JEFFERSON COUNTY COMMISSIONERS WORK SESSION SEPTEMBER 8, 2009 7:30 P.M. This was the regular scheduled meeting for the month September. Those present were as follows: William Rabun, Chairman, Gonice Davis, Vice Chairman, Tommy New, Member, Johnny Davis, Member, Paul C. Bryan, County Administrator, Mickey Moses, County Attorney, and Bonnie Wells. Wayne Davis, Member, was absent. Chairman Rabun called meeting to order. Commissioner Gonice Davis gave invocation. Commissioner Gonice Davis made motion to adopt the agenda; Commissioner New seconded with unanimous approval. Commissioner New made a motion to adopt the minutes. Commissioner Gonice Davis seconded with unanimous approval. Chairman Rabun welcomed the guests to the meeting. The commissioners did not give their reports; however Carl Wagster did give the ambulance report and the County Administrator, Paul Bryan, went over the calendar for the month of September. NEW BUSINESS Ships of Youth Briefing Mrs. Carolyn Swint, Executive Director Ships of Youth, gave briefing on the positive affect the Ships of Youth has had on the community’s young people. She also thanked the commissioners for their support and for their appointing Commissioner Johnny Davis to serve on the Ships Board. Howards Mill Road—Old Warrenton Hwy; Charlie Akins Commissioner New made a motion to give Mr. Charlie Akins permission to get plans of Howard Mill Road and have an engineer examine plans to ascertain the feasibility of placing a gas line in road; the commissioners will make decision at that time. Commissioner Johnny Davis seconded with unanimous approval. Commissioner New made a motion to give permission allowing Old Warrenton Hwy to be widened; Commissioner Johnny Davis seconded with unanimous approval. Animal Control Commissioner Johnny Davis made a motion to table this discussion and put together a committee and come back with ideas regarding an ordinance for animal control. Commissioner New seconded with unanimous approval. Driveway Pipe Policy Commissioner Gonice Davis made a motion to approve Driveway Pipe Policy, which states the County Road Dept will have to inspect driveway pipes as they are installed; Commissioner Jonny Davis seconded with unanimous approval. Initial SPLOST Meeting Commissioner Johnny Davis made a motion to accept the time of the first SPLOST Meeting; first meeting will be held on September 24, 2009 at the Jefferson County Library at 6 p.m. Commissioner New seconded with unanimous approval. Authorize Chairman to Sign Transit Agreement Commissioner Johnny Davis made a motion authorizing Chairman Rabun to sign the Transit Agreement; Commissioner New seconded with unanimous approval. ---PAGE BREAK--- Adjournment Commissioner New made a motion to adjourn; Commissioner Gonice Davis seconded with unanimous approval. This meeting was held to discuss possible litigation. Those present were as follows William Rabun, Chairman; Gonice Davis, Member; Tommy New, Member; Wayne Davis, Member; Johnny Davis, Member; Paul Bryan County Administrator; Mickey Moses, County Attorney; and Bonnie Wells. Chairman Rabun called meeting to order; Commissioner Gonice Davis gave invocation. Commissioner Gonice Davis made a motion to add the purchase of a tractor and mower to the agenda; Commissioner Johnny Davis seconded with unanimous approval. Commissioner Gonice Davis made a motion to have Ken Thomas, Public Works Director get prices on two tractors and two mowers. Commissioner Wayne Davis seconded with unanimous approval. Executive Session Commissioner Johnny Davis made a motion to go into Executive Session to discuss possible litigation; Commissioner Gonice Davis seconded with unanimous approval. Commissioner New made a motion to end Executive Session and return to the Regular Meeting; Commissioner Johnny Davis seconded with unanimous approval. Rural Metro Commissioner Wayne Davis made a motion to allow Mickey Moses, the county attorney, to take the necessary legal steps to absolve the situation involving the ambulance contract; Commissioner Gonice Davis seconded with unanimous approval. Thomas New, Member Wayne Davis, Member Johnny Davis, Member JEFFERSON COUNTY COMMISSIONERS CALL MEETING SEPTEMBER 25, 2009 8:30 A.M. This meeting was held to discuss the ambulance service for the county. Those present were as follows William Rabun, Chairman; Gonice Davis, Member; Johnny Davis, Member; Wayne Davis, Member; Paul Bryan, Administrator; Mickey Moses, County Attorney; and Bonnie Wells. Commissioner New did not attend. Chairman Rabun called meeting to order; Commissioner Johnny Davis gave invocation. Commissioner Wayne Davis made a motion to adopt the agenda; Commissioner Gonice Davis seconded with unanimous approval. Lease of Tractors and Mowers Ken Thomas, Public Works Director, provided the board with two bids for the lease of two tractors and mowers. The lease bid for the International equipment per month was $4,053.67. The lease bid for the John Deere equipment per month for two years was $2,983.70. Mr. Thomas recommended the county go with the John Deere tractors as they were heavier and the price was lower than the International Tractors. Commissioner Wayne Davis made a motion to go with John Deere Tractors and mowers; Commissioner Johnny Davis seconded with unanimous approval. Executive Session Commissioner Johnny Davis made a motion to go into Executive Session to discuss litigation; Commissioner Wayne Davis seconded with unanimous approval. Commissioner Johnny Davis made a motion to end Executive Session; Commissioner Wayne Davis seconded with unanimous approval. The purpose of this meeting was to discuss the Ancillary Fund. Those present were as follows William Rabun, Chairman; Gonice Davis, Member; Johnny Davis, Member; Wayne Davis, Member; Paul Bryan, Administrator; Mickey Moses, County Attorney; and Bonnie Wells. Commissioner New did not attend Chairman Rabun opened meeting; Commissioner Gonice Davis gave invocation. Commissioner Wayne Davis made a motion to adopt the agenda; Commissioner Johnny Davis seconded with unanimous approval. Adoption of Ancillary Fund Commissioner Wayne Davis made a motion to adopt the Ancillary Fund; Commissioner Gonice Davis seconded with unanimous approval. Workers’ Compensation Insurance It was reported, the current Workers’ Compensation Insurance Company, Southeastern U S Insurance Inc., is having financial difficulty; in light of this, Commissioner Johnny Davis made a motion to switch back to the ACCG-Group Self-Insurance Workers’ Compensation Fund for the county’s workers’ compensation insurance; Commissioner Gonice Davis seconded with unanimous approval. Executive Session Commissioner Wayne Davis made a motion to adjourn regular meeting and go into Executive Session; Commissioner Johnny Davis seconded with unanimous approval. Commissioner Johnny Davis made a motion to adjourn Executive Session; Commissioner Wayne Davis seconded with unanimous approval.
