This growth is indicative of the regional commitment to infrastructure investments targeted to develop a sound economic environment which is favorable to business and development. With a strong base of highly skilled workers, Jerome is able to meet the diverse needs of employers such as Hilex Poly (an advanced plastics manufacturer that makes grocery bags) and Idaho Milk Products (a new state-of-the-art milk processing plant). The dairy industry continues to anchor the community and the regional economy drawing businesses such as Jerome Cheese and WOW Logistics to the area. The recent expansion of WOW logistics, new schools, and a steady increase of small retailers are invigorating the business climate of this small town. Residential construction continues steadily despite the economic slowdown with big draws due to a prime location accessible to Interstate 84 and Highways 25 and 93 as well as very affordable real estate. Investments in new technology, business and industrial parks such as the Crossroads Point Business Center at I-84 and US-93 and the 93 Technology Park, will position Jerome for significant growth over the next decade. Unemployment dropped from a high of 4.6 percent in 1998 to a low of 2.8 percent in 2007, driven by economic diversification, development and growth in the dairy industry. The Great Re- cession sent unemployment higher, but the rate was still well below the record levels of 1983, when it hit 9.7 percent. While dairy has provided many stable jobs, it remains a volatile commodity. The last year saw Idaho with the highest number of culled dairy cows due to high costs of feed and too much residual leverage from before the recession. The end of 2013 realized record high milk prices. From 2011 to 2012, it grew 6 percent versus the state and nation’s per capital increase of 3 percent. Jerome’s per capita income declined in ranking among other counties dropping from 24th to 25th. The dairy industry continues to experience challenges, but the demand from the new Chobani Greek yogurt plant in Twin Falls County has bumped up milk prices. Dairymen are still trying to recover lost equity from lean price years while coping with high fuel and feed prices. From 2012 to 2013, Total Covered Average Employment and Wage both grew modestly by 1.7 percent. At the same time, construction employment spiraled by 15 percent due to the wrap-up of heavy building projects. Manufacturing employment driven by food processing grew by 4.4 percent while Education and Health Care expanded by 6.8 percent. The Hispanic population comprises a third of the county with concentrations of employment in agriculture, construction and food processing providing employment opportunities for first generation immigrants. Outlook is strong. Intermountain Gas provides all natural gas needs for most of southern Idaho and Idaho Power provides electricity to the majority of residents and businesses in the Jerome area. The City of Jerome provides treated well-water from the Snake River Aquifer. Private wells are common in areas outside the City of Jerome. Exits along all interstates have become hubs of economic activity for the local communities, increasing job growth and improving amenities to rural areas. Vacant land is available at all three Jerome interstate exits and are already serviced with power, sewer, water, gas, and fiber optic lines. With more than 22,000 people in the greater Jerome area, the City continues to grow and expand in terms of both its size and economy. The building department has also seen more requests for commercial buildings for both professional and retail development. Even with relatively low une ployment, Jerome is seeing continued business growth. After a slow year in 2013 The City of Jerome has returned to better than average commercial permits issued and we are on track in 2015 to exceed the permits issued in 2014. Halfway through 2015 the City of Jerome has already issued as many residential permits as the full year in 2014. This growth has sparked more interest in the City of Jerome. With many businesses considering Jerome for future location and the wide variety of new housing opportunities, it is projected that the City’s population will continue to grow throughout the foreseeable future. Jerome is an attractive location for prospective businesses and families. Businesses are attracted t o J e rome because of the stability of existing, well-established businesses, convenient transporta- tion systems, the quality of prospective employees, and the cooperation they receive from local organizations, and government. People are attracted to Jerome because of its way -of-life, friendly residents, education systems, lower than average crime rates, and our small town feel. been working diligently with different groups in the region to expand the economic base and become less dependent on a single sector. a vision for the future that adequately anticipates the needs of our community’s future citizens, well in advance of their arrivals. In an effort to promote and improve the public’s health and safety, Jerome needs to focus on the future. Our City Council has made steps in this direction they believe to be the appropriate path. T playing in the community today will determine the future success of Jerome.
