JEFFERSON COUNTY COMMISSIONERS REGULAR MEETING JULY 9, 2019 7:00 P.M. This was the regular meeting for the month of July. It was held at the Jefferson County Commissioners’ Office. Those present were as follows: Mitchell McGraw, Chairman; Gonice C. Davis, Member; Tommy New, Member; Johnny Davis, Member; Wayne Davis, Member; Adam Brett, County Administrator; Dalton Dowdy, County Attorney; and Bonnie Wells, County Clerk. Chairman McGraw called the meeting to order and led the Pledge of Allegiance. Commissioner New gave the invocation. Commissioner Johnny Davis made a motion to amend the agenda by forgoing the departmental reports and only allowing the county administrator’s report. Commissioner Wayne Davis seconded the motion. The motion was unanimously approved. Commissioner Wayne Davis made a motion to adopt the agenda. Commissioner New seconded the motion. The motion was unanimously approved. Commissioner Wayne Davis made a motion to adopt the minutes. Commissioner Johnny Davis seconded the motion. The motion was unanimously approved. County Administrator, Adam Brett, gave the administrator’s report. Consent Agenda There were no Consent Agenda items. OLD BUSINESS Armory Phase II Electrical The board discussed electrical work at the armory referred to as phase II. The following bid was previously submitted to the board for additional electrical work at the armory. ---PAGE BREAK--- Commissioner Johnny Davis stated the people who indicated an interest in bidding for the job said time would not permit them an opportunity to bid on and complete the job. Commissioner Wayne Davis made a motion to award the electrical contract for the Armory Phase II Project to Helton Electric for the bid amount of $14,650. Commissioner Gonice Davis seconded the motion. The motion was unanimously approved. Second Reading of ORI/GCIC Ordinance The following ordinance was presented for discussion. County Attorney, Dalton Dowdy, asked that the board table the ordinance at this time; he said he thinks they have found a third party way of conducting the required background checks on the transit employees. Commissioner Wayne Davis made a motion to table the item. Commissioner Johnny Davis seconded the motion. The motion was unanimously approved. NEW BUSINESS Radio System Replacement Emergency Services Director, Jim Anderson, briefed the board on the status of the radio system which has to be updated by the year 2022; to date, the county only has one price on the radio system and that is from Macon Communications. Augusta Communications ---PAGE BREAK--- will provide a price on a stand alone UHF system, which would require new consoles, at a later date. Ogeechee Crossing Park Development/Outdoor Stewardship Grant Program The county administrator shared the following grant information for the Ogeechee Crossing Park. This information is for informational purposes only. The administrator expressed to the board he and Robert Yonchak will be attending a grant workshop the following week; he also stated the CSRA Regional Commission’s Director of Government Services, Anne Floyd will be attending the same workshop. Mrs. Floyd has previously worked on grants for Jefferson County. This was shared for informational purposes only. Census Complete County Update The following names were shared by the county administrator as a tentative complete count committee for the upcoming Jefferson County 2020 census. ---PAGE BREAK--- The administrator reviewed the aforementioned names with the board. Commissioner Johnny Davis made a motion to authorize the administrator to move forward with the census complete count committee. Commissioner Wayne Davis seconded the motion. The motion was unanimously approved. Transit Title VI Plan Adoption The county administrator shared the following document from Transit Director, Teresa Snider, regarding the adoption of Transit’s Title VI Plan. Commissioner Wayne Davis made a motion to approve the Transit Title VI Plan. Commissioner New seconded the motion. The motion was unanimously approved. FY 20 Landfill Engineering Services Contract The county administrator shared the following letter and landfill engineering services contract. ---PAGE BREAK--- Commissioner Wayne Davis made a motion to approve the Fiscal Year 2020 Landfill Engineering Services Contract with Moreland Altobelli, pending county attorney review. Commissioner Gonice Davis seconded the motion. The motion was unanimously approved. IGA with Avera, Louisville, Stapleton, and Wadley Authorizing County to Conduct City Elections The county administrator presented intergovernmental agreements between Jefferson County and the municipalities, i.e., the Cities of Avera, Louisville, Stapleton, and Wadley. The county already has an IGA with the City of Wrens, as Jefferson County has already conducted an election for the City of Wrens this year. Commissioner Wayne Davis made a motion to approve the IGA between Jefferson County and the Cities of Avera, Louisville, Stapleton, and Wadley. Commissioner Johnny Davis seconded the motion. The motion was unanimously approved. Commissioner New made a motion to amend the agenda by adding LMIG Resurfacing as item g; Jefferson Hospital Administrator, Lou Semrad; as well as Chairman McGraw and Commissioner Johnny Davis addressing San Clair Road and Lewis Road. Commissioner Johnny Davis seconded the motion. The motion was unanimously approved. 2019 LMIG Resurfacing Contract The county administrator brought before the board for discussion the following roads for the 2019 LMIG resurfacing project. The county administrator explained he has a rough draft of the contract and his recommendation is the contract be approved pending the county attorney’s review. ---PAGE BREAK--- Commissioner New made a motion to accept the county administrator’s recommendation and approve the contract pending the county attorney’s review. Commissioner Wayne Davis seconded the motion. The motion was unanimously approved. The Jefferson Hospital Administrator, Lou Semrad, provided an update on the progress at the hospital which among other things included the hospital’s approval to house a ten- bed unit in the north end of the hospital. Chairman McGraw and Commissioner Johnny Davis spoke on behalf of Mrs. Christine Lewis; Mrs. Lewis wanted the board to consider paving Lewis Road. The aforementioned road is in Commissioner Johnny Davis’ district. Scheduled Public Comments There were no scheduled public comments. Public Comments on Agenda Items There were no comments on agenda items. Adjournment Commissioner Wayne Davis made a motion to adjourn. Commissioner Gonice Davis seconded the motion. Davis, Member JEFFERSON COUNTY COMMISSIONERS CALLED MEETING JULY 29, 2019 9:00 A.M. This was a called meeting to set the millage rate. It was held at the Jefferson County Commissioners’ Office. Those present were as follows: Mitchell McGraw, Chairman; Gonice C. Davis, Member; Tommy New, Member; Johnny Davis, Member; Wayne Davis, Member; Adam Brett, County Administrator; and Bonnie Wells, County Clerk. County Attorney Dalton Dowdy was absent. Chairman McGraw called the meeting to order and led the Pledge of Allegiance. Commissioner Gonice Davis gave the invocation. Commissioner Wayne Davis made a motion to adopt the agenda. Commissioner Johnny Davis seconded the motion. The motion was unanimously approved. NEW BUSINESS 2019 Tentative Millage Rate The county administrator shared the following information on the tentative millage rate. ---PAGE BREAK--- ---PAGE BREAK--- The board reviewed the aforementioned documents and after review, his recommendation was to rollback the millage rate ½ mill. The current millage rate is 18.089; the rollback would have the mill at 17.589. Commissioner Wayne Davis made a motion to accept the county administrator’s recommendation and roll the millage rate back ½ mill which would make the millage rate 17.589.
