JEFFERSON COUNTY COMMISSIONERS WORK SESSION MARCH 2, 2009 8:30 A.M. The purpose of this meeting was to prepare agenda for regular meeting. Those present were as follows: William Rabun, Chairman, Gonice Davis, Vice Chairman, Tommy New, Member, Johnny Davis, Member, Paul C. Bryan, County Administrator, and Bonnie Wells. Chairman Rabun called meeting to order. Commissioner Johnny Davis gave invocation. Commissioner Tommy New made motion to adopt agenda. Commissioner Johnny Davis seconded with unanimous approval. Pre Payment of Taxes Commissioner Johnny Davis expressed an interest in finding an alternative to tax payers paying their taxes in a lump sum at the end of the year. He stated the commissioners should look into a system where the tax payers are able to pay taxes before the tax bills are actually mailed out. Jenny Gordy, the tax commissioner stated that funds could not be received until the tax bills were mailed out. Partial Payment of Taxes Jenny Gordy, Tax Commissioner, stated the Department of Revenue recommends her office work with tax payers in the paying of their taxes. She stated there is no statue saying you can or cannot accept partial payment of taxes. She stated the recourse for a tax payer making a partial payment and not paying the balance at a later date could result in the sale of his/her property. The Board of Commissioners would have to decide and vote as to whether interest should be charged on unpaid balance of taxes. Commissioner Johnny Davis stated that the board was here to serve the constituents even it meant the county lost money to help constituents with their tax bills. The commissioner’s job was to serve the people. Commissioner Tommy New made a motion to place on the Consent Agenda the board’s support of the tax commissioner (Jenny Gordy) in whatever she decided to do; Commissioner Johnny Davis seconded with unanimous approval. Street Light—Zebina Road and Campground Road Paul Bryan, County Administrator, explained there was already a Georgia Power pole at the intersection and at a cost of $26.39 per month the county could opt to have a light placed there. Commissioner Tommy New made a motion to place on the consent agenda the installation of a light at the intersection of Zebina and Campground Road with the county assuming responsibility for payment of the bill; Commissioner Johnny Davis seconded with unanimous approval Extension of Bridges of Hope Contract William Richards, from the Bridges of Hope requested an extension of the contract already in place with the county. He stated all of the current residents of the Bridges of Hope are out of town residents and all employees have gone through the program at some point. Commissioner Tommy New made a motion to extend the Bridges of Hope Contract as it is written; Commissioner Gonice Davis seconded, motion carries with three votes and Commissioner Johnny Davis abstained. This was placed on the regular agenda. EMS Request for Contract Amendment Commissioner Gonice Davis made a motion to accept the Rural Metro Contract and place on the Consent Agenda. The contract will be broken down in five one year contracts with the first year contract period to be May 1, 2009 to April 30, 2010 at a rate of $36,696 per month. The renewals are as follows: 1st Annual Renewal (May 1, 2010 to April 30, 2011 $37,797/month 2nd Annual Renewal (May 1, 2011 to April 30, 2012 $38,931/month 3rd Annual Renewal (May 1, 2012 to April 30, 2013 $40,099/month 4th Annual Renewal (May 1, 2013 to April 30, 2014 $41,302/month Commissioner New seconded with unanimous approval. ---PAGE BREAK--- Great American Cleanup Campaign April 4 Commissioner Johnny Davis made a motion to place April 4, 2009 on the Consent Agenda as Cleanup Day; Commissioner New seconded with unanimous approval. County Administrator Paul Bryan state that he would be going to Washington, DC to attend NACO April 28, 2009 through April 30, 2009. Thomas New, Member Sidney Norton, Member Johnny Davis, Member JEFFERSON COUNTY COMMISSIONERS REGULAR MEETING MARCH 12, 2009 7:00 P.M. This was the regular scheduled meeting for the month of March. Those present were as follows William Rabun, Chairman; Gonice Davis, Member; Tommy New, Member; Johnny Davis, Member; Paul Bryan, Administrator; Mickey Moses, County Attorney; and Bonnie Wells. Chairman Rabun called meeting to order. Commissioner Gonice Davis gave invocation. Carl Waggster gave the EMS report. Commissioner Tommy New made a motion to adopt the agenda. Commissioner Johnny Davis seconded with unanimous approval. Commissioner Tommy New made a motion to adopt the minutes from the last meeting. Commissioner Gonice Davis seconded with unanimous approval. Chairman Rabun welcomed the guests to the meeting. Consent Agenda The Consent Agenda items were as follows: EMS Contract Extension; Partial Payment of Back Taxes; Street Light-Zebina Road and Campground Road; Great American Clean- ---PAGE BREAK--- up Campaign—April 4, 2009. Commissioner Johnny Davis made motion to adopt consent agenda. Commissioner Tommy New seconded with unanimous approval. NEW BUSINESS Extension of Bridges of Hope Lease Commissioner Tommy New made a motion to extend the lease at the Bridges of Hope to fifteen years; Commissioner Johnny Davis seconded with unanimous approval. Contribution to Sunshine House Commissioner Gonice Davis made a motion to contribute $5,000 to the Sunshine House (Shelter for battered spouses as well as children). The funds come from the Victim’s Assistance Program not general funds. Commissioner Tommy New seconded with unanimous approval. Social Worker Proclamation Commissioner Johnny Davis made a motion authorizing Chairman Rabun to sign a proclamation recognizing March as National Professional Social Work Month 2009; Commissioner Gonice Davis seconded with unanimous approval. Building Inspector Commissioner Tommy New recommend the commissioners accept Paul Ledger’s resignation as building inspector and grant him one month’s salary along with insurance for one month as a part of a severance package. Commissioner Johnny Davis seconded with unanimous approval. 2010 Census Partnership Agreement Commissioner Gonice Davis made a motion to become a partner with the U S Census Bureau by signing a request to receive all informational updates, events and activities and to receive outreach materials; Commissioner Tommy New seconded with unanimous approval.
