JEFFERSON COUNTY COMMISSIONERS WORK SESSION APRIL 3, 2006 8:30 A.M. The purpose of this meeting was to prepare agenda for regular meeting. Those present were as follows: William Rabun, Chairman, Tommy New, Vice-Chairman, Gonice Davis, Member, Johnny Davis, Member, Sidney Norton, Member, Mickey Moses, Co. Attorney, Paul Bryan, Co. Administrator, and Bonnie Wells. Commissioner Rabun called meeting to order. Commissioner Gonice Davis gave the invocation. Commissioner Gonice Davis made a motion to adopt the agenda with the exclusion of Sub-Division Regulations; this will be added to the agenda for the regular meeting. Commissioner Norton seconded with unanimous approval. Commissioner Gonice Davis made a motion to place Department of Juvenile Justice’s request for a building on the consent agenda. Commissioner Johnny Davis seconded with discussion from Commissioner New. Commissioner New wanted to know why the county needed to furnish office space to DJJ and why were they “telling” the county what they were going to spend for utilities. It was explained this was all the money available in the budget for utilities and DJJ needed more office space. Motion passed with unanimous approval. Commissioner Johnny Davis made a motion to place the bid process for fire trucks on the consent agenda. Commissioner Gonice Davis seconded with unanimous approval. Commissioner Gonice Davis made a motion to place the closure of Cunningham an Leaptrott Roads on regular agenda. Commissioner Johnny Davis seconded with unanimous approval. Commissioner New made a motion to place solid waste management fee on regular agenda. Commissioner Gonice Davis seconded with unanimous approval. Commissioner New made a motion to place rental contract for Senior Center and Jefferson County Multipurpose Facility on regular agenda. Commissioner Gonice Davis seconded with unanimous approval County Administrator gave his report. Commissioner Johnny Davis made a motion to adjourn. This was the regular scheduled meeting for the month of April. Those present were as follows: William Rabun, Chairman, Tommy New, Vice-Chairman, Gonice Davis, Member, Johnny Davis, Member, Sidney Norton, Member, Mickey Moses, County Attorney, Paul Bryan , Co. Administrator, and Bonnie Wells. Commissioner Rabun called meeting to order and Commissioner New opened with prayer. Commissioner Gonice Davis made a motion to amend agenda by removing the closure of Cunningham and Leaptrott Roads and rental contracts for Senior Center and Jefferson County Multipurpose Facility. Commissioner Johnny Davis seconded with unanimous approval. ---PAGE BREAK--- Reports were given by the following: William Rabun - Finance, Johnny Davis - Public Safety, Tommy New - Landfill and Environment, Gonice Davis - Public Works and JCCI, Sidney Norton - Human Resources, Paul Bryan - Ambulance, 911 and County Administrator. The consent agenda items were: Bid Process for Fire Trucks and Office for the Department of Juvenile Justice. Commissioner New made a motion to approve items on the consent agenda. Commissioner Norton seconded with unanimous approval. Commissioner Gonice Davis made a motion to adopt Solid Waste Management Fee Policy with changes in second paragraph. Commissioner Johnny Davis seconded with unanimous approval. Commissioner New made a motion to adopt budget amendments. Commissioner Johnny Davis seconded with discussion regarding the money being reimbursed from the Jefferson County Board of Education. Motion passed with unanimous approval. Thomas New, Vice-Chairman Johnny Davis, Member Sidney Norton, Member Gonice Davis, Member JEFFERSON COUNTY COMMISSIONERS PUBLIC HEARING APRIL 12, 2006 6:00 P.M. This hearing was held to discuss the abandonment of Cunningham and Leaptrott roads. In attendance were Johnny Davis, Gonice Davis, Paul Bryan, Bonnie Wells, Jerry Cadle and Henry Gambrell. Commissioner Johnny Davis called the hearing to order and opened with prayer. Mr. Bryan stated the meeting should have been held on Tuesday night, however due to a typographical error the meeting was held on Wednesday, April 12. Mr. Bryan stated that this would be the only hearing held on the closure of Cunningham and Leaptrott Roads. There was no objections to the closing of the roads.
