JEFFERSON COUNTY COMMISSIONERS REGULAR MEETING MAY 10, 2016 7:00 P.M. This was the regular scheduled meeting for the month of May. It was held at the Jefferson County Commissioners’ office. Those present were as follows: Mitchell McGraw, Chairman; Gonice C. Davis, Member: Tommy New, Member; Johnny Davis, Member; Wayne Davis, Member; Adam Mestres, County Administrator; Dalton Dowdy, County Attorney; and Bonnie Wells, County Clerk. Chairman McGraw called the meeting to order and Commissioner New gave the invocation. Chairman McGraw and Commissioner New presented to the widow of the late Warden George Smith, Mrs. Betty Smith, signage naming the bridge on Scootch Davis Road the Warden George Smith Memorial Bridge, 1971 through 1998. Mrs. Smith thanked the board for their altruistic gesture. Commissioner Johnny Davis made a motion to amend the agenda by removing all committee reports with the exception of the chairman’s report and the county administrator’s report. Commissioner Gonice Davis seconded the motion. The vote was unanimously passed. Commissioner Wayne Davis made a motion to adopt the agenda. Commissioner Gonice Davis seconded the motion. The vote was unanimously passed. Commissioner Wayne Davis made a motion to adopt the minutes. Commissioner Johnny Davis seconded the motion. The vote was unanimously passed. Chairman McGraw gave the chairman’s report and County Administrator, Adam Mestres, gave the county administrator’s report. Consent Agenda No Consent Agenda items. OLD BUSINESS Landfill Operations Update County Administrator, Adam Mestres, presented information regarding the installing of cameras at various dumpsites within the county. He also presented new signage to be placed at the aforementioned dump sites. Chairman McGraw reminded everyone the landfill is now open Monday through Friday, 9 a.m. until 5 p.m. NEW BUSINESS FY 17 Health Insurance Renewal County Administrator, Adam Mestres, presented to the board, the following information regarding the renewal of health insurance benefits for the county. ---PAGE BREAK--- In attendance were Mr. Russell Head and Mrs. Liz Pinkus-McKechnie of ACHS Insurance Services (formerly Group and Benefits) to answer any questions the board may have regarding the aforementioned health insurance benefits and the impending renewal. After much discussion, Commissioner Wayne Davis made a motion to retain the same company (ACHS Insurance, formerly Group and Benefits) and the same plan as the previous year. Commissioner Johnny Davis seconded the motion. The motion passed with Chairman McGraw, Commissioners Gonice Davis, Johnny Davis, and Wayne Davis voting yes and Commissioner New abstaining. Motor Grader Bid Review County Administrator, Adam Mestres, presented the following bids on a motor grader for the road department. ---PAGE BREAK--- The board discussed the bids at length. The county administrator recommended the purchase of two graders, incorporating them into the fleet, replacing the graders currently being used. The board opted to table the decision until the June Work Session. 1st Reading – Fishing from County ROW’s (Right of Way) Ordinance Revision County Attorney, Dalton Dowdy, presented the tentative ordinance below for Fishing from County Right of Way. After reviewing the ordinance the board wanted Mr. Dowdy to amend the ordinance by adding no fishing from bridges or roadways. Mr. Dowdy stated he would add the aforementioned revisions to the ordinance and present at the June Work Session. Region VI EMS Advisory Board Appointment ---PAGE BREAK--- Commissioner Johnny Davis made a motion to appoint Mr. Chad Parker to the Region VI Advisory Board. Commissioner Wayne Davis seconded the motion. The vote was passed unanimously. Mr. Parker will fulfill the unexpired term of Mr. Carl Wagster who, because he is retiring, will relinquish his place on the board in August of the current year. Mr. Parker’s tenure will commence at that time and end June 30, 2018. Public Works Lawn Tractor Purchase County Administrator, Adam Mestres, presented the following bids to the board on a lawn mower for public works. LAWN TRACTOR QUOTE SUMMARY B & W Saws and Equipment Snapper Pro S200XT Zero Turn $8,796.00 John Deere John Deere Z950M Commercial Ztrak $8,500.00 Quality Mowers & More Outlaw Extreme with Vanguard Engine $7,749.00 After much discussion, Commissioner Johnny Davis made a motion to purchase the Outlaw Extreme with Vanguard Engine from Quality Mowers & More. Commissioner New seconded the motion. The vote was unanimously passed. Public Works 2016 Ford F250 Super Crew Purchase County Administrator, Adam Mestres, presented information on the purchase of a new pickup truck for the public works department. The bid reviewed is listed below. The current truck has 180,000 plus miles on it. After much discussion, Commissioner Wayne Davis made a motion to purchase the 2016 Ford F250 Super Crew for $38,080 with the funds coming from SPLOST and/or TIA. Commissioner Gonice Davis seconded the motion. The vote was unanimously passed. Replacement Signage for Commissioners’ Office The board was presented with information regarding replacement signage at the Jefferson County Board of Commissioners’ office by the county administrator. The county administrator stressed on behalf of Robert Yonchak, Purchasing Agent/Safety Coordinator the need to replace the sign in front of the building. The following pictures were presented. ---PAGE BREAK--- After much discussion by the board they opted to table the decision until the June Work Session. CSRA Probation Contract County Administrator, Adam Mestres, brought before the board a probation contract received from State Court Judge, John Murphy. Commissioner Wayne Davis made a motion to approve the CSRA Probation Contract pending the county attorney’s review. Commissioner Johnny Davis seconded the motion. The vote passed unanimously. Scheduled Public Comments There were no scheduled public comments. Public Comments on Agenda Items There were no comments on agenda items. Executive Session Commissioner Wayne Davis made a motion to go into executive session to discuss personnel and litigation. Commissioner Johnny Davis seconded the motion. The vote was unanimously passed. No action taken. Adjournment Commissioner Wayne Davis made a motion to adjourn. Commissioner Gonice Davis seconded the motion. The vote was unanimously passed.
