JEFFERSON COUNTY COMMISSIONERS REGULAR MEETING JANUARY 5, 2018 7:00 P.M. This was the regular meeting for the month of January. It was held at the Jefferson County Commissioner’s Office. Those present were as follows: Mitchell McGraw, Chairman; Gonice C. Davis, Member; Tommy New, Member; Johnny Davis, Member; Wayne Davis, Member: Adam Brett, County Administrator; Dalton Dowdy, County Attorney: and Bonnie Wells, County Clerk. Chairman McGraw called the meeting to order and led the Pledge of Allegiance. Commissioner Wayne Davis gave the invocation. Commissioner Wayne Davis made a motion to adopt the agenda. Commissioner Gonice Davis seconded the motion. The motion was unanimously approved. Commissioner Gonice Davis made a motion to adopt the minutes. Commissioner Wayne Davis seconded the motion. The motion was unanimously approved. Reports Chairman McGraw gave the chairman’s report; Adam Brett gave the county administrator’s report; Jimmy Kitchens gave the Code Enforcement/Building Department report; and Jim Anderson gave the Emergency Services Report. EMS Director, Chad Parker, was absent. Consent Agenda There were no Consent Agenda items. OLD BUSINESS Development Authority Appointment Schedule County Administrator, Adam Brett, presented the following information regarding the development authority appointment schedule. The county administrator gathered this information from the county’s minutes, for the years of 1999 through 2006. After much discussion, Commissioner Wayne Davis made a motion to expand the board from seven members to nine members, allowing each city (Louisville, Wadley, and Wrens) to make a recommendation for an appointment; each commissioner have an appointment, and the chairman would have two. Commissioner Johnny Davis seconded the motion. The motion passed with a vote of three to two. Chairman McGraw, Commissioners Johnny Davis and Wayne Davis voted yes. Commissioner New and Gonice Davis voted no. Commissioner Wayne Davis made a motion to require each prospective board member to provide an application to serve on the Development Authority Board. Commissioner Johnny Davis seconded the motion. The motion passed with a vote of three to two. Chairman McGraw, Commissioners Johnny Davis and Wayne Davis voted yes. Commissioner New and Gonice Davis voted no. ---PAGE BREAK--- NEW BUSINESS Development Authority Update The Development Authority’s Executive Director, Greg Sellars presented the board with details on economic growth in Jefferson County, which included an update on Coastal Processing, etc. He also shared with the board, industry visits would start next month. Budget Amendments The county administrator presented the following budget amendment items for approval. Commissioner New made a motion to approve the budget amendments. Commissioner Wayne Davis seconded the motion. The motion was unanimously approved. Position Appointments Chairman McGraw read the following department head appointments for the 2018 calendar year. 2018 Position Appointments Dalton Dowdy County Attorney Adam Brett County Administrator Bonnie Wells County Clerk Calvin Oliphant Warden Stanley Williams Deputy Warden Tammie Bennett Leisure Center Director Teresa Snider Transit Director James (Jim) Anderson 911/EMA/Fire Director Eugene Cunningham Athletic Director Ken Thomas Public Works Director Commissioner Wayne Davis made a motion to approve the department head appointments as read by Chairman McGraw. Commissioner Gonice Davis seconded the motion. The motion was unanimously passed. Change to Property Parcel Tax Status County Administrator, Adam Brett, presented the following request from the tax commissioner regarding map and parcel number 0050-20. The tax commissioner requested the removal of the CUVA Breach Penalty on the aforementioned tract. The administrator shared the following information regarding the request. ---PAGE BREAK--- Commissioner Wayne Davis made a motion to waive the penalty on map and parcel number 0050-20. Commissioner New seconded the motion. The motion was unanimously approved. Drug and Alcohol Testing Policy for Transit The county administrator brought before the board of commissioners a Drug and Alcohol Testing Policy for the transit department. The administrator recommended the policy be adopted in its present format, as the county attorney had already reviewed the policy. Commissioner Wayne Davis made a motion to adopt the Drug and Alcohol Testing Policy. Commissioner Johnny Davis seconded the motion. The motion was unanimously passed. 2018 Road Projects The county administrator presented the following information on the amount of money remaining in the 2011 and 2016 SPLOST accounts; he indicated there was a total of $300,000 left in the accounts, as reflected below. He also provided a list of roads but indicated there were more roads the commissioners wanted to add for striping. The administrator also shared with the board, the state has a contract to stripe several roads in the county this summer and some of the roads Commissioner Gonice Davis wants added are on that list. Commissioner Wayne Davis asked the county administrator to reiterate there were some roads included that ---PAGE BREAK--- should not have been; they were Gene Howard Road, Bermuda Drive, and Vineland Drive. They also discussed placing guard rail on Kings Mill Road. The list of roads and additional information is reflected below. Commissioner New made a motion to place guard rail on Kings Mill Road. Commissioner Johnny Davis seconded the motion. The motion was unanimously approved. Commissioner New discussed placing triple service on Ghant Road; he wants to see if it works and if it works they can use triple service on other roads in the county rather than using asphalt. Commissioner Wayne Davis made a motion to authorize the county administrator to contact Moreland Altobelli to obtain a price on having an engineer give a cost on the list of roads along with other engineering costs, i.e. inspections and establishing contracts. Commissioner Johnny Davis seconded the motion. The motion was unanimously approved. Commissioner Wayne Davis made a motion allowing the commissioner in each district to spend his allotted funds however he wants to. Commissioner New seconded the motion. The motion was unanimously approved. Fiber Placement on County Right of Way Darryl Davis spoke to the board regarding placing fiber on the county’s roads and bridges. The county attorney will review the necessary documentation regarding placing the fiber on county roads. Scheduled Public Comments There were no scheduled public comments. Public Comments on Agenda Items There were no public comments on agenda items. Adjournment Commissioner New made a motion to adjourn. Commissioner Johnny Davis seconded the motion.
