2.08 - 1 CHAPTER 2.08 CITY MANAGER SECTION: 2.08.010: City Manager – Appointment 2.08.020: City Manager – Duties and Powers 2.08.025: City Manager – Performance Review Process 2.08.030: City Manager – Removal 2.08.010: City Manager - Appointment: The powers and duties of the City Manager appointed by the City Council during such period that the council-manager plan of government is in effect in the City, shall be coextensive with those powers and duties prescribed by the laws of the State now in force or as hereafter amended. Each manager shall be employed by resolution of the City Council, duly passed at a regular meeting or a special meeting called for that purpose. (Ord. 1445 Sec. 1, 1969) 2.08.020: City Manager - Duties and Powers: The City Manager shall have the following authority to carry out the duties of the position: Those powers set out in RCW 35A.13.080 – .110 as now in force or as hereafter amended; The City Manager may act in the event of an emergency and may declare an emergency situation exists, waive competitive bidding requirements, and award all necessary contracts on behalf of the City to address the emergency situation. For purposes of this Section, “emergency” means unforeseen circumstances beyond the control of the City that either: Present a real, immediate threat to the proper performance of essential functions; or Will likely result in material loss or damage to property, bodily injury or loss of life if immediate action is not taken. (Ord. 5603 Sec. 1, 2015: Ord. 2361 Sec. 1 (part), 1979) 2.08.025: City Manager – Performance Review Process: By no later than January 31st of each year, the Mayor and Mayor Pro Tem will meet with the City Manager to perform and document the City Manager’s performance review. See KAC 7-10. (Ord. 5298 Sec. 1, 2010) 2.08.030: City Manager - Removal: Removal of the City Manager shall be in accord with RCW 35A.13.130 and 35A.13.140 as now in force or as hereafter amended. (Ord. 2361 Sec. 1 (part), 1979)
