JEFFERSON COUNTY COMMISSIONERS WORK SESSION NOVEMBER 4, 2019 7:00 P.M. The purpose of this meeting was to prepare the agenda for the November meeting. It was held at the Jefferson County Commissioners’ office. Those present were as follows: Mitchell McGraw, Chairman; Gonice C. Davis, Member; Tommy New, Member; Johnny Davis, Member: Wayne Davis, Member Adam Brett, County Administrator; Dalton Dowdy, County Attorney: and Bonnie Wells, County Clerk. Chairman McGraw called the meeting to order and led the Pledge of Allegiance; Commissioner New gave the invocation. Commissioner Wayne Davis made a motion to add Executive Session to the agenda to discuss land acquisition. Commissioner Johnny Davis seconded the motion with the following amendment. New Business, item d, Dumpsters at the Leisure (Senior) Center. The motion was unanimously approved. Commissioner Johnny Davis made a motion to adopt the agenda. Commissioner Gonice Davis seconded the motion. The motion was unanimously approved. Recreation Department Movie Night Jefferson County Recreation Department’s Assistant, Jenna Watkins, summarized a Christmas movie night scheduled at the recreation department November 25, 2019 at 6:30 p.m. The movie night will have a carnival theme with games, pictures, etc. Commissioner New made a motion to approve the recreation department’s movie night. Commissioner Wayne Davis seconded the motion. The motion was unanimously approved. OLD BUSINESS 2022 Regional TIA Projects County Administrator, Adam Brett, presented the following resolution to the board for adoption/approval. The resolution outlines TIA projects for the year 2022. Commissioner New made a motion to adopt the resolution of support for 2020 TIA projects. Commissioner Gonice Davis seconded the motion. The motion was unanimously approved. Striping Project for 2020 County Administrator, Adam Brett, presented the following striping project list for review. ---PAGE BREAK--- The board reviewed the aforementioned list of roads slated for striping in 2020. Commissioner Johnny Davis stated he had two roads, Zebina Road and Lockhart Road; he noted Zebina Road was already listed. This agenda item will be tabled until the Tuesday night meeting. Dirt Road Paving Cost Estimates County Administrator, Adam Brett, presented the following list of roads for paving, submitted by Jerry Brinson of Moreland Altobelli. Mr. Brinson’s recommendation was for the county to bid the roads out during the month of January. Commissioner New made a motion to place the roads listed out for bid. Commissioner Johnny Davis seconded the motion. The motion was unanimously approved. NEW BUSINESS Resolution in Support of Louis Semrad III County Administrator, Adam Brett, submitted the following resolution honoring Jefferson Hospital Administrator, Lou Semrad for his service. ---PAGE BREAK--- The chairman stated the resolution will be presented to Mr. Semrad at a reception honoring him at Jefferson Hospital. FY 2021 Grant Application for GDOT Transit Funds County Administrator, Adam Brett, presented the following grant application for transit funds from GDOT (Georgia Department of Transportation). These are funds transit applies for each year. Commissioner Wayne Davis made a motion to approve the FY 2021 Grant Application for GDOT Transit Funds. Commissioner New seconded the motion. The motion was unanimously approved. Hospital Board Appointment The Jefferson Hospital Authority Board requested an appointment to their board from the Jefferson County Board of Commissioners. Commissioner Wayne Davis stated he was not prepared to submit names for the appointment and asked this item be postponed until the Tuesday night regular meeting. Dumpsters at the Jefferson County Leisure Center Commissioner Johnny Davis expressed concern for the amount of garbage left at the senior center on a daily basis, since the garbage pickup changed from twice a week to once a week. No motion was made. Scheduled Public Comments There were no scheduled public comments. Davis, Member JEFFERSON COUNTY COMMISSIONERS REGULAR MEETING NOVEMBER 12, 2019 7:00 P.M. This was the regular meeting for the month of November. It was held at the Jefferson County Commissioners’ Office. Those present were as follows: Mitchell McGraw, Chairman; Gonice C. Davis, Member; Tommy New, Member; Wayne Davis, Member; Adam Brett, County Administrator; Dalton Dowdy, County Attorney; and Bonnie Wells, County Clerk. Commissioner Johnny Davis was absent. Chairman McGraw called the meeting to order and led the Pledge of Allegiance. Commissioner Gonice Davis gave the invocation. Commissioner Gonice Davis made a motion to adopt the agenda. Commissioner New seconded the motion. The motion was unanimously approved. ---PAGE BREAK--- Commissioner New made a motion to adopt the minutes from August, September and October. Presentation on New Voting Machines Elections Superintendent, Susan Gray, provided the board and citizens in attendance a demonstration of the new voting machines for Jefferson County. Chairman McGraw gave the chairman’s report; County Administrator, Adam Brett, gave the administrator’s report; and Building Department Clerk, Sandy Walden, gave the Building Department/Code Enforcement report. Emergency Services Director, Jim Anderson and EMS Director Chad Parker were absent. Consent Agenda Motion to approve the Recreation Department’s movie night Motion to adopt Resolution of Support for