JEFFERSON COUNTY COMMISSIONERS WORK SESSION DECEMBER 2, 2013 8:30 A.M. The purpose of the meeting was to prepare the agenda for the December meeting. It was held at the Jefferson County Commissioners Office. Those present were as follows: Mitchell McGraw, Chairman; Gonice Davis, Member; Tommy New, Member; Johnny Davis, Member; Adam Mestres, County Administrator; Michael Moses, County Attorney, and Bonnie Wells, County Clerk. Commissioner Wayne Davis, was absent. Chairman McGraw called meeting to order and welcomed guests. Commissioner Gonice Davis gave the invocation. Commissioner Wayne Davis made a motion to adopt the agenda. Commissioner Johnny Davis seconded the motion. The vote was unanimous. OLD BUSINESS NEW BUSINESS Bid Opening Motor Grader – Admin The board opened and reviewed bids for a motor grader. County Administrator, Adam Mestres, will put together a bid package and present it at the Regular Meeting Tuesday Night. Commissioner Gonice Davis seconded the motion. The vote passed with Commissioners New, Gonice Davis, Johnny Davis, and Wayne Davis voting yes; Chairman McGraw abstained from voting because his wife is the tax commissioner and part of the budget amendments included her department. This was the regular scheduled meeting for the month of December. It was held at the Jefferson County Commissioners Office. Those present were as follows: Mitchell McGraw, Chairman; Gonice Davis, Member; Tommy New, Member; Johnny Davis, Member; Adam Mestres, County Administrator; Michael Moses, County Attorney; and Bonnie Wells, County Clerk. Commissioner Wayne Davis was absent. Chairman McGraw called the meeting to order; he also conveyed condolences to the family of Mrs. Othella Evans, the mother of Michael Evans, one of the deputies at the sheriff’s department. Commissioner Wayne Davis had surgery on his leg and John Peeples was put back into the hospital. Commissioner Johnny Davis gave the invocation. Commissioner Johnny Davis made a motion to amend the agenda by adding Brian Prince as item c under New Business and the Road Projects as item d. Commissioner Gonice Davis seconded the motion. Commissioner Johnny Davis made a motion to adopt the minutes. Commissioner New seconded the motion. The vote was unanimous. Chairman McGraw presented the Chairman’s Report. County Administrator, Adam Mestres, presented the Administrator’s Report. Chairman McGraw commended the county administrator on the work he has done to curb spending in the county. Carl Wagster presented the EMS Report; Jimmy Kitchens, Code Enforcement/ Building Inspector, presented the Code Enforcement Report; and James Anderson, EMA, E-911 Director, presented the E-911 Report. Consent Agenda The Consent Agenda item was: Motion to adopt General Fund Budget Amendments Commissioner Gonice Davis made a motion to adopt the Consent Agenda. Commissioner New seconded the motion. The vote was unanimous. OLD BUSINESS Abandoned Housing Discussion – M. Moses The county attorney presented information regarding the Abandoned Housing Ordinance; he wanted to know how the county wanted to proceed with the abolishing of the houses he received petitions on. Commissioner New made a motion to enforce the ordinance lot by lot, charge it out and charge it to the landowner. Commissioner Johnny Davis seconded the motion. The vote was unanimous. Bid Review Motor Grader – Admin The bid tabulation for the motor grader is as follows: ---PAGE BREAK--- The board discussed the submitted bids. After reviewing the submitted bids Chairman McGraw recommended the board purchase the Volvo G946B Motor Grader. The cash amount is $274,950.00; the vendor finance rate is 2.7%; and the buyback option after five years is $134,700.00. Commissioner New made a motion to accept Chairman McGraw’s recommendation of the purchase of the Volvo G946B Motor Grader from ASC Construction Company. Commissioner Johnny Davis seconded the motion. Discussion: Commissioner Gonice Davis wanted to know if the machine was down, would they be able to loan the county a machine. The representative stated they would loan a machine until the county’s machine was repaired. The motion was unanimous. NEW BUSINESS Sale of Excavator Discussion – Roads ---PAGE BREAK--- Chairman McGraw recommended the sale of the excavator located at the road department. The board recently voted to repair the excavator by replacing the engine. Chairman McGraw stated the excavator should be sold because of its age and we are not certain what other repairs it may need in the future. After much discussion Commissioner New made a motion to place the excavator on GovDeals.com for sale. Commissioner Johnny Davis seconded the motion. County Attorney Appointment Discussion – Chairman Chairman McGraw recommended the board appoint Mr. Dalton Dowdy as the new County Attorney. Commissioner Johnny Davis made a motion to appoint Mr. Dalton Dowdy as the new County Attorney. Commissioner New seconded the motion. The vote was unanimous. Chairman McGraw thanked former County Attorney Michael Moses, for his tenure as Jefferson County Commissioners’ attorney. House 127 Representative Brian Prince Mr. Brian Prince had not arrived at this time. Road Project/List of Potential Roads – J. Davis Commissioner Johnny Davis asked the commissioners again for their list of roads. Each commissioner was supposed to get a list of roads to pave for TSPLOST. Commissioner New said he thinks each commissioner should know how much money he has for his district. Scheduled Public Comments There were no scheduled public comments. Public Comments on Agenda Items No comments. Chairman McGraw closed the Regular Meeting and went into Executive Session to discuss litigation. Executive Session Commissioner New made a motion to adjourn Executive Session. Commissioner Johnny Davis seconded the motion. The vote was unanimous.
