JEFFERSON COUNTY COMMISSIONERS WORK SESSION SEPTEMBER 2, 2014 7:00 P.M. The purpose of the meeting was to prepare the agenda for the September meeting. It was held at the Jefferson County Commissioners Office. Those present were as follows: Mitchell McGraw, Chairman; Gonice Davis, Member; Johnny Davis, Member; Wayne Davis, Member; Adam Mestres, County Administrator; Dalton Dowdy, County Attorney; and Bonnie Wells, County Clerk. Commissioner Tommy New was absent. Chairman McGraw called meeting to order and led the Pledge of Allegiance. Commissioner Gonice Davis gave the invocation. Commissioner Wayne Davis made a motion to adopt the agenda. Commissioner Johnny Davis seconded the motion. The vote was unanimous. OLD BUSINESS NEW BUSINESS National Weather Service Presentation Kent Frantz from the National Weather Service read a letter (see below) commending Jefferson County EMA/E-911 Director, Jim Anderson, on the work he has done implementing weather service alerts in our area (Jefferson County). Mr. Frantz also presented Mr. Anderson and Jefferson County signage to place in various locations around the county. The sign recognizes Jefferson County as a StormReady county; a recognition valid for three years. Commissioner Johnny Davis made a motion to move forward and purchase an adequate number of StormReady signs to place on major thoroughfares throughout the county. Commissioner Wayne Davis seconded the motion. The vote was unanimous. Document/Record Keeping – J Davis Commissioner Johnny Davis, in the wake of the recent destruction of the Hancock County’s courthouse via fire, expressed concern for Jefferson County’s document storage. Chairman McGraw recommended Commissioner Johnny ---PAGE BREAK--- Davis put a committee together to bring something to the commission board regarding document storage. Commissioner Johnny Davis will speak to the elected officials to see what they need to do as far as document storage. Pressure Washer Purchase Discussion – Roads The county administrator presented information on the purchase of a pressure washer for the road department; the three bids listed below were submitted. Company Amount Southern Cleaning Products, Inc $9,960.00 Brooks Auto Parts $11,000.00 Marchman Chemical Products, Inc $10,120.00 Public Works Director, Ken Thomas, recommended the purchase of the pressure washer from Southern Cleaning Products, Inc. for $9,960. Commissioner Wayne Davis made a motion to purchase the pressure washer from Southern Cleaning Products, Inc for $9,960.00, with funds from SPLOST. Commissioner Johnny Davis seconded the motion. The vote was unanimous. Insurance Services RFQ Discussion County Administrator, Adam Mestres, presented information regarding the solicitation of quotes on health insurance for county employees. Commissioner Johnny Davis made a motion to allow the county administrator to move forward through discussion with any group and/or company as far as trying to get a better insurance company for the county employees for FY 16. Commissioner Wayne Davis seconded the motion. The vote was unanimous. Utility Management Services Discussion The county administrator presented information regarding a company out of Wilmington, NC, wishing to peruse the county’s utility (electric) bills, specifically Georgia Power, to save money. They examine the bills to ascertain the county is receiving the best possible rate. Commissioner Johnny Davis suggested the administrator check with the local Georgia Power office; they could possibly put him in touch with someone within the company to provide this service at no cost. JEFFERSON COUNTY COMMISSIONERS REGULAR MEETING SEPTEMBER 9, 2014 7:00 P.M. This was the regular scheduled meeting for the month of September. It was held at the Jefferson County Commissioners Office. Those present were as follows: Mitchell McGraw, Chairman; Gonice Davis, Member; Tommy New, Member; Johnny Davis, Member; Wayne Davis, Member; Adam Mestres, County Administrator; Dalton Dowdy, County Attorney; and Bonnie Wells, County Clerk. Chairman McGraw asked that everyone remember in their prayers the family of the former Jefferson County Recreational Department Director, Thomas Browne. Mr. Browne was a long time employee of Jefferson County and passed away September 6, 2014. Chairman McGraw called meeting to order and led the Pledge of Allegiance. Commissioner Wayne Davis gave the invocation. Commissioner Johnny Davis made a motion to adopt the agenda. Commissioner Gonice Davis seconded the motion. The vote was unanimous. The vote was unanimous. ---PAGE BREAK--- Chairman