JEFFERSON COUNTY COMMISSIONERS WORK SESSION AUGUST 2, 2010 8:30 A.M. The purpose of this meeting was to prepare the agenda for the regular meeting. Those present were as follows: William Rabun, Chairman; Gonice Davis, Member; Tommy New, Member; Wayne Davis, Member; Paul Bryan, County Administrator; Mickey Moses, County Attorney; and Bonnie Wells, County Clerk. Commissioner Johnny Davis was absent Chairman Rabun called the meeting to order; Commissioner Wayne Davis gave the invocation. Commissioner Wayne Davis made a motion to adopt the agenda. Commissioner Gonice Davis seconded the motion. The vote was unanimous. New Landfill Minor Modifications—Moreland Altobelli Ben Carter presented a total of three contracts for minor modifications at the new landfill. Commissioner New made a motion authorizing Chairman Rabun to sign the contracts and place on the Regular Agenda. Commissioner Wayne Davis seconded the motion. The vote was unanimous. Development Authority Board Report Tom Jordan from the Jefferson County Development Authority gave a presentation on the Industrial Park at Kings Mill Road and other projects. Probate Judge—Election Board Probate Judge, Asholyn Lampp, requested more space for the elections. She stated she simply did not have enough space at the courthouse for the ballots, voting machines, and etc. Commissioner Wayne Davis made a motion to place on the Regular Agenda. Commissioner Gonice Davis seconded the motion. The vote was unanimous. Appointment to EMS Board—Theresa Salter Commissioner New made a motion to place the appointment of Theresa Salter to the EMS Board on the Regular Agenda. Commissioner Gonice Davis seconded the motion. The vote was unanimous. Local Maintenance & Improvement Grant Commissioner Wayne Davis made a motion to place the Local Maintenance & Improvement Grant on the Regular Agenda, with Kings Mill Road being the first road to be considered for paving because of the projects the Development Authority has at the Industrial Park the Development Authority. Sand Valley Road to be number two and Middleground Road to be number three. Commissioner New seconded the motion. The vote was unanimous. Timber Harvesting Ordinance Commissioner Wayne Davis made a motion to place the Timber Harvesting Ordinance on the Regular Agenda. Commissioner Gonice Davis seconded the motion. The vote was unanimous. Adjournment Commissioner Wayne Davis made a motion to adjourn. Commissioner Gonice Davis seconded the motion. The vote was unanimous. JEFFERSON COUNTY COMMISSIONERS PUBLIC HEARING AUGUST 10, 2010 6:45 P.M. This was the second and final public hearing for the Flood Damage Prevention Ordinance. Those in attendance were as follows: William Rabun, Chairman; Gonice Davis, Member; Tommy New, Member; Wayne Davis, Member; Johnny Davis, Member; Paul Bryan, County Administrator; Mickey Moses, County Attorney; and Bonnie Wells, County Clerk. Chairman Rabun called hearing to order County Administrator, Paul Bryan explained the FDPO (Flood Damage Prevention Ordinance) and answered questions. Adjournment Commissioner Johnny Davis made a motion to adjourn. Commissioner New seconded the motion. The vote was unanimous. Commissioner Johnny Davis made a motion to adopt the minutes from May 2010; June 2010; and July 2010. Commissioner Gonice Davis seconded the motion. The vote was unanimous. Chairman Rabun welcomed the guests and decided to forgo reading the reports. OLD BUISNESS Flood Damage Prevention Ordinance Commissioner Wayne Davis made a motion to adopt the Flood Damage Prevention Ordinance. Commissioner Johnny Davis seconded the motion. The vote was unanimous. Timber Operations Ordinance Commissioner Gonice Davis made a motion to table the Timber Ordinance. Commissioner New seconded the motion. The vote was unanimous. NEW BUSINESS Old Warrenton Road Status Charlie Akins gave status on Old Warrenton Road; Mr. Akins explained that Kamin Mines would do work required on the road as far as blocking the road off. Commissioner New made a motion to accept. Commissioner Wayne Davis seconded the motion. The vote was unanimous. Cameras for JCCI County Administrator, Paul Bryan, recommended the county purchase cameras from Simplex Grinnell for $4,599.42. Commissioner Wayne Davis made a motion to accept the bid of $4,599.42 from Simplex Grinnell. Discussion ensued with Commissioner Johnny Davis seconded with the understanding that all monies for the cameras come from the telephone fund at the prison. The vote was unanimous. Appointments to EMS Board—Theresa Salter Commissioner New made a motion to appoint Theresa Salter to the EMS Board. Commissioner Gonice Davis seconded the motion. The vote passed with Commissioners Gonice Davis, Tommy New, Johnny Davis, and Wayne Davis voted yes. Chairman Rabun abstained from voting as he is related to Mrs. Salter. Local Maintenance Improvement Grant Commissioner Wayne Davis made a motion for Kings Mill Road to be priority one, Sand Valley Road be priority two, and Middleground Road be priority three, on the Local Maintenance Improvement Grant. Commissioner Johnny Davis seconded the motion. The vote was unanimous. Minor Modification of New Landfill Commissioner New made a motion to accept the minor modifications to the new landfill. The modifications are to provide an all weather road; revise liner protection layer; and revise the grading. Commissioner Wayne Davis seconded the motion. The vote was unanimous. Minimum Health & Safety Standards for Pre-Owned Manufactured Homes Model Ordinance Commissioner Gonice Davis made a motion to allow the County Administrator, Paul Bryan, to advertise the public hearing for the Minimum Health & Safety Standards for Pre Owned Manufactured Homes Model Ordinance. Commissioner Wayne Davis seconded the motion. The vote was unanimous. Set Millage Rate ---PAGE BREAK--- Commissioner New made a motion to accept the total Millage Rate. Commissioner Wayne Davis seconded the motion. The vote was unanimous. Adjournment Commissioner New made a motion to adjourn; Commissioner Johnny Davis seconded the motion. The vote was unanimous.
