JEFFERSON COUNTY COMMISSIONERS WORK SESSION OCTOBER 5, 2015 7:00 P.M. The purpose of the meeting was to prepare the agenda for the October meeting. It was held at the Jefferson County Commissioners Office. Those present were as follows: Mitchell McGraw, Chairman; Gonice C. Davis, Member: Tommy New, Member; Johnny Davis, Member; Wayne Davis, Member; Adam Mestres, County Administrator; Dalton Dowdy, County Attorney; and Bonnie Wells, County Clerk. Chairman McGraw called meeting to order and led the Pledge of Allegiance. Commissioner Johnny Davis gave the invocation. Commissioner Gonice Davis made a motion to adopt the agenda. Commissioner Tommy New seconded the motion. The vote was unanimous. OLD BUSINESS Tax Assessor Board Appointments Chairman McGraw recommended appointing Mr. James Darden to the Tax Assessor Board. Mr. Darden will replace Ms. Sharon Kitchens on the board and his term will end June 30, 2017. Commissioner New made a motion to accept Chairman McGraw’s recommendation to appoint Mr. James Darden to the Board of Assessors. Commissioner Gonice Davis seconded the motion. The vote was unanimous. NEW BUSINESS Appointment to the Library Board Commissioner Wayne Davis made a motion to appoint Jane Chance to the Library Board. Commissioner New seconded the motion. Mrs. Chance will fulfill the unexpired term of Janice Dowdy on the Library Board. Her term will expire June 30, 2016. The vote was unanimous. Appointment to Board of Elections The appointment to the Board of Elections was tabled until a later date. DOT 5311 Annual Resolution County Administrator, Adam Mestres, presented to the board the annual DOT 5311 Resolution for approval. While it is the annual resolution, it is for FY 17. Commissioner Wayne Davis made a motion to approve the FY17 DOT 5311 Resolution. Commissioner Gonice Davis seconded the motion. The vote was unanimous. Gorman Consulting Proposal County Administrator, Adam Mestres, presented a proposal from Gorman Consulting for environmental services provided at the old landfill on Clarks Mill Road (Avera Road); the cost estimate is $26,100 as is reflected in the table below. The item is within the old landfill’s budget. ---PAGE BREAK--- Commissioner New made a motion to approve the contract from Gorman Consulting. Commissioner Wayne Davis seconded the motion. The vote was unanimous. Proposal for Paving County Roads County Administrator, Adam Mestres, presented the following proposal for paving county roads. Commissioner Gonice Davis made a motion to accept the proposal. Commissioner New seconded the motion. The vote was unanimous. Scheduled Public Comments There were no scheduled public comments. Public Comments on Agenda Items There were no comments on agenda items. Adjournment Commissioner New made a motion to adjourn the regular meeting and go into executive session to discuss personnel. Commissioner Johnny Davis seconded the motion. The vote was unanimous. Executive Session. Commissioner New made a motion to adjourn executive session. Commissioner Gonice Davis seconded the motion. The vote was unanimous. Commissioner Johnny Davis made a motion to reconvene the regular meeting. Commissioner New seconded. The vote was unanimous. Commissioner Johnny Davis made a motion to hire an office manager at Public Works, with a starting salary of $13.00 per hour; after a satisfactory ninety day probationary period the salary would increase to $15.00 per hour. Commissioner Wayne Davis seconded the motion. The vote was unanimous. Adjournment Commissioner New made a motion to adjourn. Commissioner Gonice Davis seconded the motion. The vote was unanimous. ---PAGE BREAK--- JEFFERSON COUNTY COMMISSIONERS REGULAR MEETING OCTOBER 13, 2015 7:00 P.M. This was the regular scheduled meeting for the month of October. It was held at the Jefferson County Commissioners Office. Those present were as follows: Mitchell McGraw, Chairman; Gonice C. Davis, Member: Tommy New, Member; Johnny Davis, Member; Wayne Davis, Member; Adam Mestres, County Administrator; Dalton Dowdy, County Attorney; and Bonnie Wells, County