JEFFERSON COUNTY COMMISSIONERS CALL MEETING JULY 7, 2010 8:30 A.M. The purpose of this meeting was to amend FY 2009/2010 Budget. Those present were as follows: William Rabun, Chairman; Gonice Davis, Member; Tommy New, Member; Johnny Davis, Member; Wayne Davis, Member; Paul Bryan, County Administrator; Mickey Moses, County Attorney; and Bonnie Wells, County Clerk. Chairman Rabun called the meeting to order; Commissioner Johnny Davis gave the invocation. Commissioner Wayne Davis made a motion to adopt the agenda. Commissioner Johnny Davis seconded the motion. The vote was unanimous. FY 2009-2010 General Fund and E 911 Enterprise Fund Budget Amendments Commissioner Wayne Davis made a motion to adopt the proposed budget amendments. Commissioner New seconded the motion. The vote was unanimous. Adjournment Commissioner New made a motion to adjourn the Call Meeting and go into the Work Session. Commissioner Johnny Davis seconded the motion. The vote was unanimous. JEFFERSON COUNTY COMMISSIONERS WORK SESSION JULY 7, 2010 8:35 A.M. The purpose of this meeting was to prepare the agenda for the regular meeting. Those in attendance were as follows: William Rabun, Chairman; Gonice Davis, Member; Tommy New, Member; Wayne Davis, Member; Johnny Davis, Member; Paul Bryan, County Administrator; Mickey Moses, County Attorney; and Bonnie Wells, County Clerk. Chairman Rabun called meeting to order . Commissioner Johnny Davis made a motion to adopt the agenda; Commissioner Gonice Davis seconded the motion. The vote was unanimous. Road Resurfacing—Barry Woods Barry Woods from GDOT (Georgia Department of Transportation), gave a presentation on the LMIG (Local Maintenance & Improvement Grant) New Landfill Plans—Ben Carter Ben Carter from Moreland Altobelli gave a presentation on plans for the new landfill. County Clerk Signature Authority for Payroll Checks Commissioner New made a motion granting County Clerk, Bonnie Wells, the authority to sign payroll checks. Commissioner Johnny Davis seconded the motion. The vote was unanimous. Bids for Recreation Department The board decided to table the telephone system bid requests for the recreation department. Relief of Ad Valorem Tax Penalty Commissioner New made a motion to waive the tax penalty fee for Dt. Jim Pilcher. Commissioner Gonice Davis seconded the motion. The vote was unanimous. Timber Operations Ordinance Code Enforcement Officer, Jimmy Kitchens, presented the Timber Operations Ordinance. County Administrator, Paul Bryan, stated there would have to be two public hearing on the Timber Ordinance before it could be adopted. Adjournment Commissioner Johnny Davis made a motion to adjourn the regular meeting and go into Executive Session. Commissioner New seconded the motion. The vote was unanimous. Executive Session ---PAGE BREAK--- Commissioner New made a motion to adjourn the Executive Session and go back into the Regular Meeting. Commissioner Johnny Davis seconded the motion. JEFFERSON COUNTY COMMISSIONERS PUBLIC HEARING JULY 13, 2010 6:45 P.M. The purpose of this hearing was to discuss the Flood Damage Prevention Ordinance. Those in attendance were as follows: William Rabun, Chairman; Gonice Davis, Member; Tommy New, Member; Wayne Davis, Member; Johnny Davis, Member; Paul Bryan, County Administrator; Mickey Moses, County Attorney; and Bonnie Wells, County Clerk. Commissioner Gonice Davis made a motion to adopt the agenda; Commissioner Johnny Davis seconded the motion. The vote was unanimous. County Administrator, Paul Bryan explained the FDPO (Flood Damage Prevention Ordinance) and answered questions. JEFFERSON COUNTY COMMISSIONERS REGULAR MEETING JULY 13, 2010 7:00 P.M. This was the regular scheduled meeting for July. Those in attendance were as follows: William Rabun, Chairman; Gonice Davis, Member; Tommy New, Member; Wayne Davis, Member; Johnny Davis, Member; Paul Bryan, County Administrator; Mickey Moses, County Attorney; and Bonnie Wells, County Clerk. The vote was unanimous. Chairman Rabun welcomed the guests. Commissioner Johnny Davis made a motion for the commissioners to forgo the reading of all the reports. Commissioner Wayne Davis seconded the motion. The vote was unanimous. Consent Agenda The Consent Agenda items were County Clerk Signature Authority for Payroll Checks; Relief of Ad Valorem Tax Penalty; and New Landfill Plans. Commissioner Gonice Davis made a motion to adopt the Consent Agenda. Commissioner Johnny Davis seconded the motion. The vote was unanimous. OLD BUSINESS Timber Operations Ordinance County Administrator, Paul Bryan, Code Enforcement Officer/Building Inspector, Jimmy Kitchens, and Purchasing Agent/ Building Inspector, Robert Yonchak, discussed the Timber Operations Ordinance and asked for recommendations for change prior to the first reading of the ordinance. Commissioner Johnny Davis seconded the motion. The vote was unanimous. NEW BUSINESS Setting Tentative Millage Rate Commissioner New made a motion to set the Millage Rate at 12.00 mills for the county and .75 for the Jefferson County Development Authority, the same as it was last year. Commissioner Gonice Davis seconded the motion. There was discussion as to the approximate amount of revenue the millage rate will bring in. The vote was unanimous. Discussion of Departmental Work Schedules County Administrator, Paul Bryan, discussed the importance of the departments receiving centralized directions, rather than receiving input from all areas. Adjournment Commissioner Wayne Davis made a motion to adjourn. Commissioner Gonice Davis seconded the motion. The vote was unanimous.
