JEFFERSON COUNTY COMMISSIONERS WORK SESSION NOVEMBER 2, 2009 8:30 A.M. The purpose of this meeting was to prepare the agenda for the regular meeting. Those present were as follows: William Rabun, Chairman; Gonice Davis, Member; Tommy New, Member; Wayne Davis, Member; Johnny Davis, Member; Mickey Moses, County Attorney; and Bonnie Wells, Deputy Clerk. Chairman Rabun called the meeting to order and welcomed the senior government class of Thomas Jefferson Academy. The class introduced themselves and the commissioners introduced themselves. Commissioner Wayne Davis gave invocation. Commissioner Wayne Davis made a motion to adopt the agenda; Commissioner Johnny Davis seconded with unanimous approval. Surplus Sale of Equipment and Vehicles Commissioner Wayne Davis made a motion to advertise on GOV Deals and place on the Consent Agenda the sale of surplus equipment and vehicles; commissioner Johnny Davis seconded with unanimous approval. Purchase of EMA Truck to Pull Trailer Lamar Baxley, EMA Director, made a request that the county purchase a pickup truck to pull a trailer recently purchased with grant money. There was money ($4,500)left after the purchase of the trailer that could go towards the purchase of a new truck. Commissioner Gonice Davis made a motion to place on the Consent Agenda the purchase of a truck to pull the EMA trailer with the remaining funds for this truck coming from the sale of surplus equipment and vehicles on GOV Deals; Commissioner Johnny Davis seconded with unanimous approval. Appointment of Census Liaison Chairman Rabun stated he had spoken with Mr. Mike Cofer and asked to him to assume the role of Census Liaison in the wake of Mr. Frank Gordy resigning. Mr. Cofer will give him a definite answer the following week. This item will be discussed at a later date. Chairman Rabun stated we would take a break to await the City of Wrens’ arrival. Commissioner Wayne Davis made a motion to call the meeting back to order; Commissioner Johnny Davis seconded with unanimous approval. Commissioner Wayne Davis made a motion to allow the City of Wrens an opportunity to discuss items in detail. Commissioner Gonice Davis seconded with unanimous approval. Meet With Wrens City Council--RE: Water System and EMS The City of Wrens’ Mayor Lester Hadden; City Administrator, Arty Thrift; Councilman Erskine Lane; and Councilwoman Ceola Hannah were in attendance. Mayor Hadden and Arty Thrift requested assistance from the county with Wrens’ Water System and EMS. After their presentation the commissioners stated they would maintain a dialogue with the City of Wrens to address their request for assistance with the aforementioned items. This was the regular scheduled meeting for the month of November. Commissioner New made a motion to adopt the minutes; Commissioner Gonice Davis seconded with unanimous approval. Chairman Rabun welcomed guests. Chairman Rabun decided to forgo the commissioner’s reading of the reports. Consent Agenda The consent agenda items were the Surplus Sale of Equipment and Vehicles and the Purchase of EMA Truck to Pull Trailer. Commissioner Johnny Davis made a motion to accept the Consent Agenda items; Commissioner Gonice Davis seconded with unanimous approval. Planning and Zoning Alternate Member Appointments Commissioner Wayne Davis made a motion to appoint Mary Mahoney and Arty Thrift (appointed by Commissioner Wayne Davis), of Avera and Timothy Bell (appointed by Commissioner Gonice Davis), of Wadley to the Planning and Zoning Board. Commissioner Gonice Davis seconded with unanimous approval. Appointment of Census Liaison Commissioner Johnny Davis made a motion to appoint Mike Cofer as the Census Liaison with the understanding that Mr. Cofer will give his final decision later. Commissioner Wayne Davis seconded with unanimous approval. Agenda Amendment Commissioner Johnny Davis made a motion to amend the agenda to add the county administrator’s comments. Commissioner New seconded with unanimous approval. Commissioner New made a motion to accept the amendment to the agenda. Commissioner Johnny Davis seconded with unanimous approval.