Clerk. Chairman McGraw called the meeting to order and led the Pledge of Allegiance. Commissioner New gave the invocation. Chairman McGraw welcomed Jenkins County EMS Director, Mr. Henry Young, Mrs. Amy Gardner, and Mr. Jasper Gardner to the meeting. Mr. Young presented Mrs. Amy Gardner, a Jefferson County native, with a plaque, as she assisted a family involved in an automobile accident in Jenkins County, by looking after their eight month old baby until other family members arrived. Commissioner Johnny Davis made a motion to amend and adopt the agenda; the amendments to the agenda are as follows: New Business item c, Equipment Purchase and Executive Session item a, Personnel. Commissioner Gonice Davis seconded the motion. The vote was unanimous. Commissioner New made a motion to adopt the minutes. Commissioner Gonice Davis seconded the motion. The vote was unanimous. Chairman McGraw presented the chairman’s report; County Administrator, Adam Mestres, presented the administrator’s report; Carl Wagster, EMS Director, presented the ambulance report; Jimmy Kitchens, Code Enforcement Officer/Building Inspector, presented the code enforcement and building department report; Jim Anderson, Emergency Services Director, presented the EMA/911/Fire report. Consent Agenda Chairman McGraw read the Consent Agenda; the items were as follows: Motion to appoint Jim Darden to Tax Assessor Board Motion to appoint Jane Chance to Library Board Motion to authorize and adopt DOT5311 Annual Resolution Motion to approve the proposal for Gorman Consulting Motion to accept the proposal for paving county roads Motion to hire an office manager at the county shop Commissioner Wayne Davis made a motion to approve the Consent Agenda as read. Commissioner New seconded the motion. The vote was unanimous. OLD BUSINESS Tax Assessor Board Appointment Commissioner Johnny Davis had a name for his appointment but opted to table the item until the November meeting. Land Use Ordinance County Attorney, Dalton Dowdy, gave an update on the Land Use Ordinance. A tentative reading before the November Regular meeting. NEW BUSINESS Discuss Sale of Landfill Trash Truck County Administrator, Adam Mestres, recommended to the board old landfill trash truck be placed on GovDeals.com for sale. Commissioner New made a motion to accept the recommendation of the county administrator and place the trash truck on GovDeals.com for sale. Commissioner Wayne Davis seconded the motion. The vote was unanimous. Discuss Fence between Library & Masonic Building ---PAGE BREAK--- Commissioner Tommy New requested the board repair the fence flanked by the local library and the Masonic Building. Commissioner Wayne Davis made a motion allowing the public works department to repair the fence on both sides of the Jefferson County Library in Louisville. Commissioner New seconded the motion. The vote was unanimous. Equipment Purchase As a discussion item, Commissioner Johnny Davis suggested the purchase of another side arm mower and a motor grader in the New Year for the road department. Adjournment Commissioner Johnny Davis made a motion to adjourn the Regular meeting and go into the Executive Session to discuss personnel and pending litigation. Commissioner Wayne Davis seconded the motion. The vote was unanimous. Executive Session Commissioner New made a motion to adjourn executive session and reconvene the regular meeting. Commissioner Gonice Davis seconded the motion. The vote was unanimous. Commissioner New made a motion to appoint Louisa Pennington as the Assistant Chief Appraiser with a $1.70 per hour increase. When she becomes the Chief Appraiser, the board would give her an additional $1.70 per hour. The motion died for lack of a second. Commissioner Wayne Davis made a motion to create the position of Assistant Chief Appraiser with job classification and job duties to follow along with a salary of $17.00 per hour. Commissioner Johnny Davis seconded the motion. The vote was unanimous. Adjournment Commissioner Gonice Davis made a motion to adjourn the regular meeting.
