JEFFERSON COUNTY COMMISSIONERS REGULAR MEETING JULY 14, 2020 7:00 P.M.` This was the regular meeting for the month of July. It was held at the Jefferson County Multipurpose Complex (Old Armory). Those present were as follows: Mitchell McGraw, Chairman; Gonice C. Davis, Member; Johnny Davis, Member; Wayne Davis, Member; Chris Hutchings, Interim County Administrator; Dalton Dowdy, County Attorney: and Bonnie Wells, County Clerk. Commissioner New was in attendance via teleconference. Chairman McGraw called the meeting to order and led the Pledge of Allegiance. Commissioner Johnny Davis gave the invocation. Commissioner Gonice Davis made a motion to adopt the agenda. Commissioner Johnny Davis seconded the motion. The motion was unanimously approved. Reports The chairman and the interim county administrator gave their respective reports. CONSENT AGENDA There were no Consent Agenda items. OLD BUSINESS Cameras at Selected Dumpsites Darryl Davis and Tyler Cobb, representatives from Zoom Telecom were in attendance at the meeting to discuss the placement of cameras at the county dumpsites. The information below reflects the cost of cameras and the service. Mr. Davis and his associates answered numerous questions from the board regarding the placement of the cameras, before the board decided to table the item until next month. Bids on Roof at Hardeman Building & Old Jail The interim county administrator presented the following bids for the roof at the Hardeman Building and the Old Jail (brick building on the courthouse square). Three bids were received, the aforementioned bids were from Fraser Roofing, $21,847; B. A Johnson Construction, $20,280; and United Roofing Contractors, $33,791. B. A. Johnson Construction was the only company submitting a bid for the roof at the old jail; that bid was $17,596. The interim county administrator’s recommendation was to accept the lowest bid from B. A. Johnson Construction. ---PAGE BREAK--- Commissioner Johnny Davis made a motion to accept the interim county administrator’s recommendation of B. A. Johnson Construction company with the lowest bid of $20,280 with funds from SPLOST. Commissioner Gonice Davis seconded the motion. Discussion: Commissioner New wanted to know why Fraser Roofing’s bid could not be accepted because he thought if there at least two bids and the local bid was within 10% of the lowest bid the local bid could be accepted. However, the bid would have to be within 3% of the lowest bid. The county attorney said the disparity would have to be at least The vote was unanimously approved. The interim county administrator reviewed the bid for the roof on the old jail (brick building on courthouse square). The only bid received was from B. A. Johnson Construction in the amount of $17,596. The administrator stated since there was still some discussion as to what color the roof should be, the price of the bid, and the fact that $20,280 just came from SPLOST for the repair of the roof at the Hardeman building, he recommended the board wait on the roof repair at the old jail. Jail Pod Renovation Contract The county attorney reviewed the jail pod renovation contract. The contract is not ready, the architect’s assistant stated they were waiting on the fire marshal. This item will be tabled until the contract is ready. Dump Trucks The interim county administrator presented the following information on the purchase of dump trucks. The administrator said the Freightliner could not be delivered until October/November; the International was the only other one he got information from and that one won’t be ready until September. Commissioner Johnny Davis made a motion to purchase the Freightliner truck with resources from General Funds. The chairman said this was for informational purposes only and the board needed to do their homework before they decided on a truck to purchase. NEW BUSINESS Call for 2021 SPLOST Referendum The county attorney reviewed the 2021 SPLOST Referendum and the IGA (Intergovernmental Agreement) with the county and the municipalities within. The referendum and the IGA can be found in its entirety at the county clerk’s office. Commissioner Wayne Davis made a motion to adopt the IGA with the county and the municipalities within. Commissioner Gonice Davis seconded the motion. The motion was unanimously approved. Commissioner Wayne Davis made a motion to adopt the resolution calling for 2021 SPLOST Referendum. Commissioner Johnny Davis seconded the motion. The motion was unanimously approved. Rezoning Request for Parcel 0058-059 The interim county administrator presented the following letter from the Planning and Zoning Board regarding a request to change Parcel 0058-059 from RA to C3. The property is located at 2315 Baldee Road, Bartow, Georgia. The request has already been approved by the Planning and Zoning Board, which is reflected in the letter below. ---PAGE BREAK--- Commissioner Gonice Davis made a motion to approve the recommendation by the Planning and Zoning Board of changing Parcel 0058-59 from RA to C3. Commissioner Johnny Davis seconded the motion. The motion was unanimously approved. IGA Fire Departments The county attorney said there a few more details to resolve with the City of Wrens, with that being a factor, the county attorney recommended the board table the item. Commissioner Wayne Davis made a motion to table the Fire Departments IGA. Commissioner Johnny Davis seconded the motion. The motion was unanimously approved. Mold Remediation The county extension office has mold and the county has received a report from a company who suggested a number of things, the first of which is to pressure wash the entire building. The county sought bids for the pressure washing, but only received one bid from B. A. Johnson Construction in the amount of $5,930. The bid is shown here; because it is less than $7,500, the board does not have to vote on it. Louisville Middle School Project Ms. Lisa Loyd, from the Rufus Wren Subdivision Group wanted to know the status on the project at the Louisville Middle School building, as they had previously expressed their desire to not have a sober living facility at the building. The group wanted to, now know, what the board of commissioners plans were for the ---PAGE BREAK--- building. Chairman McGraw stated the group who expressed interest in the building previously had since decided not to move on the aforementioned project. Location of Food Pantry Ms. Blanche Greene expressed a desire to move the food pantry and the Clothes Closet from their current locations to the Louisville Middle School Building. After much discussion, Commissioner Johnny Davis made a motion to enter into agreement with food pantry and allow the county attorney, him, and one other person to come up with some type of agreement