Applications are submitted through the Cloudpermit portal. 2. Preliminary Plat, drawn in accordance with the requirements – 18” x 24” or 24” x 36” in size. 3. Detailed letter of explanation summarizing the project. 4. Narrative statement demonstrating that the proposed subdivision conforms to the standards outlined in the Jerome Municipal Code 16.28 Design Standards. 5. Affidavit of Legal Interest completed by the legal owner of record 6. Fees Paid. Applications will be reviewed for completeness before scheduled for a public hearing date. ---PAGE BREAK--- Page 2 of 6 Preliminary Plat Requirements Preliminary Plans and Specifications *See Jerome Municipal Code for standards. The preliminary plat must show the following: A. Title (including the following) o Proposed Subdivision Name o County o State o Legal Description of the subdivision by section, township, and range o Date B. Contact Information o Names, addresses, and telephone numbers of the subdividers, the engineer or surveyor who prepared the plat, and any other professional person involved in the subdivision C. Technical Information o Scale (not less than 1” = 100’) o North arrow o Legend o Lot lines with dimensions o Proposed Streets o Street Name o Numbering of lots and blocks o Location and size of all common lots or lots to be dedicated for public use o Location and size of all existing and proposed easements, both public and private o Boundary of record for proposed subdivision o Location of any intersecting boundary lines o Names of adjoining subdivisions o Lot dimensions and area D. Development Features o Land use and existing zoning of the subdivision and adjacent land o Total area of proposed subdivision o Proposed phasing plan of development, if proposed o Map of the entire area scheduled for development if the subdivision is a portion of a larger holding intended for subsequent development o Vicinity map showing relationship of the plat to surrounding area covering a four-square mile area o Statement of the intended use of the proposed subdivision (residential, commercial, etc.) and a showing of any sites proposed for parks, playgrounds, schools, churches or other public uses o Copy of any proposed restrictive covenants and/or deed restrictions ---PAGE BREAK--- Page 3 of 6 o Copy of the transfer of all North Side Canal Company water stocks pertaining to the proposed subdivision to the City as trustee. E. Rights-of-Way (Including Across Street and Adjacent Parcels) o Location, width and grade of all existing and proposed public and private streets, along with the type of surface and the existence of any curb, gutter and sidewalks. Contact the Engineering Department for assistance with this information. o Location, width and grade of all existing and proposed public and private alleys o Cross Section of all existing and proposed rights-of-way o Location and width of all existing and proposed sidewalks Existing and proposed street names (street names must be coordinated and approved by the Building Department) F. Facilities o Location, size and direction of flow of all existing utilities, including, but not limited to, storm and sanitary sewers, irrigation laterals, ditches, drainages, bridges, culverts, water mains, fire hydrants, gas lines, power, telephone and streetlights. If utilities are not on or adjacent to the property, an indication of the direction and distance to the nearest utilities that can serve the subdivision shall be provided. Contact the Engineering Department for existing water, sewer and irrigation information. o A statement as to what improvements will be made to existing utilities and what other on site improvements will be made. G. Topography o Intervals of not more than five feet for parcels with a general slope of greater than 20%, or o Intervals of not more than two feet for parcels with a general slope of less than or equal to 20%, referenced to an established benchmark of the city's vertical control system, including its location and elevation. Contact the Engineering Department for City vertical control system information. Landscape and Sidewalk Placement: o Landscaping and sidewalk placement are required adjacent to arterial and collector streets. A tract of land eleven feet (11') in depth behind the curb line will be dedicated as part of any residential development adjacent to arterial and collector streets. Within that tract, the developer shall install landscaping six feet in depth with a sprinkler system and with grass and trees behind the curb line, and shall also install a five-foot sidewalk. All landscaping will be maintained by any homeowners' association established with the creation and development of each subdivision. o Alternative landscaping other than trees and grass may be approved by the city. ---PAGE BREAK--- Page 4 of 6 Final Plat Submittal Requirements 1. Applications are submitted through the Cloudpermit portal. 2. Email the electronic copies of the Final Plat and Plans in AutoCAD, AutoCAD map, Land Desktop, Civil Design, or CAD program to GIS. 4. Narrative statement demonstrating that the proposed subdivision conforms to the standards outlined in the Jerome Municipal Code 16.28 Design Standards. 6. Fees Paid. Applications will be reviewed for completeness before staff review. Final Plat Requirements The final plat must show the following: A. Title (including the following) o Proposed Subdivision Name o County o State o Legal Description of the subdivision by section, township, and range o Date B. Contact Information o Names, addresses, and telephone numbers of the subdividers, the engineer or surveyor who prepared the plat, and any other professional person involved in the subdivision C. Technical Information o Scale (not less than 1” = 100’) o North arrow o Legend o Lot lines with dimensions o Proposed Streets o Street Name o Numbering of lots and blocks o Location and size of all common lots or lots to be dedicated for public use o Location and size of all existing and proposed easements, both public and private o Boundary of record for proposed subdivision o Conformance with the approved preliminary plat and meeting all requirements or conditions thereof D. Certifications and Signatures o Certification block for the Professional Land Surveyor o Signature block for South Central District Health Department (Typically Page 1) o Signature and certification block for the property owner(s) o Certification and signature block for the County Surveyor o Signature block for the City Engineer and attest o Signature block for the Mayor and attest by the City Clerk o Certification and signature block for the North Side Canal Company o Certification and signature block for the Jerome County Treasurer **Amended plats do not require the Mayor's signature block F. Final Plans/Other o The subdivider shall upload the final plans and specifications for streets, water, sewer, a master utility plan, and other public improvements to be constructed for review and approval by City staff. Such plans shall be stamped by a professional engineer licensed in Idaho. o Electronic copies of all submission documents in AutoCAD, AutoCAD map, Land Desktop, Civil Design, or CAD program need to be emailed to GIS. o City Right of Way Permit Application G. Constructions Plans o Plans must meet the design standards as outlined in JMC 16.28.