US 1/SR 4 Expansion Motion to secure bids for dirt road paving Motion to approve 2021 Grant Application for GDOT Transit Funds Commissioner Wayne Davis made a motion to adopt/approve the Consent Agenda. Commissioner Gonice Davis seconded the motion. The motion was unanimously approved. OLD BUSINESS 2020 Striping Project The county administrator reviewed the following list of roads for striping and asked the board to check the list to see which roads needed striping more than others. The total number of miles on the list for striping is 77.01 which, according to the county administrator, costs approximately $4,000 per mile to stripe. The number of roads would make this a quarter of a million dollar project; he suggested the board review the list and see which roads need striping more than others, and maybe removing some of the roads from the list. Hospital Board Appointment Commissioner Wayne Davis made a motion to submit the following names to the Jefferson Hospital Authority Board as his appointment: Lee Woods, Willie Jackson, and Larry Hudson. Commissioner New seconded the motion. The motion was unanimously approved. Mae Lamb Road Relocation The chairman brought before the board Steve Peters’ request to relocate Mae Lamb Road, with Mr. Peters assuming the cost of relocating the road. He purchased the property the road is on and he wants to place an irrigation system where Mae Lamb Road is. The following is a plat of the property where the road is located. ---PAGE BREAK--- The chairman said he spoke with residents who live in the area as well as the pastor of one of the churches in the area and a hearing has been scheduled for November 21, 2019 at 6 p.m. to discuss moving Mae Lamb Road. NEW BUSINESS Erosion and Sedimentation Ordinance County Attorney, Dalton Dowdy, summarized the Erosion and Sedimentation Ordinance. This was the first reading of the amended version of the aforementioned ordinance. A copy of the ordinance can be found at the county commissioners’ office as the length will not allow for placing a copy in the minutes. Commissioner Wayne Davis made a motion to accept this as the first reading of the Erosion and Sedimentation Ordinance. Commissioner Gonice Davis seconded the motion. The motion was unanimously approved. Discussion of SPLOST 2022 Timelines County Attorney, Adam Brett, reviewed the following 2022 Timeline. CSRA Senior Meals Contract County Administrator, Adam Brett, summarized the CSRA Senior Meals Contract. The coverage page is shown below, however, the contract can be reviewed in its entirety at the county commissioners’ office. ---PAGE BREAK--- Commissioner Gonice Davis made a motion to approve the contract between Jefferson County Commissioners and the CSRA Regional Commission. Commissioner New seconded the motion. The motion was unanimously approved. Employee Recognition/Christmas Luncheon County Administrator, Adam Brett, submitted the date for the Christmas luncheon, which also serves as a platform to recognize employees for longevity, etc. The date for the luncheon is December 19, 2019. Commissioner Gonice Davis made a motion to approve the Employee Recognition/Christmas Luncheon slated for December 19, 2019. Commissioner New seconded the motion. The motion was unanimously approved. Zoning Change for Map & Parcel 0069 005 County Administrator, Adam Brett, submitted the following letter from the Planning and Zoning Board regarding changing map & parcel number 0069-005. The letter is a request from the aforementioned board. ---PAGE BREAK--- Commissioner New made a motion to approve the request from the Planning and Zoning Board, which was changing the zoning status for map and parcel number 0069-005 from RA to C1. Commissioner Gonice Davis seconded the motion. The motion was unanimously approved. FFA Forestry Event at Ogeechee Crossing Park County Administrator, Adam Brett, submitted an email from Jefferson County High School’s Agriculture Teacher & FFA Advisor, Sandy Brassell, requesting the use of the Ogeechee Crossing Park for their Forestry Field Day in March of 2020. Her request is shown below. Commissioner New made a motion to allow the use of the Ogeechee Crossing Park for Jefferson County High School’s Forestry Field Day. Commissioner Gonice Davis seconded the motion. The motion was unanimously approved. Scheduled Public Comments There were no scheduled public comments. Public Comments on Agenda Items Commissioner New stated he thought the 2016 SPLOST would end in 2020 not 2021. The county administrator said he would check to make sure. Davis, Member JEFFERSON COUNTY COMMISSIONERS PUBLIC HEARING NOVEMBER 21, 2019 6:00 P.M. This was a public hearing, held to discuss the relocation of Mae Lamb Road. It was held at the Jefferson County Commissioners’ Office. Those present were as follows: Mitchell McGraw, Chairman; Tommy New, Member; Johnny Davis, Member; Adam Brett, County Administrator; Dalton Dowdy, County Attorney; and Bonnie Wells, County Clerk. Commissioners Wayne Davis and Gonice Davis were absent. Chairman McGraw called the meeting to order and led the Pledge of Allegiance. Pastor Dennis Thompson gave the invocation. NEW BUSINESS Relocation of Mae Lamb Road Chairman McGraw brought up for discussion the relocation of Mae Lamb Road. The commissioners discussed the item at length and answered questions from the constituents in attendance. The plat shown here references the aforementioned road.
