JEFFERSON COUNTY COMMISSIONERS FIRST READING OF FY 2020 BUDGET PUBLIC HEARING JUNE 3, 2019 6:00 P.M. The purpose of this meeting was to review the tentative FY 2020 Budget. It was held at the Jefferson County Commissioners’ office. Those present were as follows: Gonice Davis, Vice Chairman; Johnny Davis, Member; Wayne Davis, Member; Adam Brett, County Administrator; and Bonnie Wells, County Clerk. Chairman McGraw, Commissioner Tommy New and County Attorney Dalton Dowdy were absent. Vice Chairman Gonice Davis called the meeting to order and led the pledge. Commissioner Wayne Davis gave the invocation. First Reading and Review of FY 2020 Budget The county administrator reviewed the FY 2020 budget for all accounts and answered questions from the board and the public. Davis, Member JEFFERSON COUNTY COMMISSIONERS WORK SESSION JUNE 3, 2019 7:00 P.M. The purpose of this meeting was to prepare the agenda for the June meeting. It was held at the Jefferson County Commissioners’ office. Those present were as follows: Gonice C. Davis, Member; Tommy New, Member; Johnny Davis, Member: Wayne Davis, Member Adam Brett, County Administrator; and Bonnie Wells, County Clerk. Chairman McGraw and County Attorney Dalton Dowdy were absent. Vice Chairman Gonice Davis called the meeting to order and led the Pledge of Allegiance; Commissioner Johnny Davis gave the invocation. Commissioner Johnny Davis made a motion to adopt the agenda. Commissioner Wayne Davis seconded the motion. The motion was unanimously approved. Employee Health Insurance Russell Head from Head Capitol presented the board the following information regarding the county’s health insurance renewal and answered questions from the board. ---PAGE BREAK--- OLD BUSINESS Extension Office Truck The county administrator shared the following information and revisited the county agent’s request to purchase a truck for the extension office. The county administrator also shared an e-mail received from the county’s insurance company regarding a county vehicle pulling non county owned trailers, etc. The quote for the vehicle and the e-mail are reflected here. ---PAGE BREAK--- Commissioner Johnny Davis made a motion to table the item until the county attorney could be present. Commissioner Wayne Davis seconded the motion. The motion was unanimously approved. NEW BUSINESS Board of Elections Appointments The county administrator presented the following elections board appointments. Commissioner Johnny Davis made a motion to reappoint Rebecca Gibbons to the Elections Board for an additional four years, with the term continuing through July 27, 2023. Commissioner Wayne Davis seconded the motion. The motion was unanimously approved. Commissioner Gonice Davis made a motion to reappoint Verna Hudson to the Elections Board for an additional four years, with the term continuing through July 27, 2023. Commissioner Wayne Davis seconded the motion. The motion was unanimously approved. The chairman’s appointment will be tabled until next week. East Central Georgia EMS Council Appointment The county administrator presented the following email requesting an appointment to the East Central Georgia EMS Council. ---PAGE BREAK--- Commissioner Wayne Davis made a motion to reappoint Chad Parker to the East Central Georgia EMS Council. Mr. Parker’s term will continue through June 30, 2023. Commissioner Johnny Davis seconded the motion. The motion was unanimously approved. County Dump Sites Commissioner Johnny Davis expressed concern for the appearance of county dumpsites around the holidays. He said he spoke with Warden Oliphant and he said he would, at no additional cost, send someone out to collect garbage on holidays. This item was for informational purposes only. Davis, Member JEFFERSON COUNTY COMMISSIONERS REGULAR MEETING JUNE 11, 2019 7:00 P.M. This was the regular meeting for the month of June. It was held at the Jefferson County Commissioners’ Office. Those present were as follows: Mitchell McGraw, Chairman; Gonice C. Davis, Member; Tommy New, Member; Johnny Davis, Member; Wayne Davis, Member; Adam Brett, County Administrator; Dalton Dowdy, County Attorney; and Bonnie Wells, County Clerk. Chairman McGraw called the meeting to order and led the Pledge of Allegiance. Commissioner Wayne Davis gave the invocation. Commissioner Wayne Davis made a motion to amend and adopt the agenda; the amendment was to forgo the reading of the reports. Commissioner New seconded the motion. The motion was unanimously approved. Commissioner Gonice Davis made a motion to adopt the minutes. Commissioner Wayne Davis seconded the motion. The motion was unanimously approved. Consent Agenda Chairman McGraw read the Consent Agenda items. OLD BUSINESS Extension Office Truck The county administrator presented the following bids on a pickup truck for the county extension agent and information from the county’s insurance company regarding the coverage on the county’s vehicle. The county administrator said he spoke to the County Extension Agent, Pam Sapp and was assured that 90% of things she would pull with the truck were either hers, the Burke County Extension Office, or the University of Georgia’s. There was previously some question about the trailers being pulled by the truck would belong to farmers, etc.; the issue the insurance company had was the farmers assuming liability for their trailer if it were involved in an accident. Commissioner Wayne Davis made a motion to accept