JEFFERSON COUNTY COMMISSIONERS WORK SESSION SEPTEMBER 5, 2006 8:30 A.M. This meeting was held to prepare agenda for regular meeting. Those present were as follows: William Rabun, Chairman, Tommy New, Vice-Chairman, Johnny Davis, Member, Gonice Davis, Member, Sidney Norton, Member, Mickey Moses, Co. Attorney, Paul Bryan, Co. Administrator, and Mary Lamb, Co. Clerk. Chairman Rabun called meeting to order. Commissioner Johnny Davis opened meeting with prayer. Commissioner New made a motion to adopt agenda. Commissioner Johnny Davis seconded with unanimous approval. Commissioner Johnny Davis made a motion to approve 1/2 page ad in the ACCG County Magazine with correction of name Tommy New. Commissioner New seconded with unanimous approval. A revision clause on Forestry Deed for tower portion was discussed. The deeds on the forestry property have not been transferred to the county. The state will vote and send deeds in January. Commissioner Norton made a motion to renew health insurance with Blue Cross Blue Shield. Commissioner New seconded with unanimous approval. Commissioner Johnny Davis made a motion to reappoint Bill Timms to Tax Assessor Board Commissioner New seconded with unanimous approval. The LARP List to be submitted to Department of Transportation was discussed. Paul Bryan will bring list to regular meeting for approval. Building Inspector’s responsibility for inspecting structures was discussed. It was decided that the Building Inspector is required to make periodic inspections and keep documentation on inspections. George Rachels gave report and statistics on the daily use of the website. He presented some of the e mails he had received expressing appreciation for having a website that was so informative and helpful. An amendment to the ordinance for speed limits on state roads was discussed. Commissioner New made a motion to approve state to do a study on speed limits on state roads. Commissioner Johnny Davis seconded with unanimous approval. Driveway pipe application was discussed. Paul Bryan suggested requiring a driveway pipe application be completed and signed by requestor and landowner. Public work Director will determine the pipe size and cost to install. It was also discussed that the county cease putting in driveways on state roads due to liability. Auction companies not situated in the county or state selling land in the county was discussed. Mickey Moses, Co. Attorney, stated that the Clerk of Court had been instructed not to record deeds that did not have the seal of approval from the planning and zoning board stamped on them. Tom Jordan gave update on Development Authority plans. Paul Bryan, County Administrator, gave a report. Commissioner New made a motion to adjourn. Administrator, and Mary Lamb, Co. Clerk. Chairman Rabun called meeting to order. Commissioner New opened meeting with prayer. Commissioner New made a motion to adopt agenda. Commissioner Norton seconded with unanimous approval. Commissioner Johnny Davis made a motion to adopt minutes. Commissioner Gonice Davis seconded with unanimous approval. Chairman Rabun welcomed guest. Committee reports were given. The following items were on the consent agenda: Approve Ad ACCG County Government Magazine, Renew Health Insurance Blue Cross Blue Shield, Re-appoint Bill Timms Tax Assessor Board (10/14/06 - 10/14/09), Approve Study by State to Amend Speed Limits on County Roads. Commissioner New made a motion to approve items on consent agenda. Commissioner Gonice Davis seconded with unanimous approval. Paul Bryan presented LARP List for approval. Commissioner Johnny Davis made a motion to submit LARP List to Department of Transportation. Commissioner Gonice Davis seconded with unanimous approval. Driveway Pipe Application was discussed. After reviewing the proposed application, Commissioner New made a motion to adopt application. Commissioner Norton seconded with unanimous approval. Commissioner New made a motion to adjourn.
