JEFFERSON COUNTY COMMISSIONERS PUBLIC HEARING SEPTEMBER 7, 2017 9:00 A.M. This was the third and final hearing for the tax increase. It was held at the Jefferson County Commissioners’ office. Those present were as follows: Mitchell McGraw, Chairman; Gonice C. Davis, Member; Tommy New, Member; Johnny Davis, Member; Wayne Davis, Member Adam Brett, County Administrator; Dalton Dowdy, County Attorney: and Bonnie Wells, County Clerk. Chairman McGraw called the hearing to order and led the Pledge of Allegiance. Commissioner Wayne Davis gave the invocation. Emergency Services Director, James (Jim) Anderson briefed the board on Hurricane Irma and Jose. Commissioner Wayne Davis made a motion to adopt as the third and final hearing for the tax increase. Commissioner Gonice Davis seconded the motion. The motion was unanimously approved. Adjournment Commissioner Wayne Davis made a motion to adjourn the hearing. It was held at the Jefferson County Commissioners’ office. Those present were as follows: Mitchell McGraw, Chairman; Gonice C. Davis, Member; Tommy New, Member; Johnny Davis, Member; Wayne Davis, Member Adam Brett, County Administrator; Dalton Dowdy, County Attorney: and Bonnie Wells, County Clerk. Commissioner Gonice Davis seconded the motion. The motion was unanimously approved. NEW BUSINESS Millage Rate Commissioner Wayne Davis made a motion to set the county’s millage rate at 18.162 mills. Commissioner New seconded the motion. The motion was unanimously approved. Adjournment Commissioner Johnny Davis made a motion to adjourn the meeting. Commissioner New seconded. Davis, Member Charles Wayne Davis, Member JEFFERSON COUNTY COMMISSIONERS WORK SESSION SEPTEMBER 7, 2017 9:30 A.M. The purpose of this meeting was to prepare the agenda for the September meeting. It was held at the Jefferson County Commissioners’ office. Those present were as follows: Mitchell McGraw, Chairman; Gonice C. Davis, Member; Tommy New, Member; Johnny Davis, Member; Wayne Davis, Member Adam Brett, County Administrator; Dalton Dowdy, County Attorney: and Bonnie Wells, County Clerk. Chairman McGraw called the meeting to order and led the Pledge of Allegiance. Commissioner Gonice Davis gave the invocation. Commissioner Johnny Davis added a letter of resignation he received to the agenda. Commissioner Gonice Davis made a motion to adopt the agenda. Commissioner New seconded the motion. The motion was unanimously approved. OLD BUSINESS Producers Peanut Contract County Attorney, Dalton Dowdy, reviewed the contract with Producers Peanut, LLC. Commissioner New made a motion to ratify the purchase of fifty-two acres for the development authority giving the chairman the authority to sign any necessary documents. Commissioner Gonice Davis seconded the motion. Discussion: ---PAGE BREAK--- Commissioner Wayne Davis asked if anyone ever challenged them on how they did this…how would they do it next time. Mr. Dowdy said there was a clause in the statute for a situation like this, based on the exclusion in the statute they would be fine. The motion was unanimously approved. NEW BUSINESS Pro Forma for Landfill The county administrator shared the following information with the board regarding the landfill for informational purposes. Commissioner Wayne Davis suggested talking to Steve Green, one of the landfill operators regarding the landfill. Sale of Surplus/Scrap at Recreation Department The county administrator recommended selling old lights, and an old trailer at the recreation department on GovDeals.com. He also suggested allowing the road department the opportunity to take possession of the scrap iron from those lights. Commissioner Johnny Davis made a motion to allow the county administrator and the purchasing agent to sell, at their discretion, the old lights and trailer less the iron for the road department. Commissioner Wayne Davis seconded the motion. The motion was unanimously approved. Letter of Resignation Commissioner Johnny Davis had the county clerk read a letter of resignation from Dale Harris, a member of the Assessor Board. The letter is below. ---PAGE BREAK--- Commissioner Johnny Davis made a motion to accept the letter of resignation from Dale Harris. Commissioner Wayne Davis seconded the motion. The motion was unanimously approved. Scheduled Public Comments There