State of Idaho Division Of Occupational and Professional Licenses Manufactured Housing Installation Permit and Tag Process 1. What does a local city/county do when they receive a manufactured home installation? a. Determine whether it’s a Manufactured home, Mobile home, or Modular home. i. Manufactured home – Manufactured after June 15, 1976, to federal HUD standards. 1. Will display a HUD label on exterior of each transportable section. 2. If new, must be installed per manufacturer’s approved installation instructions; If used, shall be installed per the Idaho Manufactured Home Installation Standard (IMHIS). ¹ 3. Require an installation permit, whether new or used, from LAHJ (or DOPL if not a DOPL - approved LAHJ). 4. New Home Only - requires installation tag from DOPL (regardless of jurisdiction). 5. New Home Only - access to interior of home not required (all components within, and construction of, the mfg home have been inspected in the manufacturing facility prior to transporting to home site). 6. Local city/county shall not regulate components or aspects already regulated under federal standards; see Supremacy of Federal Standards clause in the National Manufactured Housing Construction and Safety Standards Act of 1974 (42 USC §5403(d)). 7. Completion of approved local, or Idaho Installation Checklist ² (see §44-2202 Idaho Code). ii. Mobile home – Factory assembled structure constructed prior to June 15, 1976. 1. May display an old Idaho label. 2. Must be installed per Idaho Manufactured Home Installation Standard (IMHIS) only. 3. Requires installation permit by local city/county or DOPL. 4. Requires completed, and approved by DOPL, the Mobile Home Rehabilitation form prior to an installation permit being issued see I.C. § 44-2502(2). iii. Modular home – built to all applicable state adopted codes. 1. Verify modular home has been approved by DOPL’s modular building program. 2. New Home Only - access to interior of home not required (all components within, and construction of, the modular home have been inspected in the manufacturing facility prior to transporting to home site). 3. Will display the white Idaho insignia on exterior of each transportable section. a. Idaho insignia will display plan review information, manufacturer’s permit information and approved design criteria. 4. Installation per local city/county requirements (equal to site-built construction / MEP installations) – No Addl. State (Site) Requirements. b. Manufactured / Mobile Home Foundations. i. “Standard Set”, per HUD, may be either piers and footings, or a permanent foundation if the permanent foundation is constructed in compliance with the manufacturer’s installation instructions. ii. For new manufactured homes, a foundation that is not in compliance with the manufacturer’s installation instructions requires engineered plans by a licensed design professional and, when within DOPL’s jurisdiction, a building plan review and permit separate from the Installation permit or Installation tag is required. iii. For a used manufactured home, the foundation shall comply with the IMHIS or be designed by a licensed design professional. ¹ DOPL recognizes the IMHIS needs updating from the current 2018 edition. ² The Installer Checklist is currently subject to revision. ---PAGE BREAK--- State of Idaho Division Of Occupational and Professional Licenses 2. Inspections: a. What to look for / pre-considerations. i. All applicable permits are issued. ii. New manufactured home – HUD manufacturer’s installation instructions are available. iii. Used manufactured/mobile home - IMHIS is available. b. Site preparations. i. All vegetation / organic material removed. ii. Home sites shall be natural undisturbed soils or controlled fills; all fill shall be engineered, compacted, and tested. iii. Proper grading to facilitate drainage away from footprint of home (min 5% slope away from foundation or skirting); any uncovered concrete patio or walkway) must also slope away from home or be constructed in such a manner that any water will drain away from home. iv. Any concrete footings or foundation installed per manufacturer’s installation instructions (new MFG home) or IMHIS (mobile home or a used MFG home). c. Installation inspection – home on piers & footings. i. Vapor barrier (min .006” thick) present, with no unrepaired rips or holes, with min 8” overlap between vapor barrier sections. 