JEFFERSON COUNTY COMMISSIONERS WORK SESSION MARCH 1, 2010 8:30 A.M. Those present were as follows: William Rabun, Chairman; Gonice Davis, Member; Tommy New, Member; Wayne Davis, Member; Paul Bryan, County Administrator; Mickey Moses, County Attorney; and Bonnie Wells, County Clerk. Johnny Davis was absent. Chairman Rabun called the meeting to order; Commissioner Gonice Davis gave the invocation. Commissioner Wayne Davis made a motion to adopt agenda. Commissioner Gonice Davis seconded with unanimous approval. Ogeechee MH/MR/SA & Service Center Report—Donna Miller Donna Miller, Victoria Richburg, and Dan Barner reported on the activities for the Service Center and the clients they serve. The center services Jefferson and Glascock Counties. EMA—Lamar Baxley EMA Director, Lamar Baxley, thanked Dave Beachy, Chief of the Hillcrest Fire Department, for the work done during a recent tanker exercise. Tax Assessor Board Appointment—Charles Stewart Commissioner Wayne Davis made a motion to add to the Consent Agenda the re-appointment of Charles Stewart to the assessor board for an additional three years; starting March 11, 2010. Commissioner New seconded with unanimous approval. Proclamation—Census Day Commissioner New made a motion to proclaim March 11, 2010 as Census Day. Commissioner Gonice Davis seconded with unanimous approval. Dress Code After discussion the county attorney determined it to be unconstitutional for the board of commissioners to implement a dress code. County Administrator Report County Administrator, Paul Bryan, gave his report and went over the calendar. Adjournment Commissioner Wayne Davis made a motion to adjourn the regular meeting and go into executive session to discuss pending litigation. Commissioner Gonice Davis seconded with unanimous approval. Executive Session Commissioner Wayne Davis made a motion to adjourn from executive session, go back into the regular meeting, and adjourn from regular meeting. Those in attendance were as follows: William Rabun, Chairman; Gonice Davis, Member; Tommy New, Member; Wayne Davis, Member; Johnny Davis, Member; Mickey Moses, County Attorney; and Bonnie Wells, County Clerk. Chairman Rabun called meeting to order; Commissioner Johnny Davis gave invocation. Commissioner Wayne Davis made a motion to adopt the agenda; Commissioner Johnny Davis seconded with unanimous approval. Commissioner New made a motion to adopt the minutes; Commissioner Gonice Davis seconded with unanimous approval. Chairman Rabun welcomed the guests. The commissioners decided to forego the reading of all the reports except the ambulance report which was given by Carl Wagster. The county administrator gave his report. Consent Agenda ---PAGE BREAK--- The Consent Agenda items were: Re-appointment of Charles Stewart to Tax Assessor Board; Proclamation— Declaring March 11, 2010 Census Day. Commissioner Wayne Davis made a motion to adopt the Consent Agenda. Commissioner New seconded with unanimous approval. Request For Bids—Health Insurance Commissioner Wayne Davis made a motion allowing Paul Bryan, County Administrator, to proceed in soliciting bids for health insurance. Commissioner Johnny Davis seconded with unanimous approval. Clean Up Day—May 15, 2010 Commissioner New made a motion to designate May 15, 2010 as Clean Up Day for the county. Commissioner Wayne Davis seconded with unanimous approval. Budget Prep FY 10/11 County Administrator, Paul Bryan went over the budget prep calendar for the new fiscal year. Stating he would have a meeting with department heads to inform them when they would be required to work on their budgets. Contract—Moreland Altobelli-Greenhouse Gas Commissioner New made a motion to accept the Greenhouse Gas Contract from Moreland Altobelli. Commissioner Gonice Davis seconded with unanimous approval. Open Bids for Trash Trucks Commissioner Wayne Davis made a motion to review the bids for the trash trucks and have a Call Meeting on Tuesday March 16, 2010 at 8:30 a.m. to make selection. Commissioner Johnny Davis seconded with unanimous approval. Authorization to Call for SPLOST Referendum Commissioner Johnny Davis made a motion authorizing a call for SPLOST referendum. Commissioner New seconded with discussion; Commissioner New wanted it to be impressed upon the entities that if they spend their requested amount, but did not collect their requested amount each entity would be responsible for paying the difference. The motion carried unanimously Adjournment Commissioner New made a motion to adjourn; Commissioner Johnny Davis seconded with unanimous approval. Those present were as follows: William Rabun, Chairman; Tommy New, Member; Wayne Davis, Member; Paul Bryan, County Administrator; and Bonnie Wells, County Clerk. Commissioners Gonice and Johnny Davis were absent. Chairman Rabun Called meeting to order and gave invocation. Commissioner Wayne Davis made a motion to adopt the agenda; Commissioner New seconded with unanimous approval. Bids For Trash Trucks Commissioner Wayne Davis made a motion to go with Cherokee Truck Equipment in the purchase of the Mack/Haeil trash truck. The cost of the truck was $200,327.00. Commissioner New seconded with unanimous approval. Adjournment Commissioner New made a motion to adjourn; Commissioner Wayne Davis seconded with unanimous approval.