the bid from Brannen Motors in the amount of $31,347. Commissioner Gonice Davis seconded the motion. The motion was unanimously approved. Board of Elections Appointment The chairman stated he has not had an opportunity to speak with Carolyn Huntley regarding her reappointment to the Board of Elections. This item was tabled. NEW BUSINESS First Reading of ORI/GCIC Ordinance The county attorney presented the following ordinance for its first review. This ordinance would allow the county an opportunity to have its own ORI (Originating Agency Identification) number. ---PAGE BREAK--- Commissioner Wayne Davis made a motion to approve the first reading of the Originating Agency Identification/Georgia Crime Information Center Ordinance pending attorney’s approval. Commissioner Johnny Davis seconded the motion. Discussion: Commissioner Wayne Davis wanted to know if the sheriff’s department could conduct the background checks rather than have the county obtain their own ORI number. The county attorney stated he called Colonel Moore at the sheriff’s department, but he did not get a return call before the meeting. But he would check on it and have an answer for next month’s meeting. The motion was unanimously approved. Phase II Armory Work The chairman shared the following information regarding phase II of the work at the Multipurpose Complex (Old Armory). Commissioner Johnny Davis suggested receiving additional bids for Phase II’s electrical portion. ---PAGE BREAK--- The information above reflects prospective work at the Multipurpose Complex (Old Armory)…this item was on the agenda for informational purposes only as a decision will be rendered at a later date. Public Works Truck The county administrator presented the following bids on a vehicle for the public works department. This truck would replace the truck currently driven by Ricky Hobbs, an employee in the Public Works department responsible for replacing the signs on county’s roadways. Commissioner Johnny Davis said the thought it would be a good idea to have the county’s mechanic come in and explain to the board the benefits ---PAGE BREAK--- of extra leaf springs on the truck. After much discussion, Commissioner New made a motion to wait and vote on this agenda item at Tuesday’s Called Meeting. Commissioner Johnny Davis seconded the motion. It was held at the Jefferson County Commissioners’ office. Those present were as follows: Mitchell McGraw, Chairman; Gonice Davis, Vice Chairman; Tommy New, Member; Johnny Davis, Member; Dalton Dowdy, County Attorney; Adam Brett, County Administrator; and Bonnie Wells, County Clerk. Commissioner Wayne Davis was absent. Chairman McGraw called the meeting to order and led the pledge. Commissioner Johnny Davis gave the invocation. Commissioner New made a motion to amend the agenda by adding Georgia Department of Transportation Inmate Contract as item F. Commissioner Gonice Davis seconded the motion. The motion was unanimously approved. Commissioner Gonice Davis made a motion to adopt the agenda. Commissioner New seconded the motion. The motion was unanimously approved. The county administrator made an attempt to call Commissioner Wayne Davis, who had a doctor’s appointment, allowing him an opportunity to attend the meeting via phone, however he was not available to participate. BUSINESS ITEMS FY 20 Budget Resolution The following FY 20 Budget Resolution was presented to the board for adoption. ---PAGE BREAK--- Commissioner New made a motion to approve the Fiscal Year 2019/2020 Budget Resolution as read. Commissioner Gonice Davis seconded the motion. The motion was unanimously approved. FY 19 Budget Amendments The county administrator reviewed the following FY 19 budget amendments. ---PAGE BREAK--- Commissioner New made a motion to approve the FY 19 budget amendments for all accounts. Commissioner Gonice Davis seconded the motion. The motion was unanimously approved. Public Works Service Truck The county administrator reviewed the following bids on a service truck for the public works department. The information also included specs from Brannen Motor Company for a service truck with the specified leaf springs. The county administrator’s recommendation was to purchase from Brannen Motor Company. Commissioner Gonice Davis made a motion to purchase the Ford F350 from Brannen Motor Company for $42,198, with funds from TIA. Commissioner New seconded the motion. The motion was unanimously approved. Armory Phase II Projects The chairman revisited the Armory’s phase II projects. Decisions on phase II will be rendered at a later date. Board of Elections Appointment Chairman McGraw recommended the board reappoint Carolyn Huntley to the Board of Elections. Commissioner Johnny Davis made a motion to reappoint Carolyn Huntley to the Board of Elections for an additional four years, with the term continuing through July 27, 2023. Commissioner New seconded the motion. The motion was unanimously approved. Georgia Department of Transportation Inmate Contract ---PAGE BREAK--- The county administrator presented the following Georgia Department of Transportation Inmate Contract for approval and/or adoption. The board reviewed the aforementioned contract, adopting the contract is a formality as the board approves the contract annually. Commissioner New made a motion to approve the Georgia Department of Transportation Inmate Contract for a period of one year. Commissioner Gonice Davis seconded the motion.
