JEFFERSON COUNTY COMMISSIONERS PUBLIC HEARING OCTOBER 7, 2010 8:35 A.M. This was the second and final public hearing for the Model Soil Erosion Sedimentation and Pollution Control Ordinance. It was held at the Jefferson County Commissioner’s Office. Those present were as follows: William Rabun, Chairman; Gonice Davis, Member; Member; Johnny Davis, Member, Wayne Davis, Member; Paul Bryan, County Administrator; Mickey Moses, County Attorney; and Bonnie Wells, County Clerk. Commissioner New was absent. Chairman Rabun called hearing to order County Administrator, Paul Bryan explained the Model Soil Erosion Sedimentation and Pollution Control Ordinance. and answered questions. Adjournment Commissioner Johnny Davis made a motion to adjourn. Commissioner Gonice Davis seconded the motion. The vote was unanimous. JEFFERSON COUNTY COMMISSIONERS WORK SESSION OCTOBER 7, 2010 9:00 A.M. The purpose of the meeting was to prepare the agenda for the October meeting. It was held at the Jefferson County Commissioners Office. Those in attendance were as follows: William Rabun, Chairman; Gonice Davis, Member; Tommy New, Member; Wayne Davis, Member; Johnny Davis, Member; Paul Bryan, County Administrator; Mickey Moses, County Attorney; and Bonnie Wells, County Clerk. Chairman Rabun called meeting to order. Commissioner New gave the invocation. Commissioner Johnny Davis made a motion to adopt the agenda. Commissioner Gonice Davis seconded the motion. The vote was unanimous. NEW BUSINESS Ferst Foundation Reading Program—Patricia Edwards and Robert Holbert Patricia Edwards and Robert Holbert gave a presentation on the Ferst Foundation. Commissioner Wayne Davis made a motion for the county to pay $3,600 to the Ferst Foundation to support up to 100 children in the reading program and place on the Consent Agenda. Commissioner Johnny Davis seconded the motion. Discussion—Commissioner Johnny ---PAGE BREAK--- Davis wanted to know where the county was financially. Mrs. Edwards stated they would accept the money whenever the county was able to pay it. The vote was unanimous. (Consent Agenda) Paving a Portion of Butcher Pen Road—Akins Commissioner Wayne Davis made a motion to pave the first 1,400 ft of Butcher Pen Road with financial assistance of up to $60,000 from Kamin Mines and place on the Consent Agenda Commissioner Johnny Davis seconded the motion. The vote was unanimous. (Consent Agenda) Commissioner Wayne Davis made a motion to pursue a Resolution between Jefferson and Warren County to make Butcher Pen Road a state connector road and place on the Consent Agenda. Commissioner Johnny Davis seconded the motion. The vote was unanimous. (Consent Agenda) Contract with Municipal Code to Codify Ordinances Commissioner New made a motion to accept the contract with Municode allowing them to update the county’s book of ordinances and also allowing them to place the ordinances on line (Internet). This will be placed on the Consent Agenda. Commissioner Gonice Davis seconded the motion. The vote was unanimous. (Consent Agenda) Legislation to Create a Board of Elections Commissioner Johnny Davis made a motion allowing the County Attorney to present a proposal for the board of commissioners to look at regarding establishing an Elections Board. Commissioner Wayne Davis seconded the motion. The motion carried with a vote of four to one. Commissioner New voted no. This will go on the Regular Agenda. Move Pressure Line from Lift Station on Highway 24 at McBride Street Murray Hadden gave a report on pressure line on Highway 24. Mr. Hadden stated the Lift Stations need to be replaced. Commissioner Wayne Davis made a motion to have engineers come in to speak with Murray Hadden regarding the lines at the Lift Station. Commissioner New seconded the motion. The vote was unanimous. Those present were as follows: William Rabun, Chairman; Gonice Davis, Member; Member; Tommy New, Member, Wayne Davis, Member; Paul Bryan, County Administrator; Mickey Moses, County Attorney; and Bonnie Wells, County Clerk. This was the regular scheduled meeting for the month of October. It was held at the Jefferson County Commissioners Office. Those present were as follows: William Rabun, Chairman; Gonice Davis, Member; Member; Tommy New, Member, Wayne Davis, Member; Paul Bryan, County Administrator; Mickey Moses, County Attorney; and Bonnie Wells, County Clerk. County Administrator, Paul Bryan, gave his report. The grand opening of the gym at the recreation department is tentatively set for the end of November. The E-911 Advisory Board has been selected. Commissioner Gonice Davis made a motion to adopt the Consent Agenda. Commissioner Wayne Davis seconded the motion. The vote was unanimous. NEW BUSINESS Soil Erosion Sedimentation and Pollution Control Ordinance Commissioner Wayne Davis made a motion to adopt the Soil Erosion Sedimentation and Pollution Control Ordinance. Commissioner Gonice Davis seconded the motion. The vote was unanimous. Minimum Health and Safety Standards for Pre-Owned Manufactured Homes Commissioner Wayne Davis made a motion to adopt the Minimum Health and Safety Standards for Pre-Owned Manufactured Homes. Commissioner Gonice Davis seconded the motion. The vote was unanimous. Ray Dean Tennyson—Beer & Wine License Commissioner Gonice Davis made a motion to approve the beer & wine license for Ray Dean Tennyson. Commissioner New seconded the motion. The vote was unanimous. Acceptance of Bid—Land Commissioner Wayne Davis made a motion to accept the sealed bid of $9,500 for the purchase of 10 acres of surplus land from Leroy Lewis. Commissioner Gonice Davis seconded the motion. The vote was unanimous. Attorney to Pursue Creation of Election Board Commissioner Wayne Davis made a motion to allow the county attorney, Michael Moses, the authority to create an Elections Board. Commissioner Gonice Davis seconded the motion. The vote was unanimous. Adjournment Commissioner New made a motion to adjourn from the Regular Meeting and go into Executive Session (Legal). Commissioner Gonice Davis seconded the motion. The vote was unanimous. Executive Session Commissioner Gonice Davis made a motion to come out of Executive Session, go into the Regular Meeting and adjourn. Commissioner New seconded the motion. The vote was unanimous.
