PROCEDURE FOR GRANTING OF PUBLIC UTILITY EASEMENT 1. A request in the form of a signed letter, a location map, the tax parcel identification number of the property involved, proposed legal description and signatures of approval from public utility companies involved (form attached) shall be submitted to the Municipal Services Department. 2. It will be the applicant’s responsibility to obtain the signatures of approval from public utility companies. The approval form can be found on the City’s website at: http://www.go2kennewick.com – Choose Services/Streets & Traffic/Documents & Form Library/Public Works. 3. Payment of a $113.00 processing fee at the time of submitting the easement request is required. 4. Copies of the easement request will be routed to the Community and Economic Development, Fire, and Police Departments and any other affected parties for review and comments. Ten working days are allowed for this process. 5. The legal description will be received, checked, and the easement request will be placed on the next available City Council agenda to request for a motion to set a Public Hearing for the easement granting. (City Council meets the first and third Tuesday evenings of each month). The Public Hearing is generally scheduled for the next City Council meeting. The city clerk will notify all abutting property owners and publish a Notice of Public Hearing in the Tri-City Herald ten days prior to the Public Hearing. A copy of the City Council agenda items will be sent to the party requesting the easement. 6. The City Attorney’s office will prepare a Resolution for the Public Hearing. 7. The Municipal Services Department will prepare an Easement Deed to be signed by the mayor and city clerk, upon Council approval of the Resolution. The entire process takes approximately six to eight weeks. 8. The Municipal Services Department will mail the party requesting the easement a copy of the Resolution and signed Easement Deed. The city clerk will record the Resolution and Easement Deed with the county auditor.