1. Vapor barrier is not under a porch or deck. ii. Wheels, axles, hitch(es) have been removed. iii. Minimum 12” separation from ground to any portion of frame of home. iv. Manufactured homes on piers & footings are not required to have support footings below frost line; however, perimeter blocking must be installed, and skirting installed in a manner to minimize effects of frost. v. Pier support footings are minimum 256 sq in and not less than the width of the pier being supported – precast, poured 4” thick concrete, lumber (pressure treated), or plywood (pressure treated), or continuous concrete (reinforced/rebar) runners, 6” thick and not less than 18” wide, or prefab / equivalent footings when listed and labeled. vi. Block piers do not exceed size of footing underneath; all open-cell type blocks shall be placed with openings vertical. vii. Piers do not exceed 80” in height unless designed by a licensed design professional and no more than 25% of main frame piers may exceed 36” in height (top of footing to bottom of main frame) without local city/county approval. viii. Shim material, if used, does not exceed 5” vertically (may be precast concrete, plywood, lumber, or polymer). ix. Pier wedges must be fitted perpendicular to and driven tight to main frame or floor. x. Prefabricated piers shall be listed and labeled for a capacity of not less than 4,000 lbs. xi. Prefab piers shall be: 1. Tight fitted with adjustable heads. 2. Shall not exceed the size of the footing. 3. May not be used with shims. xii. Placement of piers (marriage line, ridge beam column, main frame, perimeter) are in accordance with the manufacturer’s installation instructions/layout (new home), or with the IMHIS (used HUD manufactured or mobile home). xiii. Anchors are installed where appropriate, are listed and labeled, and shall extend below the frost line. xiv. All tie strapping shall be listed and labeled, shall not connect to frame cross members or outriggers, and shall be installed on both sides of home with max spacing of 11’ O.C. and no more than 2’ from each end of home. xv. All cross-over electrical connections and heating ducts are connected across marriage line per manufacturer’s installation instructions or the IMHIS. ---PAGE BREAK--- State of Idaho Division Of Occupational and Professional Licenses d. Installation inspection – home on permanent foundation. i. Foundation must comply with manufacturer’s installation instructions (new home), the IMHIS (used manufactured or mobile home), or designed by a licensed design professional. ii. Perimeter stem wall and footing below frost line – local city/county to prescribe depth. iii. Constructed of concrete, concrete block, or pressure-treated wood. iv. Placement of piers (marriage line, ridge beam column, main frame) in accordance with the manufacturer’s installation instructions/layout (new home), or the IMHIS (used manufactured or mobile home). v. Foundation vents within 3’ of each corner and 20’ max O.C. spacing. vi. All interior footings, piers, tie downs, anchors installed in a manner consistent with manufacturer’s installation instructions (new) or the IMHIS (used), or per the licensed design professional. vii. The construction of (new) manufactured home foundations shall not take the home out of HUD compliance. e. Final inspection – if not completed at the time of installation inspection. i. All accessory structures (carport/garage, stairs, etc.) on a new manufactured home are installed, self-supporting & attached to home only for non-structural, cosmetic purposes (unless home is specifically designed to carry loads from these structures – see home compliance certificate/data plate). ii. All accessory structures (carport/garage, stairs, etc.) on a used manufactured or mobile home are installed per the IMHIS, Ch. 10. iii. No accessory structure will inhibit or obstruct the two required means of egress from the home. iv. All MEP permits (electrical, water/sewer) have been inspected and approved. v. Ground around home has been finish-graded for drainage (if not already completed). vi. Skirting installed – per manufacturer’s installation instructions or per the IMHIS no untreated lumber within 6” of ground, no holes/gaps (to prevent rodent or small mammal infestation), minimum of eight ventilation openings not more than 20’ apart and 3’ from each corner, and contain a minimum 18” x 24” opening for underfloor access (access opening will be easily identifiable, require no more than 5 lbs. of force to open, require no tools to open/close, and a minimum 30” opening directly in front). vii. Code compliant stairs are installed on the main egress door(s) prior to the final inspection. The installer, retailer, or owner is responsible for this prior to receiving a Final inspection and Certificate of Occupancy. viii. Complete Installation Checklist, ensuring it is complete and signed off by an Idaho- licensed Manufactured Home Installer, and a copy given to the homeowner 44-2202 Idaho Code), the local city/county, and DOPL.
