JEFFERSON COUNTY COMMISSIONERS WORK SESSION DECEM BER 6, 2010 8:30 A.M. The purpose of the meeting was to prepare the agenda for the December meeting. It was held at the Jefferson County Commissioners Office. Those present were as follows: William Rabun, Chairman; Gonice Davis, Member; Member; Johnny Davis, Member; Tommy New, Member; Paul Bryan, County Administrator; Mickey Moses, County Attorney; and Bonnie Wells, County Clerk. Commissioner Wayne Davis and County Attorney, Michael Moses were absent. Chairman Rabun called meeting to order. Commissioner Gonice Davis gave the invocation. Commissioner Johnny Davis made a motion to adopt the agenda. Commissioner New seconded the motion. The vote was unanimous. NEW BUSINESS Library Report Jefferson County Library Director, Patricia Edwards, gave an update on the status of the library operations. She also requested routine maintenance be done on the grounds at the library. Request of Interest Rate Quotes County Administrator, Paul Bryan, will request interest rate bids from the local banks (Queensborough National Bank, Firstate Bank, and Regions Bank). The bids will arrive at the commissioner’s office sealed and will be opened at the Regular Meeting December 14, 2010. Noise Ordinance Commissioner New suggested the county adopt and enforce a Noise Ordinance. Commissioner Johnny Davis went on record to say a Noise Ordinance was something the county needed to compose, adopt and enforce. Commissioner Johnny Davis made a motion for the board to pursue the ordinance. Commissioner New seconded the motion. The vote was unanimous. Clerk’s Report County Clerk, Bonnie Wells, offered a report explaining the county’s status with various things; they included Municode, the county’s website, and the SAVE program. She explained the county was in the process of updating the code book utilizing the services of the Municipal Code Corporation of Tallahassee, Florida. The county’s website is still under construction; however the basics, i.e. the address, phone number, and hours of operation are listed on the site already. The URL for the site is www.jeffersoncountyga.gov; Mr. John Kitchens is our site designer. The SAVE (Systematic Alien Verification for Entitlements) Program is a requirement of the Federal Government. This program is an inter-governmental initiative designed to aid benefit granting agencies in determining an individual’s immigration status, and thereby ensure that only entitled applicants receive federal, state, or local public benefits and licenses. As of November 10, 2010 the county was registered with the program. Adjournment Commissioner New made a motion to adjourn. Commissioner Johnny Davis seconded the motion. The vote was unanimous. JEFFERSON COUNTY COMMISSIONERS PUBLIC HEARING DECEMBER 14, 2010 6:45 P.M. This was the second and final public hearing for the Outdoor Watering Ordinance and the first public hearing for the Noise Ordinance. They were held at the Jefferson County Commissioner’s Office. Those present were as follows: William Rabun, Chairman; Gonice Davis, Member; Member; Tommy New, Member, Johnny Davis, Member; Wayne Davis, Member; Paul Bryan, County Administrator; Mickey Moses, County Attorney; and Bonnie Wells, County Clerk. Chairman Rabun called hearing to order County Administrator, Paul Bryan explained the Outdoor Watering Ordinance and the Noise Ordinance; he then answered questions. JEFFERSON COUNTY COMMISSIONERS REGULAR MEETING DECEMBER 14, 2010 7:00 P.M. This was the regular scheduled meeting for the month of December. It was held at the Jefferson County Commissioners Office. Those present were as follows: William Rabun, Chairman; Gonice Davis, Member; Member; Tommy New, Member; Johnny Davis, Member; Wayne Davis, Member; Paul Bryan, County Administrator; Mickey Moses, County Attorney; and Bonnie Wells, County Clerk. The vote was unanimous. Commissioner Gonice Davis made a motion to adopt the minutes. Commissioner New seconded the motion. The vote was unanimous. Chairman Rabun welcomed guests. Commissioner Johnny Davis made a motion to forgo the reading of all the reports except the ambulance report which was presented by Carl Wagster. Commissioner Gonice Davis seconded the motion. The vote was unanimous. NEW BUSINESS Request for Interest Rate Quotes County Administrator, Paul Bryan, opened the sealed interest rate bids; after much discussion regarding interest rates and the county’s accounts at two of the local banks. Commissioner Wayne Davis made a motion to leave the existing seventeen accounts where they were and have the commissioners update the signage of signature cards. Commissioner Gonice Davis seconded the motion. The vote was unanimous. Commissioner New made a motion to split the monies for CD investments equally between the two local banks. Commissioner Wayne Davis seconded the motion. The vote was unanimous. Assessment Penalty Charged Commissioner New made a motion to allow Tax Commissioner, Jenny Gordy’s request to allow citizens an opportunity to pay taxes from here on and not charge penalties for lapsed monies. This procedure started with industrial accounts when they were allowed an opportunity to pay the interest but not the penalties. Commissioner New made a motion to allow Mrs. Gordy’s request. Commissioner Johnny Davis seconded the motion. The vote was unanimous. Smoking Policy Commissioner Johnny Davis made a motion to allow County Administrator, Paul Bryan, to pursue a No Tobacco Policy and bring back in ninety days. Commissioner Wayne Davis seconded the motion. The vote was unanimous. Board Appointments Commissioner Johnny Davis made a motion to present the Hospital Authority, Frances Cooper, Craig Miller, and Bob Swann as candidates for appointment to the board. Commissioner Wayne Davis seconded the motion. The vote was unanimous. Adoption—Outdoor Watering Ordinance In an oversight, this agenda item was not discussed at the meeting. Adjournment Commissioner Johnny Davis made a motion to adjourn. Commissioner Gonice Davis seconded the motion. The vote was unanimous.
