Code (KMC) provisions for conducting a yard sale.
