JEFFERSON COUNTY COMMISSIONERS REGULAR MEETING SEPTEMBER 11, 2018 7:00 P.M. This was the regular meeting for the month of September. It was held at the Jefferson County Commissioners’ office. Those present were as follows: Mitchell McGraw, Chairman; Gonice C. Davis, Member; Tommy New, Member; Johnny Davis, Member; Adam Brett, County Administrator; Dalton Dowdy, County Attorney: and Bonnie Wells, County Clerk. Commissioner Wayne Davis was absent. Chairman McGraw called the meeting to order, observed a moment of silence for the victims of 9/11, and led the Pledge of Allegiance. Commissioner New gave the invocation. Commissioner New made a motion to adopt the agenda. Commissioner Johnny Davis seconded the motion. The motion was unanimously approved. Commissioner Johnny Davis made a motion to adopt the minutes. Commissioner New seconded the motion. The motion was unanimously approved. Reports from Committees and Departments Chairman McGraw gave the chairman’s report; County Administrator Adam Brett, gave the administrator’s report; Elections Superintendent, Susan Gray, provided the board with a synopsis of the elections department; she also provided the board with the following information on the General Election in November. Commissioner Johnny Davis made comments regarding the recent voting issue in Habersham County where some of the voters were registered in the wrong district. Consent Agenda There no Consent Agenda items. ---PAGE BREAK--- OLD BUSINESS Courthouse Ramp Project County Administrator, Adam Brett, explained to the board the recent bids received for the ramp project at the county courthouse would have to be done again. The lowest bid was $162,476, but the company did not provide a performance bond. A performance bond is required for jobs exceeding $100,000, and because the company did not provide a performance bond the process would have to start afresh. The bid tabulation sheet can be seen here in its entirety. Commissioner Johnny Davis made a motion to again, seek bids for the courthouse ramp project. Commissioner Gonice Davis seconded the motion. The motion was unanimously approved. Transit Asset Management Program The county administrator brought to the board for discussion the Transit Asset Management Program. The full document can be found in the county administrator’s office. Commissioner New made a motion to approve for adoption the Transit Asset Management Group Plan. Commissioner Gonice Davis seconded the motion. The motion was unanimously approved. NEW BUSINESS Appointment of Voting Delegate to ACCG Legislative Conference Chairman McGraw recommended Commissioner Gonice Davis’ appointment as voting delegate to the ACCG Legislative Conference; however, Commissioner Gonice Davis suggested Commissioner Johnny Davis act as ---PAGE BREAK--- the voting delegate from Jefferson County, as he is the Second Vice President of the ACCG Board of Managers. Commissioner Gonice Davis made a motion to appoint Commissioner Johnny Davis, ACCG Board of Managers Second Vice President, as the voting delegate from Jefferson County at the ACCG Legislative Conference. Commissioner New seconded the motion. The motion was unanimously approved. Scrap Tire Fees & Contract Extension The county administrator recommended the board extend the service contract with Ridge Recyclers for one year at the listed negotiated price. There hasn’t been an increase in cost since the current contract with Ridge Recycling was agreed upon in 2006. The information below reflects the current rates as well as the proposed new rates. Commissioner New made a motion to approve the county administrator’s recommendation and extend the service contract with Ridge Recyclers of Johnston, SC for one year with the negotiated prices listed. Commissioner Gonice Davis seconded the motion. The motion was unanimously approved. The county administrator asked that the scrap tire fee schedule be adjusted to the following as the rate the county pays has increased. The county administrator, explained the county’s fee schedule should reflect the increase in the amount the county has to pay to have tires removed from the landfill. Commissioner New made a motion to accept the adjusted fee schedule for scrap tires at the county’s landfill. Commissioner Johnny Davis seconded the motion. The motion was unanimously approved. Letter of Non-Support for Increased Weight Limits on Semi Trucks The county administrator shared with the board a letter written on behalf of Jefferson County regarding the county’s disapproval of the weight limit increase for semi-trucks traveling in Jefferson County. The letter written to Senator Isakson is shown below in its entirety. ---PAGE BREAK--- Commissioner Johnny Davis made a motion to approve the aforementioned letter written on behalf of the Jefferson County Board of Commissioners disapproving the weight limit increase on semi-trucks traveling in Jefferson County. Commissioner New seconded the motion. The motion was unanimously approved. Fiber Permit Fee Schedule The county administrator presented to the board, for discussion, the fiber permit fee schedule. The board voted at their March 13, 2018 meeting to adopt a Fiber Permit Policy, however, a fee schedule was not adopted at that time. The board discussed the permit fee verbosely, at which time the, Commissioner Johnny Davis made a motion to set the fee for fiber permits at $50 per road, regardless of the length of the road. Commissioner Gonice Davis seconded the motion. The motion was unanimously approved. Scheduled Public Comments There were no scheduled public comments. Public Comments on Agenda Items Chairman McGraw welcomed Jefferson Hospital Administrator, Mr. Lou Semrad, III, to the meeting and asked if he had comments on how the hospital was progressing. Mr. Semrad stated they were in the process of interviewing a PA for the Louisville Clinic. Mr. Robert McNair asked Mr. Semrad questions regarding Jefferson Hospital. Executive Session No Executive Session items. Adjournment Commissioner Wayne Davis made a motion to adjourn. Commissioner Gonice Davis seconded the motion. The motion was unanimously approved.
