CITY OF KENNEWICK – MUNICIPAL SERVICES DEPARTMENT Waterline Upgrade/Installation Priority Rating Policy Purpose: The primary purpose of the City’s Water Distribution System is to provide high quality water for domestic use to the citizens of Kennewick at adequate pressure and volume to meet all uses including fire flows. The water should deliver via reliable and safe conveyance system. Conservation of this valuable resource is also a factor in maintaining and operating the system. The age of component parts of the system and increasing demands due to population growth necessitates the need to be constantly maintaining and improving the distribution system. Policy: Limited budget necessitate the need to establish a prioritization system for the renewal and replacements as well as installation of new water distribution system pipelines and critical components. The priority for project completion will be calculated based on the criteria presented below. Priority is based on safety and health first, water quality second and maintenance third in importance. Application of this policy will be limited to minor capital projects not related to street construction or specifically identified in the City’s Water Comprehensive Plan. PRIORITY GRADING SYSTEM Criteria Priority Points Inadequate Fire Flow Dead End lines Failing Lines or Components Easement Lines Undersize Lines Over 25 Years Old 10 9 8 7 6 3 Add together all criteria that apply. Highest point totals receive highest priorities. If two more projects have equal points, the following shall be used to differentiate the priority (in descending order): 1) Number of Services Feeding A. Main Grid Systems B. Subdivision Service 2) Existing Construction Material A. Invasion Pipe B. Steel Pipe 3) Excess Budgetary Funds Available 4) Engineering Requirements and Timing 5) Requests/Complaints Capital Improvement Projects previously budgeted or in progress are exempt from prioritization.
