JEFFERSON COUNTY COMMISSIONERS WORK SESSION MARCH 8, 2011 8:30 A.M. The purpose of the meeting was to prepare the agenda for the March meeting. It was held at the Jefferson County Commissioners Office. Those present were as follows: William Rabun, Chairman; Gonice Davis, Member; Member; Tommy New, Member; Johnny Davis, Member; Wayne Davis, Member; Paul Bryan, County Administrator; and Bonnie Wells, County Clerk. County Attorney, Michael Moses, was absent. Chairman Rabun called the meeting to order; Commissioner Johnny Davis gave the invocation. Commissioner New made a motion to adopt the agenda. Commissioner Wayne Davis seconded the motion. The vote was unanimous. Chairman Rabun gave a short report on the status of the budget and the Bills being introduced in the Senate. NEW BUSINESS Library Board Appointments The commissioners are to present the names of their nominees for the Library Board at the Regular Commission Meeting which will be held March 15, 2011. Fiscal Year 2011/2012 Budget Calendar County Administrator, Paul Bryan, reviewed the 2011/2012 Budget Calendar. The administrator stated he would have a meeting with all department heads and he wanted the commissioners in attendance to reinforce the idea that we have to cut back on spending. Signing of Meeting Minutes Upon review of the Code of Ordinances, it was discovered the minutes should only be signed by the Chairman of the board with the County Clerk attesting. Commissioner New made a motion to adopt and place on the Consent Agenda, a resolution authorizing the full board to sign the minutes of the Work Session and the Regular Meeting. Commissioner Wayne Davis seconded the motion. The vote was unanimous. Budget Amendments County Administrator, Paul Bryan, reviewed the budget amendments for Fiscal Year 2010/2011. Commissioner Johnny Davis seconded the motion. The vote was unanimous Tax Bill Adjustment Commissioner New made a motion to grant the request, and place on the Consent Agenda, the City of Avera’s request to remove the property listed in map and parcel number A001 018 from the tax digest as tax payable. Commissioner Gonice Davis seconded the motion. The vote was unanimous. Concert to be Held in County Chris Mohr from the Keith Brooking Children’s Foundation requested a permit to have a concert at the Lions Club grounds on April 14, 2011. Mr. Mohr explained the work the foundation is involved in and exuded the benefits the county would reap if the concert were allowed to transpire. Commissioner New made a motion to allow and place on the Consent Agenda the county’s issuance of a permit to allow for the one day sale of alcohol for the Keith Brooking Children’s Foundation concert at the Lion’s Club with the understanding; the county would not be responsible for the security or for payroll of the employees. This was the regular scheduled meeting for the month of March. It was held at the Jefferson County Commissioners Office. Those present were as follows: William Rabun, Chairman; Gonice Davis, Member; Member; Tommy New, Member; Johnny Davis, Member; Wayne Davis, Member; Paul Bryan, County Administrator Mickey Moses, County Attorney; and Bonnie Wells, County Clerk. Chairman Rabun called the meeting to order. Commissioner New gave the invocation. Commissioner Johnny Davis made a motion to amend and adopt the agenda; he amended the agenda by placing Mitch Vaughn under new business as well as his being on scheduled public comments. Commissioner New seconded the motion. The vote was unanimous. Commissioner Wayne Davis made a motion to adopt the February 2011 minutes. Commissioner New seconded the motion. The vote was unanimous. The commissioners decided to forgo the reading of the departmental reports. Chairman Rabun reviewed the county’s current financial status. County Administrator, Paul Bryan, reviewed the calendar for the remainder of March and April. Consent Agenda The Consent Agenda items were Library Board Appointments, Tax Bill Adjustments and Concert to be Held in County. Commissioner New made a motion to adopt the Consent Agenda items. Commissioner Johnny Davis seconded the motion. The vote was unanimous. OLD BUSINESS Library Board Appointments The Library Board Appointments are as follows: Commissioner Appointee H. G. Thomas New Marilyn Murphy Gonice C. Davis Damita Bynes Johnny Davis Charlie Brown—Reappointed Charles W. Davis Beth Usry Commissioner Wayne Davis made a motion to approve the Library Appointments. Commissioner Johnny Davis seconded the motion. The vote was unanimous. Budget Amendments County Administrator, Paul Bryan, reviewed the budget amendments. Commissioner New made a motion to adopt the budget amendments. Commissioner Gonice Davis seconded the motion. Discussion: Commissioner Wayne Davis stated that with the budget constraints all commissioners should request copies of invoices to see where money was being spent. The vote was unanimous. NEW BUSINESS TSPLOST Projects County Administrator, Paul Bryan, reviewed the TSPLOST Projects. The following roads were given as priority for Jefferson County: Four lane US 1/GA 4 from Wrens to Wadley Four lane GA 17 from McDuffie County to Wrens Passing lanes on GA 17 from Louisville to Millen Truck route from US 1 along Hoyt Braswell to Kings Mill Industrial Park Widen and resurface Clarks Mill Road from Clarks Mill to Avera Commissioner Wayne Davis made a motion to accept the recommended roads for TSPLOST. Commissioner Gonice Davis seconded the motion. The vote was unanimous. ---PAGE BREAK--- Mitch Vaughn Mitch Vaughn, a local business owner, reviewed his plans for expanding his business located on Gough Road. He expressed concerns for the condition of the road where the business is located and it’s not being paved. Commissioner Johnny Davis made a motion to proceed with the road improvements between Black Jack Road and Lockhart Road per the road improvement plan presented to the board at a previous time. When the money becomes available the necessary repairs will be made to the road. Commissioner New seconded the motion. The vote was unanimous. Scheduled Public Comments Mitch Vaughn was the only scheduled comment; he again expressed concern for the road not being paved. Adjournment Commissioner New made a motion to adjourn.