were no scheduled public comments. Public Comments on Agenda Items There were no comments on agenda items. Commissioner Johnny Davis made a motion to go into executive session to discuss personnel. Commissioner Wayne Davis seconded the motion. The motion was unanimously approved. Executive Session Commissioner New made a motion to go back into the regular meeting. Commissioner Wayne Davis seconded the motion. The motion was unanimously passed. No action taken. This was the regular meeting for the month of September. It was held at the Jefferson County Commissioner’s Office. Those present were as follows: Mitchell McGraw, Chairman; Gonice C. Davis, Member; Tommy New, Member; Johnny Davis, Member; Wayne Davis, Member: Adam Brett, County Administrator; Dalton Dowdy, County Attorney: and Bonnie Wells, County Clerk. The motion was unanimously approved. Commissioner Johnny Davis made a motion to forgo reports except the chairman’s report and the county administrator’s report. Commissioner New seconded the motion. The motion was unanimously approved. Reports Chairman McGraw gave the chairman’s report and Adam Brett gave the county administrator’s report. Consent Agenda The chairman read the Consent Agenda items. 1. Motion to ratify the purchase of 52 acres for the Development Authority, allowing the chairman to sign any necessary documents. 2. Motion to allow the county administrator and the purchasing agent to sell the lights and trailer, located at the recreation department, at their discretion. 3. Motion to accept the letter of resignation from Dale Harris, who was an Assessor Board member. Commissioner Wayne Davis made a motion to approve the Consent Agenda. Commissioner Gonice Davis seconded the motion. The motion was unanimously approved. OLD BUSINESS There were no Old Business items. NEW BUSINESS Bids on Off Road Haul Truck Due to inclement weather, the bid openings for an off-road haul truck were tabled until Friday, September 15, 2017 at 10:30 a.m. Solid Waste Disposal for City of Wadley The City of Wadley is making a request to have the tipping fees waived and/or reduced as they are going to demolish a, now defunct, business in Wadley and will have a large amount of waste. tipping fees, as they are to start the demolition process on a now defunct business within the city limits. Commissioner Gonice Davis made a motion for the county to work with the City of Wadley allowing them to only pay half of the tipping fees for the waste from the old structure. Commissioner Wayne Davis seconded the motion. The motion was unanimously approved. Letter of Support for Forstmann Road Industrial Park Project The following letter of support was brought to the board on behalf of Lil Easterlin, Executive Administrative Director of the Development Authority for the chairman’s signature. The letter supports the development authority’s efforts to obtain OneGeorgia Authority Funding for a truck washing facility at the Coastal Plant on Forstmann Road. ---PAGE BREAK--- Commissioner New made a motion to approve the chairman’s signature on the aforementioned letter of support for the development authority. Commissioner Johnny Davis seconded the motion. The motion was unanimously approved. Scheduled Public Comments There were no scheduled public comments. Public Comments on Agenda Items Wendell Stephens from WPEH Radio Station asked if the county were going to send trucks around to pick up debris from the recent storm. The Chairman asked was that something that was done in the past…Commissioner New explained that the county had in fact in the past picked up debris after a storm. Commissioner Wayne Davis made a motion to go into executive session to discuss personnel. Commissioner Gonice Davis seconded the motion. The motion was unanimously approved. Commissioner New made a motion to close executive session and go back into the regular meeting. Commissioner Wayne Davis seconded the motion. The motion was unanimously approved. Commissioner New made a motion to reopen the Regular Meeting. Commissioner Wayne Davis seconded the motion. The motion was unanimously approved. Commissioner Wayne Davis made a motion to increase County Administrator, Adam Brett’s salary in a $5,000 increment. Commissioner New seconded the motion. The motion was unanimously approved.