McGraw gave the chairman’s report; County Administrator, Adam Mestres, presented the administrator’s report; Carl Wagster gave the ambulance report; and Jimmy Kitchens gave code enforcement/building department report. Consent Agenda There were no Consent Agenda items. OLD BUSINESS Pressure Washer Purchase Discussion – Admin/Roads County Administrator, Adam Mestres, presented information on the purchase of a pressure washer for the road department. After reviewing the three bids received, Public Works Director, Ken Thomas, recommended the board approve the purchase of the pressure washer from Southern Cleaning Products, Inc. for $9,960.00. The bids are listed below: Company Amount Southern Cleaning Products, Inc $9,960.00 Brooks Auto Parts $11,000.00 Marchman Chemical Products, Inc $10,120.00 Commissioner Johnny Davis made a motion to purchase the pressure washer from Southern Cleaning Products, Inc for the amount of $9,960.00 through SPLOST. Commissioner Wayne Davis seconded the motion. Discussion: Commissioner New asked if it were portable. Commissioner Wayne Davis stated it was portable. The vote was unanimous. Insurance Services RFQ Discussion – Admin County Administrator, Adam Mestres, presented information on the acquisition of RFQ’s for insurance services. Commissioner Johnny Davis made a motion to authorize the county administrator to move forward with acquiring an RFQ for insurance services. Commissioner Wayne Davis seconded the motion. The vote was unanimous. NEW BUSINESS Stapleton City Election IGA – Admin/D. Dowdy County Attorney, Dalton Dowdy, presented information regarding the City of Stapleton seeking approval and ratification, from the board of commissioners, on an intergovernmental agreement which would allow Jefferson County to conduct the city’s elections. Commissioner New made a motion to approve the intergovernmental agreement. Commissioner Wayne Davis seconded the motion. The vote was unanimous. Adoption of Resolution – Financing Jail Door Locking System – Admin County Administrator, Adam Mestres, presented a resolution financing the jail door locking system at the county jail. Commissioner Johnny Davis made a motion to approve the resolution. Commissioner Wayne Davis seconded the motion. The vote was unanimous. Heavy Equipment Surplus Discussion – Admin/Roads Public Works Director, Ken Thomas requested the board place three pieces of heavy equipment on http://www.govdeals.com/ for sale. The three pieces of equipment were two motor graders and one military style front end loader. Mr. Thomas stated the equipment was in need of repairs and the cost to complete the repairs was too large. Commissioner Johnny Davis made a motion to place the three pieces of equipment on http://www.govdeals.com/ . Commissioner Wayne Davis seconded the motion. Discussion: Commissioner New wanted to know why they didn’t put the old fire truck out for sale. Mr. Thomas said he didn’t know who it belonged to. Commissioner Wayne Davis said if it is the lime yellow truck it came from Georgia Forestry. Commissioner New said he thought the truck was red and white. Mr. Thomas said he didn’t remember. Commissioner Wayne Davis said if it were yellow it belonged to Georgia Forestry. Mr. Mestres asked if it were the truck in the lot at the shop…if so then it was green. Commissioner Johnny Davis wanted to know if there were anything else at the shop that needed to be placed on the website. Mr. Thomas said the paving equipment was just sitting there. Chairman McGraw suggested the board place paving equipment on the website. Mr. Mestres stated earlier in the year, they had a pamphlet regarding pieces of equipment they wanted to place on the site and there was discussion and differences about which pieces should be placed on the site, which is why they brought the specific three pieces of equipment this time to expedite the process. Commissioner New stated he had no problem with selling the equipment and getting a spreader to do a surface treatment road. If they get rid of the paving equipment get something they can do a surface treatment with and they can do some of the little dirt roads themselves and save a lot of money. Chairman McGraw asked how the rest of the board felt about it. The rest of the board said they did not have a problem with it; however, Commissioner Gonice Davis wanted to know how many pieces of equipment they had to put on roads now, if these were placed on the site. Mr. Thomas stated they had five. Mr. Thomas said the pieces of equipment would cost too much to repair. The vote was unanimous.
