JEFFERSON COUNTY COMMISSIONERS WORK SESSION SEPTEMBER 5, 2007 8:30 A.M. The purpose of this meeting was to prepare agenda for regular meeting. Those present were as follows: William Rabun, Chairman, Johnny Davis, Vice-Chairman, Sidney Norton, Member, Tommy New, Member, Gonice Davis, Member, Mickey Moses, Co. Attorney, Paul Bryan, Co. Administrator, and Mary lamb, Co Clerk. Chairman Rabun called meeting to order. Commissioner Johnny Davis opened meeting with prayer. Commissioner Gonice Davis made a motion to adopt agenda. Commissioner Johnny Davis seconded with unanimous approval. Burles Johnson reported he started work on the courthouse yesterday. Kay Heilig had comments on appraisal of property. He asked that a performance review of the Tax Assessors Office be conducted. A Public Safety Interoperable Communications Grant was discussed. Letters of support have to be submitted by noon September 21, 2007. Commissioner Johnny Davis made a motion to authorize Paul Bryan to write letters of support and put on consent agenda. Commissioner Gonice Davis seconded with unanimous approval. Tax Assessors Office was discussed. Commissioner Johnny Davis made a motion to request a performance review from state on Tax Assessors Office. Commissioner Norton seconded with unanimous approval. Paul Bryan gave a report. Thomas New, Member Sidney Norton, Member JEFFERSON COUNTY COMMISSIONERS CALL MEETING SEPTEMBER 10, 2007 9:00 A.M. The purpose of this meeting was to set tentative millage rate for 2007. Those present were as follows: William Rabun, Chairman, Tommy New, Member, Gonice Davis, Member, Paul Bryan, Co. Administrator, and Mary H. Lamb, Co. Clerk Chairman Rabun called meeting to order and opened meeting with prayer. Commissioner New made a motion to adopt agenda. Commissioner Gonice Davis seconded with unanimous approval. Paul Bryan stated that all requirements pertaining to setting tentative millage rate have been meet. He explained how the rate was established and answered questions. Commissioner New made a motion to set tentative millage rate at 12 mills, which includes .75 mill for Economic Development. Commissioner Gonice Davis seconded with unanimous approval. This was the regular scheduled meeting for the month of September. Those present were as follows: William Rabun, Chairman, Johnny Davis, Vice-Chairman, Sidney Norton, Member, Tommy New, Member, Gonice Davis, Member, Mickey Moses, Co. Attorney, Paul Bryan, Co. Administrator, and Mary H. Lamb, Co. Clerk. Chairman Rabun called meeting to order. Commissioner Gonice Davis opened meeting with prayer. Commissioner Johnny Davis made a motion to amend agenda to remove Public Safety Interoperable Communications Grant from consent agenda, add under new business and adopt agenda with amendment. Commissioner Gonice Davis seconded with unanimous approval. Commissioner Gonice Davis made a motion to adopt minutes. Commissioner New seconded with unanimous approval. Committee Reports were given. Commissioner Johnny Davis made a motion to sign contract with Department of Human Resources for 5311 van services. Commissioner Norton seconded with unanimous approval. Paul Bryan announced Department of Revenue will send a three-member team to do a performance evaluation of Tax Assessor’s Office. This is to help the operation of the Tax Assessor’s Office. The Public Safety Interoperable Communications Grant was discussed. There was not enough participation from other counties to apply for the grant this year. This was the first of three required hearings on millage rate. Those present were as follows: William Rabun, Chairman, Johnny Davis, Vice-Chairman, Tommy New, Member, Gonice Davis, Member, Paul Bryan, Co. Administrator, and Mary Lamb, Co. Clerk. No citizens attended the meeting. JEFFERSON COUNTY COMMISSIONERS PUBLIC HEARING ---PAGE BREAK--- SEPTEMBER 25, 2007 6:30 P.M. This was the second required hearing on 2997 millage rate. Those present were as follows: William Rabun, Chairman, Johnny Davis, Vice-Chairman, Gonice Davis, Member, Paul Bryan, Co. Administrator, and Mary Lamb, Co. Clerk. There were no citizens in attendance. Chairman Rabun closed the hearing. JEFFERSON COUNTY COMMISSIONER PUBLIC HEARING SEPTEMBER 28, 2007 8:15 A.M. This was the third and final hearing as required by law on millage rate. Those present were as follows: William Rabun, Chairman, Johnny Davis, Vice-Chairman, Gonice Davis, Member, Tommy New, Member, Sidney Norton, Member, Paul Bryan, Co. Administrator, and Mary H. Lamb, Co. Clerk. Chairman Rabun called meeting to order. Paul Bryan explained how the millage was determined and how it compared to the rates for the last several years. Chairman Rabun closed the hearing. JEFFERSON COUNTY COMMISSIONERS CALL METING SEPTEMBER 28, 2007 8:30 A.M. The purpose of this meeting was to set millage rate for 2007. Chairman Rabun called meeting to order and opened meeting with prayer. Commissioner Johnny Davis made a motion to adopt agenda. Commissioner New seconded with unanimous approval. Commissioner New made a motion to set millage rate for the 2007 year at 12.00 mills with .75 mill to go to the Economic Development Authority. Commissioner Gonice Davis seconded with unanimous.