and bring it back to the board. Commissioner Gonice Davis seconded the motion. The motion was unanimously approved. GEC Environmental Contract for Park The interim county administrator discussed the GEC Environmental Contract for the Ogeechee Crossing Park. The contract can be found in its entirety at the county clerk’s office. Commissioner Wayne Davis made a motion to approve the GEC Environmental Contract for the Ogeechee Crossing Park. Commissioner Johnny Davis seconded the motion. The motion was unanimous. Scheduled Public Comments There were no public comments. Public Comments on Agenda Items Ms. Janet Fleming had questions and comments on various agenda items. Mr. Eugene Washington had comments on the purchase of dump trucks. Davis, Member JEFFERSON COUNTY COMMISSIONERS CALLED MEETING JULY 27, 2020 9:30 A.M. This was a called meeting, held to discuss the tentative millage rate. It was held at the Jefferson County Multipurpose Complex (Old Armory). Those present were as follows: Mitchell McGraw, Chairman; Gonice C. Davis, Member; Tommy New, Member; Johnny Davis, Member: Wayne Davis, Member; Chris Hutchings, Interim County Administrator; and Bonnie Wells, County Clerk. County Attorney, Dalton Dowdy was absent. Chairman McGraw called the meeting to order and led the pledge. Commissioner New gave the invocation. ---PAGE BREAK--- Commissioner Wayne Davis made a motion to adopt the agenda. Commissioner New seconded the motion. The motion was unanimously approved. OLD BUSINESS Dump Truck Purchase He interim county administrator reviewed the following dump truck prices and the cost to have other companies haul rock during the time the county is without a dump truck. Commissioner Wayne Davis made a motion to purchase the International Peterbuilt dump truck for $147,738. Commissioner Johnny Davis seconded the motion. Discussion: Commissioner New wanted to know how much it was costing the county to run/haul rock for the month. The chairman said they had the figure for the year, he was not sure they had it for the month. Interim County Administrator, Chris Hutchings said it would be $3,600 per month if the county hauls it and $7,200 per month if someone else hauls it. Commissioner New said there is only a months difference of the delivery of the trucks, the most it would cost the county is $3,000. Commissioner New then reviewed the information on the trucks above. The chairman said they would be expecting the truck at the end of September, he instructed the interim administrator to let the salesman know they were expecting the truck at the end of September and he doesn’t want October and November to come with “no truck”. He said if they had to wait that long, they weren’t going to take it. Commissioner Johnny Davis said let it be known the trucks are not to be driven by inmates, the trucks could not be driven by just anybody because of the regen system; the driver needs to know if the regen light comes on they have to stop the vehicle. He said they need a qualified driver who understands the principles behind regen. The chairman asked the road superintendent how many people were available to drive the trucks that were not inmates. The road superintendent stated there were four available drivers. The chairman asked had it been a problem before with the inmates driving trucks, the road superintendent stated he was not aware of a problem. Commissioner Johnny Davis stated the county did not have a regen truck before. The chairman said he was sure the last two trucks were regen. The road superintendent said they would regen going down the road. Commissioner Johnny Davis said they would, but if the warning light comes on they would have to stop. Commissioner Gonice Davis said that’s what was wrong with the CAT trucks, they could never get the regen system right. He said the board of education purchased buses and trucks with the regen system and they could never get it to work right. He said they should make sure whichever vehicle was purchased did not have a CAT engine. The chairman said the county is getting just what printout says, they did not want a Caterpillar (CAT) engine and if it wasn’t what they wanted they were not paying. The chairman then asked how they would pay for the truck. Commissioner New said he thought they were going to pay for the truck with funds from the Yancey Brothers buyback. The chairman said the was for one truck, they needed to purchase two trucks. Commissioner Gonice Davis asked the interim administrator where they could get the money. The interim administrator recommended the money come from general funds. Commissioner Gonice Davis asked Commissioner Wayne Davis to repeat the motion. The chairman asked that the motion include which fund the money would come from. Commissioner Wayne Davis made a motion to purchase the International Peterbuilt truck with monies from the general fund for $147,738 provided it can be delivered within two months. Commissioner Johnny Davis seconded the motion. The motion was passed with a vote of four to one. Chairman McGraw, Commissioners Gonice Davis, Johnny Davis, and Wayne Davis voted yes. Commissioner New voted no. NEW BUSINESS Generator at County Jail Emergency Services Director, James (Jim) Anderson presented the following invoice on the repair of the generator at the county jail. During a recent thunderstorm and power outage one of the generators at the jail ---PAGE BREAK--- failed tom start up prompting the chairman to call a company to come out to ascertain the problem. The repairs, the amount of the repairs and the company are listed below. This item was for informational purposes only. Tentative Millage Rate Interim County Administrator, Chris Hutchings, reviewed the following information regarding the county setting the tentative millage rate. The chairman asked the Chief Appraiser, Louisa Pennington and the Tax Commissioner, Nancy McGraw if they had any comments. The chief appraiser shared the following spreadsheets with the board. ---PAGE BREAK--- Commissioner New made a motion to set the tentative millage rate and advertise the five year history in the paper with the intent of rolling the millage rate back a ½ mill at a called meeting to be held August 13, 2020 at 9 p.m. Commissioner Gonice Davis seconded the motion. The motion passed with a vote of four to one. Chairman McGraw, Commissioners New, Gonice Davis, and Wayne Davis voted yes. Commissioner Johnny Davis did not vote. Public Comments There were no comments on agenda items. Executive Session Commissioner Johnny Davis made a motion to go into Executive Session to discuss personnel. Commissioner Gonice Davis seconded the motion. Commissioner New made a motion to adjourn Executive Session. Commissioner Wayne Davis seconded the motion. The motion was unanimous.
