JEFFERSON COUNTY COMMISSIONERS WORK SESSION MAY 2, 2005 8:30 A.M. The purpose of this meeting was to prepare agenda for regular meeting. Those present were as follows: William Rabun, Chairman, Tommy New, Vice-Chairman, Johnny Davis, Member, Gonice Davis, Member, Paul Bryan, Co. Administrator, and May Lamb, Co. Clerk. Sidney Norton and Mickey Moses were absent. Chairman Rabun called meeting to order. Commissioner New opened meeting with prayer. Commissioner Johnnie Davis made a motion to adopt agenda. Commissioner New seconded with unanimous approval. It was decided that appointment to DFACS Board would be made at meeting Tuesday night. Commissioner Gonice Davis will make appointment. Appointment to Ogeechee Community Service Board will be made at regular meeting Tuesday night. Paving Gough Road was discussed. Two issues that prevent the road from being eligible to be paved are: cannot obtain right of way on a portion of the road and cost of relocating Georgia Power lines. It was decided to get current figures from Georgia Power to relocate the lines and contact land owners for right of way. Wren Road was discussed. Residents of Wren Road want the road to be maintained by the county. Wren road is not a county road. Commissioner New suggested that landowners have road surveyed, deed drawn up with a 60 foot right of way and present to county for consideration. Commissioner Gonice Davis made a motion for landowners on Wren Road to have road surveyed, prepare deeds with a 60-foot right of way and present to county for consideration. Commissioner New seconded with unanimous approval. Solid waste fees were discussed. The County Administrator was instructed to check with surrounding counties to obtain fee schedules and bring back to regular meeting. User fees for unincorporated areas of the county were discussed. Commissioner New made a motion to prepare resolution to allow a $100.00 per household user fee for landfill in the unincorporated areas of the county to be added to tax bill. Commissioner Johnny Davis made a motion to transfer funds from Marshal’s department to Sheriff’s Department civil division. Commissioner Gonice Davis seconded with unanimous approval. Commissioner Johnny Davis made a motion to amend agenda to add DFACS board appointment to agenda. Commissioner New seconded with unanimous approval. Commissioner Gonice Davis stated he would like to wait until Tuesday night meting to make appointment. Paul Bryan gave report. He stated that he would be working with Gary Davis on solid waste ordinance. Commissioner Johnny Davis made a motion to adjourn regular meeting and go into executive session to discuss litigation Commissioner Gonice Davis seconded with unanimous approval. This was the regular scheduled meeting for the month of May. Those present were as follows: William Rabun, Chairman, Tommy New, Vice-Chairman, Sidney Norton, Member, Johnny Davis, Member, Mickey Moses, County Attorney, Paul Bryan, County Administrator, and Bonnie Wells. ---PAGE BREAK--- Gonice Davis was absent. Commissioner Rabun called meeting to order and opened meeting with prayer. Commissioner Johnny Davis made a motion to amend agenda adding Shady Oaks Road and Public Defender’s Contract. Commissioner New seconded with unanimous approval. Commissioner Johnny Davis made a motion to adopt agenda. Commissioner New seconded with unanimous approval. Commissioner New made a motion to adopt minutes. Commissioner Johnny Davis seconded with unanimous approval. Commissioner Rabun welcomed guest. Reports were given by the following: Tommy New-Landfill & Finance, Johnny Davis-Public Works & JCCI, Sidney Norton-Human Resources, Paul Bryan-Ambulance Service, 911 and County Administrator. The following item was on the consent agenda: Moving Funds from Marshal’s Department to Sheriff’s Civil Defense Department. Commissioner New made a motion to approve item on the consent agenda. Commissioner Johnny Davis seconded with unanimous approval. Commissioner Johnny Davis made a motion to re-appoint Ann Smith to DFCAS Board. Commissioner New seconded with unanimous approval. Commissioner Johnny Davis made a motion to re-appoint Carolyn Huntley to the Ogeechee Community Service Board. Commissioner New seconded with unanimous approval. Commissioner New made a motion to adopt budget amendment of $79,100 total transfer from contingencies. Commissioner Johnny Davis seconded with unanimous approval. Commissioner New made a motion to adopt following solid waste tipping fees recommended by County Administrator. Commissioner Johnny Davis seconded with unanimous approval. Commissioner Johnny Davis seconded with unanimous approval. Car/Pickup $2.00 each Tractor Tire-200 lb or less $12.00 each Truck Tire $ 6.50 each Quantity of Tires $100.00 per ton Off Road Equipment Tires and/or 24” tread width $150.00 per ton Car or Truck Tires w/rims $300.00 ton (Additional Charge) $4.00 each Commissioner New made a motion to accept the first reading of Resolution Unincorporated Landfill Fees. Commissioner New expressed concerns for the elderly and stated the fee should be waived for citizens 75 or older. Commissioner Johnny Davis seconded with the stipulation that Mr. Moses research the legality of seniors not being required to pay the fee. The motion carried with unanimous approval. Commissioner New made a motion to approve the Public Defender’s Contract. The amount for Jefferson County is $57,702.94. Commissioner Johnny Davis seconded with unanimous approval.
